I would first like to thank members of the PHBA for their support during this trying time and their efforts in writing and calling their representatives. I’d also like to thank, in the House, Representatives Marty Causer and Mike Carroll who spent much time crafting and moving the bill. Representative Marguerite Quinn, a long-time supporter of the PA breeders, also helped by gaining support among House members. In the Senate, I’d like to thank Elder Vogel, Chuck McIlhinney, John Rafferty, Andy Dinniman, Judy Schwank, Tom Killion and Tom McGarrigle, who were instrumental in shaking the bill loose and bringing it to the floor for a vote. And the best part – all awards will be paid retroactively, according to the traditional pro- gram, from Feb. 23. Hundreds of breeders will finally be getting their payday, with about $8 million being released to own- ers and breeders. The paychecks will surely serve as a great relief to breeders who have been operating their businesses on credit with accumulating overdue bills. Small in stature, but boasting an immense person- ality and presence, Lyphard was a near carbon copy of his illustrious sire Northern Dancer and became one of his best sons at stud. Foaled at Mrs J.O. Burgwin’s Barberry Farm near Sewickley, out of the stakes-winning Court Martial mare Goofed, Lyphard was sold as a weanling in 1969 at Keeneland by Mrs. Burgwin for $35,000. He brought 15,000 guineas at Newmarket, the great French train- er and breeder Alec Head making the purchase for Madame Pierre Wertheimer. It was noted that Lyphard had not grown much as a yearling and was overlooked because of his size, but Head was interested in him because he had trained the colt’s granddam, Barra.
