Apologies: R Masters, J Bendle, D Crawford, R Gash, C Sutcliffe, R Curtis, C Perkins, M Yeats, M Newman, Kingsbridge RFC, Tavistock RFC, Withycombe RFC 2. Minutes of the Devon AGM 9th July 2010: It was noted that G Simpson attended but was not recorded. R Roberts stated the Minutes were incomplete as the details of two previous Special General Meetings were not recorded, Hon Secretary undertook to include the details in the file copy of the Minutes, the adoption of the Minutes was then proposed by T Brown and seconded by P Ankcorn and agreed 3. To receive the Annual Reports: The President presented the Reports which had previously been circulated to all Members, the adoption was proposed by M Bayliss and seconded by P Summers and carried unanimously 4. Planning, Funding and Reporting: R Palmer gave a short presentation on the DRFU Action Plan for 2011/12, he stated that the three local workshops were well attended and many of the issues raised were accepted and incorporated in the Plan, in the final Plan the amount available to Clubs has been increased, CB Admin costs have been reviewed and reduced. Approximately £10,000 will be transferred from DRFU Reserves in order to fund the Plan. Details of the Plan will posted on the Web-site, the process will be reviewed on a regular basis by the DRFU Committee with RFU Officials, and updated on the Web- site 5. Financial Report: The Hon Treasurer presented a brief summary of the Financial year ending 30 June 2010 which was reported in full at the FAGM in October 2010, the Accounts for the year ending 30 June 2011 will be presented at the Financial AGM in October. T Turner (Wessex) questioned the cost of the current Accountants suggesting that savings could be made by employing a smaller Company. K Jeffery stated that Francis Clark provided an invaluable service and good advice throughout the year. Their locality for the Treasurer is important. In addition, the fees included part of the work done in preparation for Incorporation of DRFU. It was also pointed out that the appointment of the Accountants is made at the Financial AGM 6. To elect the Officers and Committee for 2011/12: The Officers elected as follows: President: Maxwell Turner President Elect: Maureen Jackson Immediate Past President: Terry Brown Devon Rep to RFU: Geoff Simpson Hon Secretary: Treve Mitchell Hon Treasurer: Ken Jeffery Hon Match Secretary: Maureen Jackson Committee: Gary Aldridge, Paul Ankcorn, David Butt, Dave Crawford, Rob Curtis, Chris Forster, Terry Friend, Roger Gash, Rob Palmer, Ron Roberts, Steve Skeet Rob Taverner Co-opted: Mike Harrison (DRRS Finances) Appointed: Plymouth and District Combination, Devon Referees Society, Devon Schools Rugby Football Union, Students Rugby Football Union, Devon Womens Rugby Football Union, Devon Safeguarding Manager In recognition of many years of service to Devon RFU, M Turner, presented Terry Brown with Life Membership of Devon RFU 7. Proposal to make additions to the Rules of DRFU Ltd: The following proposals were made by Mr R Roberts and seconded by Wessex RFC i. That any resolutions (resolved matters) from any Members General Meeting be implemented at the earliest possible time by the Committee without changes to the wording of the resolution or its interpretation as agreed at the General Meeting ii. That the draft minutes of a Members General Meeting shall be circulated to all Members not more than seven days after the end of such a Meeting R Roberts gave a detailed presentation of the proposals, which was followed by a full discussion, it was pointed out that Rule 7.7 of the Rules of Devon RFU Ltd covered the requirements of the first proposal, R Roberts confirmed he was happy to withdraw the proposal. During the discussion relating to the production of Minutes, it was suggested that seven days may not be practical, and that they should be produced in reasonable time, R Roberts accepted and withdrew the second proposal 8. Presidents Address: M Turner referred to his written report and emphasised the role played by volunteers in Club and County Rugby and thanked everyone for the support given to him during the past year He paid tribute to Pete Ramsey and Geoff Bulley who have both retired from their respective roles within DRFU, having put in many years of dedicated service and made each an Honorary Life Vice President. In response G Bulley expressed his appreciation and praised the Competitions Sub-Committee for the work they did in the administration and organisation of the various competitions 9. Any other Business: a. E Trick (Crediton) supported the Devon RFU PFR proposal and also paid tribute to the work carried out by John Bendle and Jason Luff b. D Irvine (Brixham) criticised the DRFU Web-site, in reply T Friend stated that the new Webmaster is in the process of updating the Web-site and that it has greatly improved, M Jackson added that it is proposed to put the Handbook on the Web-site c. G Simpson gave a brief report on the departure of John Steele as CEO of the RFU The President closed the Meeting by thanking everyone for their attendance and contribution, and in particular gave his appreciation to Torquay Athletic RFC for hosting this years AGM .
