    Swinbrook & Widford Parish Council Meeting 16th July 2018 Minutes of the Parish Council Meeting held at Swinbrook Village Hall, on 16th July 2018 at 7.00pm Present Andrew Mitchell (Chairman), Christine Standen (CS), Sue Meech (SM) John Walker (JW) In attendance: Lisa Harrop (Clerk) Apologies: Jeremy Duckworth (JD) The meeting was called to undertake the following business 0001 Declarations of Interest There were no declarations of interest. 0002 Confirm and sign the minutes of the meeting of the 14th May 2018 The minutes were signed by AM 0003 Matters arising from those minutes None raised 0004 Speeding & Village Signs LH & CS met with James Wright from OCC Highways to discuss the placement of signs for the new speed limit. LH & CS confirmed that the PC could input into the placement of signs including decluttering existing signs and moving the Swinbrook Village signs to before hit and miss Cottages and to the Cricket Pitch. LH also confirmed that the PC would like to understand if the Village Signs could be moved before Claybutts Cottage rather than the Cricket Pitch. LH & CS confirmed this had been requested to James Wright but he was not in favour. 0005 Action:- LH to find out reasons from James Wright why the Village sign cannot be placed before Claybutts Cottage. LH & CS to put together a proposal to present to the PC the location of the new signs and road markings. LH to confirm with James Wright the costs for the signage including the additional signage along with the road markings and Village signs. This items should be itemised separately so that the PC can make an informed decision.

Did Ms Osamor attempt to influence the Court’s decision by using her parliamentary position? 22 January 2019 2. Letter from Ms Kate Osamor MP to the Commissioner, 22 January 2019 I understand that the current rules for the use of stationery and postage-paid envelopes are that, as an MP, I may use these for ‘modest personal use’ [hyperlink]. My understanding is that this also includes using Commons letterheads in court and tribunal proceedings, which I do frequently in support of my constituents’ cases. I also use Commons’ letterheaded stationery for character references for my staff. I recently used House stationery to write a character reference in a court case involving my son, who is employed in my office, and seek clarification from your office that I have not breached any of the rules for using parliamentary stationery in this instance. Professor of Political Science James Madison University Draft prepared for presentation at the European Studies Association Annual Meeting May 9-12, 2019, Denver, Colorado Please do not cite or distribute without author’s permission. By almost any measure, since the immediate aftermath of the June 16, 2016 Brexit referendum, the British government has been in a state of chaos. The turmoil began with then- Prime Minister David Cameron’s resignation on June 17 and succession by Theresa May within days of the vote. Subsequently, May’s decision to call a snap election in 2017 and the resulting loss of the Conservatives’ parliamentary majority cast doubt on her leadership and further stirred up dissension in her party’s ranks. Perhaps more telling, and the subject of this paper, is the unprecedented number of ministers1—from both senior and junior ranks—that quit the May government over Brexit-related policy disagreements2. Between June 12, 2017 and April 3, 2019, the government witnessed 45 resignations, with high-profile secretaries of state and departmental ministers stepping down to return to the backbenches. Of these, 34 members of her government, including 9 serving in the Cabinet, departed over issues with some aspect of Brexit, ranging from dissatisfaction with the Prime Minister’s Withdrawal Agreement, to disagreements about the proper role of Parliament, to questions about the legitimacy of the entire Brexit process. All told, Theresa May lost more ministers, and at a more rapid pace, than any other prime minister in modern times.

    Issue 394 February 2017 50p Wake up call More issues for Chippy’s NHS users Future of Horton and maternity units With crisis and funding issues hitting the NHS and Social Care, Chipping Norton is being urged to ‘wake up’. (See Page 2 and Letters). In January a new Big Consultation started about changes to Oxfordshire’s health services. First is a proposed major shake up at the Horton, including all its maternity services. The future of Chippy’s own Cotswold Birth Centre is also on the table – but our Midwives stress it’s ‘business as usual’. What next for Community Hospitals? The NHS says more of the County’s smaller community hospitals could close – in favour of fewer larger units. Local demands to reinstate Chippy’s NHS-run ‘community hospital beds’ could be a big challenge. Consultation on this, together with GP and A&E services has been delayed until June – angering local campaigners and our MP. MP wants proper Chippy meeting There’s an official NHS Town Hall meeting on 2 February (see page 2), but dissatisfaction with the rushed and limited consultation process has provoked our MP Robert Courts to organise his own public meeting in Chipping Norton as soon as possible, to ensure we get a proper say.
