Bookmark not defined. 1 Introduction: As one of the first established Governorates in the Kingdom of Bahrain, the Capital Governorate seeks to promote and develop the services it provides to all levels of society on one hand, and to personalize them with a special theme in terms of its representation of the political and economic capital of the Kingdom on the other. It is also working hard to strengthen this role and status, through a comprehensive and modernization policy, which reflected positively on various aspects of work, and thus reflecting positively on the A map showing the limits of the Capital Governorate in comparison to the other Governorates of the Kingdom of Bahrain citizen and resident. First: A Historic Glimpse of the Capital Governorate: The Capital Governorate is the first of the four Governorates in the Kingdom of Bahrain. Decree No. (7) of 1997 was promulgated appointing the first governor of the capital, Shaikh Abdulaziz bin Atiyat-Allah bin Abdulrahman Al-Khalifa, followed by Shaikh Humood bin Abdullah bin Hamad Al-Khalifa who was appointed in 2002 and served as the Capital's Governor for two consecutive terms. In October 2011, Royal Decree No. (100) of 2011 was promulgated appointing His Excellency Shaikh Hisham bin Abdulrahman bin Mohammed Al-Khalifa as Governor of the Capital Governorate for a term of four years, and was reappointed for a second term in 2016. Second: General Information about the Capital Governorate: The Capital Governorate is located in the northeast of the Kingdom of Bahrain. It is linked to the Muharraq Governorate (Island) by three bridges: the Shaikh Isa bin Salman Bridge, the Shaikh Hamad Bridge, the Shaikh Khalifa bin Salman Bridge. It is also connected to the island of Sitra via the Sitra Bridge. Location The Capital Governorate is home to the city of Manama, the capital of the Kingdom of Bahrain and the Kingdom's largest city. It is the economic and commercial center of the Kingdom, and contains the headquarters of ministries, institutions, government agencies, banks, and major companies, markets, shopping malls, hotels and tourist facilities. Area 83.80 square kilometers. Population 547,983 people according to the 2016 census. 3 Third: The Philosophy of the Capital Governorate's Communication with the local Community: As part of the Capital Governorate's vision to be “a leading and distinguished Governorate in serving citizens and residents for a better life and sustainable development,” it has worked hard to contribute to overseeing the public policies and development plans of the country, since they are two basic pillars in achieving community partnership. The Capital Governorate is His Excellency the Governor during his meeting with the people of the working in accordance with its capital in the weekly majlis new vision, which comes in line with its mandated tasks and its developmental plan to provide a true translation of the work essence of all the departments and administrations, which is reflected on the ground with the development of public services in the Governorate. The Capital Governorate has reinforced these roles by developing the conditions of citizens and residents by adopting a number of issues and topics that directly affect their lives, which ensures that the Governorate is elevated to the international levels of quality and standards in order to achieve the vision of the Kingdom of Bahrain until 2030, which is sought by the wise leadership. 4 Fourth: The Capital Governorate's efforts to develop the concept of communication with the people: The Capital Governorate is described as a coordinating body, more precisely; it is considered a link between government agencies on one side, and citizens and residents on the other. Therefore, the Governorate is considered the best intermediary to build relations with and between the segments of society in order to understand their needs and provide services that meet their aspirations. Previous method of receiving complaints and requests from the people of the capital The activation of this characteristic comes through coordination and cooperation with the relevant government service agencies, with the aim of resolving all issues and problems that affect the people, and develop feasible solutions to the needs observed, in addition to the continuity of the Governorate's duty in assessing the work to determine the size of the results derived. In consecration of the culture of open doors pursued by the wise leadership that was keen on the commitment of all state officials to it, and out of the principle of enhancing communication with all segments of society, the Capital Governorate has established effective channels of communication between it and the public in order to listen and learn about the needs of citizens and work to meet their requirements. Previous ways of communication with the people took a traditional approach; hence, on that basis, the Capital Governorate has done the following: Activating 20 communication channels with the people: Starting from the government's orientation based on linking the performance of the institution with the society and its variables, the dynamics of work in the Governorate are moving in accordance to the directions and wishes of the people. As a proof of this, the Capital Governorate is abundant with the most important and effective communication channels, which rely entirely on communicating with the people that seek to submit their inquiries, complaints and suggestions, and in turn the Governorate works with the competent authorities to meet them. 5 The total number of these channels are 20, both direct and indirect, which will give more flexibility to the mechanisms of communication between the Governorate and citizens and residents, thus achieving a real diversity between the moods and desires of all. All direct and indirect channels carry a set of objectives, not at the Governorate's level, but extends to achieve the government participatory action to ensure that the difficulties that may face citizens

Following the development of cultured pearls in the 1930s, the town went into decline and Manama rose to become capital through oil wealth. Muharraq’s indigenous population was largely replaced by migrant workers, mostly single males sharing rented accommodation. Initiated as a series of restoration and adaptive reuse of a number of edifices under the Sheikh Ebrahim Centre for Culture and Research, the project evolved into a comprehensive programme entitled Pearling Path, Testimony of an Island Economy involving various architects, planners and researchers. The project both highlights the town’s pearling history and aims to re-balance its demographic makeup, enticing local families back through improvements to the environment and provision of community and cultural venues. Facilitated by private–public partnerships, it involves the preservation of a number of sites and numerous buildings, from humble divers’ houses to prestigious courtyard residences to commercial warehouses; plus the upgrading of other façades, and the construction of four new buildings. All of these are connected through a visitor pathway, with vacant plots left by demolitions landscaped as public spaces. The preservation/restoration of the traditional buildings included reinstating lost wind towers for natural climate control. The materials employed match the originals – notably coral stone reused from demolished structures, and wood. Terrazzo, which became popular in the area in the 1940s for flooring, is utilised extensively for street furniture, and contains flecks of oyster shell.

    Fundamentally Flawed: A Review of Bahrain’s Prisoners and Detainees Rights Commission September 2015 BIRD - ADHRB Fundamentally Flawed Introduction The Prisoners and Detainees Rights Commission (PDRC) is a national preventative mechanism established by the Government of Bahrain in September 2013. The PDRC’s creation followed the establishment of an Ombudsman to the Ministry of Interior and laws expanding the purview of the National Institute for Human Rights (NIHR), both in 2012. Its aim is to prevent torture and ill-treatment in places of detention through regular inspections and public reporting. The United Kingdom aided the creation of the PDRC. The UK’s own prison inspection body, Her Majesty’s Inspectorate of Prisons (HMIP), has been involved in preparing the PDRC for its role, including UK-based training.1 The purpose of this paper is to assess the PDRC’s effectiveness and credibility as a human rights mechanism by analysing the PDRC’s institutional framework and inspection and reporting methodologies. This paper is organised into two parts. The first discusses the creation and membership of the PDRC and the institutional obstacles to its functional effectiveness. It considers whether the PDRC is sufficiently independent from the police force, which continues to employ torture during interrogation and within prison, and the judiciary, which continues to accept confessions extracted under conditions of ill-treatment and torture as evidence in criminal cases. It also discusses some individuals within the Commission, particularly Ahmed Al-Malki, who recently endorsed genocide online. The second part looks at the quality and methods of the PDRC’s inspections and reporting.

His next hearing is on 12 October. He was denied bail. If convicted he could face up to 13 years in prison. He is a prisoner of conscience. The first hearing of Ebrahim Sharif took place on 24 August before the High Criminal Court in Manama, the capital of Bahrain. He has been charged with “incitement to hatred and contempt of the regime” and “incitement to overthrow the regime by force and illegal means”, under Articles 165 and 160 of Bahrain’s Penal Code. He denied all charges against him. If convicted, he could face up to 13 years in prison. Requests by his lawyers to release him on bail were rejected and the court ruled he should remain in custody until the next hearing on 12 October. The Public Prosecution demanded the toughest penalty against Ebrahim Sharif. His lawyers requested to receive the Prosecution’s case file in order to prepare a defence. He is currently being held in al-Hala police station in al-Muharraq governorate, north of Manama. During the hearing, Ebrahim Sharif was allowed to read a five-minute statement in which he reaffirmed his commitment to non-violence and highlighted that the role of the opposition is to criticize and pinpoint the wrongdoings for the government to fix and reform.     UA: 168/15 Index: MDE 11/2197/2015 Bahrain Date: 31 July 2015 URGENT ACTION POLITICAL ACTIVIST DETAINED OVER SPEECH Political activist Ebrahim Sharif has been detained and charged for peacefully exercising his right to freedom of expression in a speech he gave at a public gathering. He is a prisoner of conscience. Political activist Ebrahim Sharif was brought to the Public Prosecution for interrogation on 28 July, with his lawyer present. His lawyer asked for him to be released on bail, but the prosecution rejected this and ordered that he be detained for a further 15 days. He is held in al-Hala police station in al-Muharraq governorate, north of the capital, Manama. He is a prisoner of conscience, detained solely for the peaceful exercise of his right to freedom of expression. Ebrahim Sharif had been arrested at his home on 12 July at 2.30am and taken to the Criminal Investigations Directorate (CID), where he was questioned about a speech he had made at a public gathering on 10 July and remanded in custody for 48 hours. The Public Prosecution interrogated Ebrahim Sharif on 13 July, on charges of “incitement to hatred and contempt of the regime” and “incitement to overthrow the regime by force and illegal means”, under Articles 165 and 160 of Bahrain’s Penal Code. He has denied the charges. The prosecution ordered that he be detained for 15 days for further investigation. Ebrahim Sharif was jailed for five years in 2011, alongside 12 other leading opposition activists who were jailed for between five years and life imprisonment after an unfair trial, for leading widespread peaceful anti-government protests.
