1. EXECUTIVE SUMMARY

This monthly report covers all the activities for the period from the 1 April to 30 June 2019 within the Table Bay Nature Reserve. Table Bay Nature Reserve (TBNR) comprises the Rietvlei, Zoarvlei, Milnerton Racecourse, and Milnerton Ridge, Coastal and Lagoon sections as well as the Diep River and Parklands Fynbos, Sandown Fynbos Corridor and Sunningdale Ephemeral Pan. 2. HIGHLIGHTS & CHALLENGES

Highlights From the 08/03/2019 until the 28/06/2019, eighteen recruited Expanded Public Works Programme (EPWP) workers from the local communities assisted with daily general work with focus on Litter clean–ups, general maintenance of infrastructure within Table Bay Nature Reserve boundary including at the Diep River and the Parklands Fynbos Corridors’, the Sandown Fynbos Corridor and Sunningdale Ephemeral Pan.

The visibility of Quemic rangers at the Zoarvlei section led to the decrease of general illegal activities which includes; burning of cables, illegal occupancy, overnight camping, selling of drugs and engagement of indecent acts. There has not been a need for any joint- operations for the removal of illegal structures for this Illegal occupancy in % for past quarter which is a positive sign. The overnight camping spot was cleaned out and the litter was dumped at quarter Killarney Landfill. Jun-19 Apr-19 18% May-19 55% The declining number of illegal occupancy that was 27% recorded by Quemic for this reporting period for Zoarvlei indicates that the patrols by the Quemic Rangers Integrity Apr-19 May-19 Jun-19 team have made a positive impact.

Challenges During this reporting period, several illegal grazing of livestock inside the Diep River and adjacent sections have been reported to management. Cows from the neighbouring community have been some of the recurring challenges experienced since 2011. Several meetings with the livestock owners and internal stakeholders including the City of Cape Town’s Law Enforcement have taken place.

Illegal dumping remains one of the biggest challenges on the Southern Section of the Zoarvlei Wetland which is adjacent to the community of Brooklyn. CCTV camera’s from Paardeneiland City Improvement District (PECID), recorded footage of criminal activity whereby a resident from Brooklyn drove into the nature reserve to dump rubble. The same person was caught again by a member of public. The Site manager followed up by reporting the matter to Maitland Solid Waste Law Enforcement. Solid Waste Law Enforcement visited the alleged and issued him with a Compliance letter. The alleged was asked to remove the rubble that was dumped in the Nature Reserve. The Maitland Solid Waste Law Enforcement included Zoarvlei section in their illegal dumping hot spot project which means they will patrol the area as part of their schedule.

The accessing of the Seasonal pan remains a seasonal challenge with regards to members of the public accessing the pan. There has being numerous reports of people with and even a small motorbike driving on the pan. The most common excuse that there is not enough sign boards to advice the members of public that entering the pan is prohibited. We must consider all options to curb this challenge. During this reporting period, however, this challenge has been helped by our annual rainfall as the pan at present is submersed with water.

Fishing: The land based fishing resource has unfortunately not improved. Fishermen continue to try to catch fish, without any luck. A fishing survey was completed in April 2019 by Corne Erasmus from the Department of Agriculture, Forestry and Fisheries. Small mullet, size 20 - 25 mm, was caught in the net during the survey, an average of about 200 mullet were caught, and was released back into the water . CONSERVATION PLANNING

The False Bay and Helderberg Nature Reserves have been proclaimed on the 22/03/19. Wolfgat, Zandvlei and Table Bay Nature Reserves’ have been notarized and still remain on the waiting list for gazetting with the MEC.

As per the National Environmental Management: Protected Areas Act, Act 57 of 2003, Protected Area Advisory Committees (PAACs) for each of the City of Cape Town’s nature reserves and protected natural areas have been established including for the Witzands Aquifer Nature Reserve.

4. FLORA

Invasive Flora Management

At Milnerton Racecourse conservation area, Kikuyu grass was sprayed with herbicide on the15 and 23 of April with four person days used and sprayed with herbicide on the 13/05 with two person days used. Kikuyu grass and Port Jackson seedlings were manually removed on 3 and 4 June with three person days used.

Lagoon section: On the 05/06 invasive vegetation clearing of Ink Berry between the reeds in the lagoon section took place.

Zoarvlei: Invasive vegetation follow-up was conducted during this reporting period and the Expanded Public Works Programme (EPWP) team assisted with the hand pulling and manual removal method of seedlings. These included: Port Jackson (Acacia saligna), Manotoka (Myoporum tenuifolium), Lupin (Lupinus pilosus), Lavatera (Malva arborea) and Red Sesbania (Sesbania punicea).

Diep River and its adjacent sections: The search and rescue of plants including seed collecting operations have taken place on a monthly basis, as the surrounding land is currently in the process of being developed.

On the 20 and 21 June 2019, 413 plants which were rescued during January, February and March 2018 from the Rivergate pre-development area including from the Parklands and Sunningdale areas were planted at the Parklands Fynbos Corridor.

During the reporting period, routine vehicular patrols conducted yielded fauna sightings, including the use of two Bushnell camera traps which were installed in the previous quarter (January to March 2019) at Sundown Fynbos Corridor and Ephemeral pan, and also collection of data by means of using a Global Positioning System (GPS) device and other devices such as cellular phones. Several Fauna recorded include, a (Pseudaspis cana), six Angulate (Chersina angulate), one Common Duiker (Sylvicapra grimmia), and five Steenbok (Raphicerus campestris).

Milnerton Racecourse Conservation (MRC) area:

Two grysbok were seen in the restoration site on 18/04. They were seen escaping through the exclusion fence. A camera trap was placed where they were seen to escape through the fence.

The monthly avifauna census conducted in the Northern and Southern Areas on 9/04, with two species (Cape Spur-fowl and White-throated ) were recorded in the Northern Area and six species (White- throated Swallow, Pied Crow, Blacksmith Lapwing, Cape spur-fowl, Cape Teal and Laughing Dove) were recorded in the Southern Area. During May, the monthly avifauna census conducted in the Northern and Southern Areas on 13/05, yielded, two species (Cape Spur-fowl and Laughing Dove) recorded in the Northern Area and six species (White-throated Swallow, Pied Crow, Blacksmith Lapwing, Cape Spur-fowl, Red Knobbed Coot and Laughing Dove) were recorded in the Southern Area. The monthly avifauna census was conducted in the Northern and Southern Areas on 10/05. Three species (Cape Spur-fowl, White- throated Swallow and Laughing Dove) were recorded in the Northern Area and eight species of Pied Crow, Blacksmith Lapwing, , Cape Spur-fowl, Guinea Fowl, Red Knobbed Coot, Laughing Dove and Yellow-billed Duck) were recorded in the Southern Area.

Tri-coloured Tiger Moth (Rhodogastria amasis) Mole snake emerging from its hole Grysbok capture: The Grysbok permits were received on 18/04 for the MRC planned capture.

Fourteen (14) grysbok were captured and relocated on 14 and 21 of May in order to reduce the population at the Milnerton Racecourse. Forty-five colleagues from the Biodiversity Management Branch and CTEET assisted with the capture. The population is managed in order to keep it within the ecological carrying capacity, which is about three breeding pairs (six adults). The captured animals were released into Blaauwberg Nature Reserve and the Rietvlei section of Table Bay Nature Reserve. Dr Dorothy Breed provided veterinary support for the animals and inserted micro-chips. The suspected 30 or more adult animals were therefore reduced by 24 since last year, excluding new lambs. As such the numbers are estimated to be at least 10–12 animals remaining. Another capture operation is planned before the permit expires.

The following birds were observed: 13 Reed , 1 Grey , 1 Black-headed Heron,11 Little Egret, 2 Egyptian Geese, 3 Yellow-billed Ducks, 1 Cape Teal, 5 Cape Shovellers, 7 Common Moorhen, 10 Red Knobbed Coot, 24 Blacksmith Lapwing, 6 Black winged Stilts, 2 Kelp Gulls, 28 Hartlaub’s Gulls and 2 Swift Terns.

Rock Kestrel (Falco rupicolus) is a bird of prey species. It was caught with a CCTV camera from Paardeneiland City Improvement District (PECID), perched up on a dead tree along Gray Street. These birds are very adaptable in that should there be no tall objects to perch on, they create their own by hovering in 10

City of Cape Town | TBNR | Quarterly Report |1 APRIL-30 JUNE 2019 the air to inspect the ground below. If they happen to see a prey on the ground, they will parachute down holding both of their wings back behind their back to enable them to drop down at a greater speed, prey is caught on the ground and they feed mainly on small mammals, birds, insects and reptiles. It is not a regular occurrence for the sighting of this bird at Zoarvlei.

The (Falco peregrinus) was caught on PECID CCTV camera, atop a building in Milner Road. Peregrine Falcons catch medium-sized birds in the air with swift, spectacular dives, called stoops. In cities they are masterful at catching pigeons. Elsewhere they feed especially on shorebirds and ducks. They often sit on high perches, waiting for the right opportunity to make their aerial assault. They are seeing an increase in Peregrine numbers, especially amongst high rise buildings and this phenomenon has been recorded as far as Chicago in the United States of America.

Rain Spider (Palystes superciliosus) was also observed and Cape Legless (Acontias meleagris) during foot patrols in the Zoarvlei section.

From the 26-29 April 2019, the City Nature Challenge, bioblitz sites included, Rietvlei, Blaauwberg and Witzands Nature Reserves. Data capturing happened after the 29/04 and the North region loaded an estimated 200 observations.

6. SOIL AND RESTORATION

Milnerton Racecourse Conservation (MRC) Area: Seeds of three different fynbos species (Erica mammosa, Lampranthus explanatus, and Leucospermum fasciculatum) were collected in the Parklands Fynbos Corridor on 16/04 by (CREW), TBNR staff member, and a volunteer. The seeds will be used in the restoration site.

Cuttings of Lampranthus explanatus were taken from Parklands Fynbos Corridor and planted directly into the restoration site. A hundred and fifty Brunsvigia orientalis seedlings were donated by P Grey (Habitat Restoration Coordinator) for the restoration site. The seedlings were all planted on the 17 and 18 April.

Topsoil was collected from the lost site on the 9/04 by staff from the Westlake nursery to use as potting soil for plants that will be replanted in the restoration site. The potting soil has to match the plants’ destination as close as possible. The wrong soil was suspected of being the cause of many of the Leucadendron levisanus cuttings dying in March 2019.

Seeds, bulbs and cuttings of three different fynbos species were sown and planted in the restoration site in June, gathered from Milnerton Racecourse, N1/N7 interchange. The species include Ornithogalum thyrsoides, Ruschia macowanii and Gladiolus carinatus. Seeds and bulbs totalling thirty-three different fynbos species for the reporting period were sown in the restoration site that were gathered from Milnerton Racecourse, N1/N7 interchange, Epping, Elsies River and N7-Plattekloof. The species include Albuca fragrans, Fuirena coerulescens, Ornithogalum thyrsoides, Orphium frutescens, Triglochin bulbosa, Juncus acutus subsp. leopoldii, Athanasia dentate, Athanasia trifurcate, Berkheya rigida, Elegia sp., Erica ferrea, Gladiolus carinatus, Helichrysum pandurifolium, Helichrysum patulum, Lampranthus explanatus, Lapeirousia anceps, Moraea (=Homeria) sp., Nidorella foetida, Passerina corymbosa, Restio sp., Ruschia geminiflora, Senecio sp., Surruria fasciflora, Tenaxia stricta, Tetragonia fruticose, Thamnochortus erectus, Wachendorfia paniculata, Wahlenbergia sp., Watsonia meriana, Phylica sp., Elegia tectorum, and Silene/Heliophila sp. A total of 4532 plants were transported from the Westlake restoration facility to Milnerton Racecourse from 18 to 20 June to be planted into the restoration site. It required six truck trips to move the plants and approximately 23 staff members and EPWP workers. The seeds and cuttings originally came from Milnerton Racecourse, N1/N7 interchange, Epping, and Rivergate On the 20/06, ecological experts in the Branch assisted with guiding the distribution of the different species across the restoration site. Planting commenced on 20/06 and continued on the 21/06. There are still thousands of plants needing to be planted in the month of July

Zoarvlei: The transplanting of different species was done during this reporting quarter and most were planted in ZVL 006 which is one of the main focus blocks for restoration. These species include Elegia elephantina and Juncus kraussii, monitoring was done on these species and they have shown a positive reaction to adapting.

7. WATER

Water Quality: 21/06/19: Sewage spill in Diep River, contained by CCT by the 24/06. 24/06/19: Sewage spill in Rietvlei contained the same day by CCT.

The monthly rainfall for the Rietvlei section is monitored by an electronic weather meter, donated by the University of Stellenbosch and a manual rainfall gauge at the entrance of the TBNR office complex. The electronic rain-gauge is located on top of our office stores for TBNR in the works yard of the office complex. The reporting period monthly stats are indicated in the table below for the Rietvlei section.

Prescribed fuel reduction burns (planned): An ecological burn is scheduled for 2020 for MRC, according to the rotational fire management plan. MRC Block 2, indicated in the photograph, encircled in red was identified by the Ecological Management Committee for the next burn. This means that the sequence of burning blocks from the previous burning cycle will be changed in order to promote a diversity of different veld ages. The site manager is currently applying for a burn permit.

On the 16/04, two big boulders were placed at the SATI Road entrance for permanently closing Illegal access this access due to daily illegal activities in the area including excessive illegal dumping and the practice of off-roading vehicles. Rietvlei and vlei: the first phase of encroachment notices was handed out to certain properties Encroachment: Coastal during April. This is for properties that have extended their boundaries onto the Nature Reserve by notices sections either having structures, illegal dumped material or cultivated gardens. In May the feedback was that half of the properties which were issued with the compliances notices complied with notice, a couple of properties have ignored notices. 12. INFRASTRUCTURE & EQUIPMENT

Path maintenance at MRC was done in the Northern Area on 4 June. Sour fig and reeds were cut along the path, and holes filled on the path. Continuous clean-ups were done by the EPWP team as their Continuous TBNR EPWP and CC main focus on the Zoarvlei section and with the reduced access points to the Nature Reserve, the level of dumping has slightly decreased.

Zoarvlei joint clean-up operation was conducted, PECID assisted Zoarvlei section with the clean-up. PECID provided ten workers who worked in the most unfavourable conditions, cleaning material dumped by people. The collected material was loaded into refuse bags and was transported to the 100% PECID, TBNR EPWP and CC nearest Landfill.

A Storm water outlet assessment was conducted to find out pipe sizes in each storm water outlet in the Zoarvlei section.

The assessment was done as part of the initial phase for a dredging project, the results of the assessment will assist in determining the depth and water levels.

Wooden poles were damaged at Justin Street and the Portuguese Club; people were using those spaces as 100% TBNR CC entrances for illegal dumping. The Poles were repaired.

On the 13 May 2019, Contractors cleaned the challenging City Storm Water storm water drain opposite Milnerton High School, which included litter and sediment removal. Milnerton lagoon: Heavy rains during June, caused hyacinth to move down to the lagoon mouth, but was flushed out to sea with the artificial opening of the mouth. On the 20 and 25 June: Two artificial opening of the lagoon Joint operation: Roads and mouth at Dolphin Beach was done to alleviate flooding. Stormwater, Catchment management and TBNR. Authorisation for artificial opening via DEA with special conditions.
