In the way of a report, the April meeting of the CT Maritime Commission meeting was canceled due to a lack of a quorum.

The next meeting is 0930 on Wednesday May 21st at CTDOT HQ in Newington.

As of this writing, the Port Authority legislation has not yet been passed. There have been a couple of amendments offered, not all of them for the better. One amendment decreases the implementation time/effective date from 2 years (July 1 2016) to 1 (July 1, 2015). Another increases the Board of Directors from 7 to 13.

State Senator Maynard hosted a Thames River Water Taxi meeting on April 29th. Attendees included DECD, DOT and the USCG. Unfortunately, I was not in attendance and have not received any feedback on the meeting.

RE: Department of Transportation's National Infrastructure Investments grant application, similar to NECR TIGER VI grant, to seek Federal Government/USDOT financial assistance to upgrade NECR's CT rail line to model'll 286K GWR capacity

Gentlemen:

The New London Port Authority unanimously and enthusiastica lly supports the Central RR Grant Application which has Connecticut DOT sponsorship, seeking $8,253,830.00 federal dollars (plus a $2,063.458.00 private match) for much needed incremental funding to address priority improvements in the freight rail system.

Of particular interest to this Authority are the long needed safety and capacity improvements to New England Central Railroad (NECR) systems that are imperative to the future of the Port of New London and Southeast Connecticut. The NECR connects Connecticut businesses with shipping options for raw materials and finished products via freight rail to all foul' eastel'll Class I railroads as well as providing on-dock connections at New London to ocean and barge vessels, providing a transportation synapse to an impressive number of higher education institutions, STEM and Defense research and development facilities, tourism, and commuters. Dispersing trade and passengers has always been essential to the success of New London's endeavors. Where the Thames River meets the sea she affords wonderful deep water dockage and mooring for commercial, recreational, transportation and defense vessels. The proposed rail improvements are a vital means for the region to fairly capitalize on the global "Blue Highway's" potential bounty.

We need strong safe rail connections. We need improved freight capacity.

Decrepit bridges, aged jointed rail, low weight bearing capacity, etc. thwart om freighted commerce growth.

New London Port Authority is tasked to cruise fonvard with "a bone between her teeth", churning up and suppolting every opportunity for Port improvement. Implementation of this project will enhance our facilities and increase NLPA opportunities.

We ask that you assist Connecticut DOT's efforts in reducing t1'l1ck trips and carbon emissions, creating jobs, providing economic growth opportunities, and improving safety measmes within the statewide freight rail system by approving this grant request.

PORT AUTHORITY MEMORANDUM

SUBJECT: Inadequate Preparations for the U.S. Coast Guard Barque EAGLE

It has come to our attention that on April 4, 2014, your department was called to the City Pier to repair a water meter that had frozen and was inoperable. The damage was only discovered upon the arrival that day of the vessel Barque Eagle. This Authority and the Dock Master notified your department approximately six weeks prior of this date of the vessel’s visit, allowing adequate time to inspect the mechanical systems at the pier, identify any problems, and make any necessary repairs in a timely manner.

This has not been the first time that the department has failed to inspect mechanical systems prior to vessel arrivals, resulting in an embarrassing delay of provisions of utilities necessary to meet their needs. We ask that the Department make note of the approaching arrival of the historic whaler, the Charles W. Morgan, and proactively implement advanced preparations to assure the Authority that all utility systems are ready to meet her needs, and assist the Authority, the city Dock Master, and other agencies and departments in whatever preparations the Public Works department can provide to make her welcome warm and engaging.

Our Authority is cognizant of the deficient manpower and funding the Department has been operating with. For that reason we invite you to the next New London Port Authority regular meeting to discuss what services your department is responsible to provide to the city’s property and identify any notices and processes required by you to receive them so that we might work together to resolve this issue.

Water Rescue of minor female off coast of New London, Conn.

The New London Port Authority commissioners would like to take this opportunity to thank the men and women of the United States Coast Guard providing protection to New London Port, in particular, for their successful and cooperative efforts on May 4, 2014 in the rescue of a 12-year old female whose vessel capsized in our waterways. According to reports the minor was observed canoeing without a life preserver in rough waters on Sunday, May 4, 2014. A concerned citizen called Station New London to report the risk apparent from Ocean Beach Park. When the young girl’s aluminum vessel capsized, sending her and her passenger, the family dog, into the frigid waters, USCG New London was already in route. In the meantime, the Cross Sound Ferry Captain and crew had located the girl’s position and began engaging in her rescue, securing her with a life ring until speedy arrival of your crew. All in all, it is estimated the girl spent 15 to 20 minutes in the frigid arms of the Sound, apparently suffering trauma to her head and hypothermia during the event. New London Fire Department dispatched apparatus 11, 100, and 25, including emergency medical responders, meeting the Coast Guard vessel and patient, providing lifesaving measures to stabilize her condition and safely transporting her to the experts in emergency medical care at Lawrence + Memorial Hospital.

The importance of the preparatory work of the USCG in this instance cannot be overemphasized, from educating the New London community to identify and report incidents such as these, regulating and requiring commercial passenger vessels to carry life preservers, maintain radio contact and train for water rescue, to the cold water rescue drills of USCG men and women in conjunction with our local first responders and medical emergency units to deploy, protect and provide life saving assistance on a moment’s notice, all these efforts and more leading to the successful rescue Sunday.

We applaud and salute you.
