State and Provincial Police Academy Directors Section Update February, 2016. International Association of Chiefs of Police Conference Report of: International Chair Peter Shipley

It is both an honor and privilege for me to continue to serve as the International Chair for the State and Provincial Police Academy Directors Section of the S & P Division of the International Association of Chiefs of Police. There is not a police issue that has been raised over the last year where police training and education experts haven’t been called upon to provide guidance. Your Executive team have been working diligently on your behalf on a number of issues that have required action. I would like to thank all the Colonels who continue to support SPPADS and our ongoing training initiatives.

As part of the IACP, the leaders of the State and Provincial Division as well have been working hard to ensure that the sections continue to be supported. We are fortunate to have Colonel Flaherty and Colonel Price who have been very strong and vocal supporters of the sections of the S& P Division of the IACP. Colonel’s Flaherty and Price along with IACP Director, Law Enforcement Operations and Support, James Baker and Program Manager, Brandon Gardner, continue to explore how they can continue to support the sections of the Division including SPPADS, SPPPOs and SACOP.

Since we have a number of new members, I wanted to bring everyone up to speed on some of the changes and updates that have occurred within SPPADS.

As you know, the 2015 conference was hosted in Grand Haven, June 15- 19th, was a tremendous success. I would like to thank Colonel Kriste Etue for hosting the 36th Annual SPPADS conference. The initial work by Captain Kusmierz and her team at the Michigan State Police Academy set the stage for what was an excellent conference. When Captain Kusmierz retired prior to the

Academy Directors conference, Inspector Dave Greydanus and First Lieutenant Kevin Rod assumed the lead responsibilities to ensure the conference went on as planned. They did an exceptional job. Since the conference we have learned that Inspector Greydanus has also retired. Dave has been a trusted, progressive colleague and SPPADs member for years. Dave provided the membership with a progressive thought process to improve the quality of training for the Michigan State Police as well as for other SPPADS members. We will miss him dearly but wish him the best in his retirement. We have taken some of the lessons learned and your recommendations forward to enhance the 2016 conference.

EXECUTIVE MEMBER CHANGES

There have been a number of changes in the Executive recently. In December, 2015, the International Vice-Chair, Captain Dave Notte announced his retirement from the Vermont State Police. This was a difficult decision for Dave as he was to assume the Chair role in July, 2016 during our conference in Baton Rouge, Louisiana. As a result Dave had to retire prior to December 31, 2015 or his pension would have been impacted. Dave provided outstanding commitment and contributions to SPPADS core business over the years. He was among the initial SPPADS leadership to provide input and direction into the Countering Violent Extremism training portal hosted by the Department of Homeland Security. His work on Sovereign citizens was utilized by a number of SPPADS members over the last five years.

As mentioned in a previous brief, I have appointed Deputy Director Eric Fiander of the Atlantic Police Academy as the Interim International Vice-Chair until we have elections in Louisiana. Eric has served in this capacity previously and his 43 years of policing experience bodes well for SPPADS. I am pleased that Eric again has accepted this role until the Business Meeting in July.

As well our Mid-West Region Representative Lieutenant Steve Fischer accepted a transfer within the Minnesota State Police moving into field operations as a Lieutenant in the West Metro (Minneapolis) Patrol District. This means that Steve had to vacate his position on the SPPADS Executive. In the end this was a tough decision for Steve to leave training, but was the decision for Steve and his family. Thank you Steve for your service to SPPADS and the contributions that you have made over the last several years. We all wish you the very best on the next phase of your career.

As a result of the Mid-West Region Representative vacancy on the Executive, I have appointed Captain Lori Hodapp to act as the Interim Mid-West Region Representative. I am extremely honored that Captain Hodapp has agreed to continue to serve as the Mid-West Regional Representative for the rest of the two year term. Captain Hodapp brings a plethora of experience to the role and was a SPPADS member previously, left training and now is back leading the Training Unit, bringing with her extensive operational experience.

Captain Lori Hodapp currently serves as the Minnesota State Patrol (MSP) Director of Training and Development. She began her career as a field trooper. She has held various other positions including public information officer, lieutenant of west metro Minneapolis area, district commander and two separate assignments to training. She has been an instructor, academy drill sergeant, supervised special projects and field operations.

Captain Hodapp has completed 31 years of service, earning a reputation as a change agent, striving to bring progression to law enforcement whether through operations or training. She is a graduate of the FBI National Academy, attended Northwestern University Staff and Command, and certified in the IACP Leadership in Police Organizations program. She is proud to be a parent to Trooper Nathan Hodapp, a 2015 academy graduate. In her spare time, Captain Hodapp is a personal fitness trainer, fitness class facilitator, motivational speaker

Over the last few years, there has been an increased emphasis for police agencies to work more collaboratively. Working collaboratively and effectively

Academy Directors will ensure our members receive the most current, realistic training possible. One of the ways we have been able to improve our Academies is by experiencing how other Academies conduct their training. A number of agencies continue to attend neighbouring State and Provincial partners to share lessons learned. I would strongly encourage you to continue these Academy exchanges to and share ideas, program innovations and best practices.

SPPADS 2016, INSTRUCTOR OF THE YEAR AWARD

On behalf of the Executive I would like to formally acknowledge all of the agencies who submitted nominations for the Instructor of the Year Award. All nominees will be receiving a formal acknowledgement of their nomination through their Colonels from SPPADS. Last year’s winner Corporal Russo of the Pennsylvania State Police set the excellence bar very high. This year there were fourteen outstanding nominees for the 2016 Award. I am extremely proud to see the large number of excellent instructors who were nominated.

All nominees were outstanding and selecting a single winner was incredibly challenging. However, during our recent Winter Executive Meeting, nominations for the Instructor of the Year Award were assessed by the selection committee members. I am proud to announce the winner of the Instructor of the Year Award for 2016 was the nomination received from the Atlantic Police Academy. This nomination detailed the efforts of two Instructors who implemented a Mental Health Training package through the Atlantic Police Academy. As all of our agencies continue to deal with the issues and challenges related to mental illness, this program was an excellent example of how the integrating of two areas can improve law enforcements response to these occurrences.

The selection committee is proud to announce the winners of this year’s Instructor of the Year Award is Inspector Wayne Rudderham and Inspector Leslie Hadfield of the Atlantic Police Academy.

On behalf of the Executive I would like to congratulate all nominees. It takes a lot of time and effort to submit a nomination and clearly the quality of the nominations this year made the selection process even more challenging.

As a result of this year’s process we have decided to bring to the membership a motion during our conference in Louisiana to expand the award system to include a Team Award as well. We will be discussing this in more detail at our conference.

2015 CONFERENCE PRESENTATIONS

The 36th SPPADS Annual Conference was held in Grand Haven, Michigan and was a great success. The entire membership in attendance, rated the conference as either very good or excellent. In fact only four rated the conference as ‘very good’ while everyone else rated the conference as ‘excellent’. This clearly was a direct reflection of the effort put forward by Captain Kusmierz, Inspector Greydanus and Ft. Lieutenant Rod and the team at the Michigan State Police Academy. Michigan State set the bar high for organizing such an exceptional conference.

For our statistics oriented leaders, like Dr. Don McCay, from Indiana, on a 5 pt Likert Scale, members scored the conference overall as 4.875. This is a phenomenal rating which indicates that the SPPADS conference format is not only meeting, but it is exceeding the expectations of the members who we serve. A large part of the reason for our success is that the Executive Members listen closely to what is required to be addresses in police training and recruitment. I applaud all members for making SPPADS such an integral organization to the support and development of Academy Directors.

NATIONAL TRAFFIC INCIDENT MANAGEMENT RESPONDER TRAINING

In addition to the regular SPPADS activities, we have been actively involved in the Traffic Incident Management program for some time. Tennessee State has presented on this National initiative on a couple of occasions which outlined the success of their program. In Canada, the Ontario Provincial Police is the first Canadian agency to implement this training.

The success of the TIM program is not only reflected in the number of sessions conducted but the number of train the trainer sessions. The importance of this initiative is reflected more importantly the number of lives saved.
