Message from Chairman, Rajpur‐Sonarpur Municipality (Dr. Pallab Das) As 2016 draws to a close, it is time to reflect on 2016 and welcome 2017. Each New Year provides a time for reflection. In this time, many of us reflect on the joys and disappointments, on the mistakes and achievements of the past year. It is also a time in which we step into a new season, and take hold of new opportunities to make greater strides for our families, our beloved country and ourselves. I would personally like to thank all our valued citizens for their continuous support. I wish to express a special word of gratitude to our public servants who continue to make significant sacrifices in the interest of the common people. We couldn’t have been where we are now without all of you. Wishing everybody a peaceful holiday season and a happy, healthy and successful 2017. Signing off with my good greetings. Dr. Pallab Das Chairman Rajpur‐Sonarpur Municipality Mission Nirmal Bangla West Bengal Chief Minister Smt Mamata Banerjee is going to announce South 24 Pargana Zilla a “Nirmal Zilla” on 31.03.2017. All the works regarding that have been completed in rural areas. In our ULB, along with other ULBs, the works have just been started. All the huge work would have to be completed within 31.03.2017. Regarding this mission, a meeting has been called on 29.11.16. Respected A.D.M, Dev., S.D.O, Baruipur along with our respected Chairman, all CIC members, all the Councillors of different wards and EBSs were present during the meeting and thoroughly discussed the matters and way to meet the target within the specified time. Image: Meeting on 29.12.2106 35 numbers of facilitators and 35 EBSs are engaged for this job. Their remuneration for the work will be given by our ULB. In our Municipality area total 1511 families will need new Latrines and 21926 insanitary latrines will be converted into sanitary latrines. Ward wise details are given below: Goal of this Project: The family which doesn’t have any latrines new latrines will be prepared for them. Besides, insanitary latrines will be converted into sanitary latrines. The goal of our ULB will be to make our Municipal area completely open defecation free within the stipulated time. Comprehensive Water Supply Scheme under AMRUT KMDA initiated the tendering process for the Phase ‐ I of water supply project within Rajpur Sonarpur Municipality under AMRUT. Tender were floated for ‘Detailed Design, Drawing, Construction and Commissioning of Different Capacity R.C.C. Elevated Service Reservoirs with allied works’ for ward nos. – 35 (ESR No. 9), 27 (ESR No. 12), 21 (ESR No. 16), 34 (ESR No. 8), 29 (ESR No. 5), 20 (ESR No. 15) and 15 (ESR No. 14). Except at ward no. 15, for all other ward L‐1 bidder also selected and work order already issued by KMDA. It was decided after several meeting between Municipality and KMDA officials to construct the intake jetty at Nodakhali. Route for layout of pipeline is almost selected except in few portions where still alternatives are in search. Regular monitoring is being carried out by this Municipality for the smooth progress of work. Frequent meetings are being arranged with KMDA officials. KMDA was also offered to establish their site office within this Municipality building for better coordination. Detailed Topographical Survey and Preparation of Master Plan To prepare a master plan for water supply network system and storm water drainage network system within Rajpur Sonarpur Municipality, it was deicded to carry out a detailed topographical survey dividing the whole municipal area in three zones is presently under progress and on the verge of completion. Repair and Renovation of Existing Parks under AMRUT During FY 2015‐16, repair and renovation of five nos. parks within this municipality – (i) Srinagar Giribala School Park, (ii) Mission Pally Park, (iii) Bidyabhusan Park, (iv) Garia Place Park and (v) Srikrishna Pally Park were approved. Financial approval was about Rs. 50.00 Lakh. Renovation of these parks will be completed in all respects shortly and opened for public activities. During FY 2016‐17, approval for three nos. parks were sought amounting to Rs. 65.00 Lakh – (i) Model Town Park, (ii) Nabarun Sangha Park (Nandan Colony) and (iii) Natun Pally Park. Estimated cost for those three nos. parks arrived to Rs. 76.83 which has been vetted from the Office of Municipal Engineering Directorate (MED). DPR already submitted to the Office of State Urban Development Agency (SUDA) and expected to get approval soon. K.D.Mallick renovation K.D. Mallick Garden is one of the most reputed and popular tourist spot of this area. During November, December and January there is a huge rush of people. The work regarding the renovation of this garden started ago. Until now renovation related 2nd Picnic spot, kitchen and bungalow is being completed. Landscaping, Boundary wall and electrical work is being going on with full pace. Round Room, Pathways and a stage will be prepared in the upcoming months. So far almost 20 Lakh Rupees are being invested. Image: Present condition of K.D.Mallick Garden National Urban Livelihoods Mission (NULM) DATED 27/12/2016 SARAS MELA 2016‐2017 WITH HONOURABLE MINISTER SHREE PARTHA CHATTERJEE GREEMENT SIGN BETWEEN RESOURCE ORGANIZATION & MUNICIPALITY Agreement signing programme was held on 06/12/2016 (Tuesday) at board room of Rajpur‐Sonarpur Municipality between Resource Organization (RO) and Municipality with the presence of Hon’bl Chairman, Dr. Pallab Das & Chairman‐in‐Council Member, Shree Amitabha Chowdhury and Executive Office, RSM & City Project Officer (CPO), NULM. Certificate Distribution Ceremony: Nursing Aides skill training was commenced on 02.11.2015 and completed on 08.06.2016. There are 50 candidates in Nursing Aides training course. Certificate distribution ceremony was held on 07/09/2016 for their successful completion with the presence of Hon’bl Chairman, Dr. Pallab Das & Chairman‐in‐Council Member, Shree Amitabha Chowdhury. Employment through Skill Training & Placement Programme (EST&P): The Skill Training Programme is run in collaboration with the State Urban Development Agency (SUDA), West Bengal and under the supervision of Rajpur‐Sonarpur Municipality as append below: 1. Automobile Mechanic with Driving 2. Tailor Ladies 3. Diploma in Publishing Technology (DTP) 4. Laboratory Assistant 5. Jute Handicraft & Bag Making 6. Costume Jewellery Area Level Federation (ALF): An Area Level Federation (ALF) is an association of Self Help Groups (SHGs). In this moment 62 (sixty two) nos ALF has been formed in municipal area. The Urban Management Centre, ATI (Administrative Training Institute), were organized 1‐Day Refresher Training Course on 20 December, 2016 and 3‐Day Residential Training Programme (two phase) from 21 to 23 December, 2016 & 27 to 29 December, 2016 for ALF members for focusing on activities related to the Self Help Groups (SHGs) under NULM. Master Plan of Municipal Head Office The Number of rooms and space in the present Head Office Building are not sufficient for the huge amount of employees and their necessary equipment and furniture. Besides the building is very old and with numbers of projects increasing each year Head Office would definitely need more space in near future. In this regard, it is planned to build a modernized building which will consist more number of rooms and space. Primarily, huge numbers of car parking at both in and out ways of the Head Office will be shifted. Both Parking and storage will be shifted to another place. Then new garage and storage will be built nearby Head Office. Existing Main building of this Municipality and the market place will be demolished and new modernized building will be built. .

It offers an overview regarding the historical process and changes which occurred in the state and approach of planning, discussing the process responsible for the urbanization through industrialization. It also trying to investigate the period of Industrial liberalization (1990-91) and its effect on the industrial setup in this district. It explores situation regarding the stagnating urban development, industrialization and planning as well as the perspectives regarding the integrated planning approach in a wider national context. The article concludes that even if today industrialization is no longer equivalent with urbanization, the (national) industrialization strategies must include the debate regarding integrated urban development. Considering the about difficulties and for better service in the future the above terminus have been constructed. Kolkata, India ABSTRACT: Urbanization is a quite natural process and a reflection of signature of human culture. In every parts of the world this process is continuing unabatedly that started since time immemorial. Urban growth is related to the urban sprawl is the result of extreme population pressure within the urban centre and man’s desire to live in cities or adjacent to the cities but very limited space in the city heart that already facing over congestion. When a ‘formal’ space is converted into a ‘functional’ one many changes occur that can be visualized from the external changes that is the manifestations of the internal intricate socio-economic forces. In this respect land use & land cover changes are very vital that needs an attention to the scholars of all disciplines. The present study is concerned with the assessment of the trend of urban growth and its effect on environment in Rajpur-Sonarpur Municipality of South 24 Pgs, West Bengal. This is one of the fastest growing municipalities of the world. In this study GIS and Remote Sensing techniques have been used to show the built up area of the study area and to detect the growth of urban area in temporal scale.
