4.3 WATER RESOURCES 4.3 WATER RESOURCES This section describes the existing hydrological setting for the County, including a discussion of water quality, based on published and unpublished reports and data compiled by regional agencies. Agencies contacted include the United States Geological Survey, the California Department of Water Resources, and the Central Valley Regional Water Quality Control Board. This section also identifies impacts that may result from the project. SETTING CLIMATE The local climate is considered warm desert receiving approximately six to eight inches of rainfall per year (U.S. Department of Agriculture, 1986). Rainfall occurs primarily in the winter months, with lesser amounts falling in late summer and fall. Kings County would also be considered a dry climate since evaporation greatly exceeds precipitation.1 A common characteristic of dry climates, other than relatively small amounts of precipitation, is that the amount of precipitation received each year is highly variable. Generally, the lower the mean annual rainfall, the greater the year-to-year variability (Lutgens and Tarbuck, 1979). SURFACE WATER HYDROLOGY The County is part of a hydrologic system referred to as the Tulare Lake Basin (Figure 4.3- 1). The management of water resources within the Tulare Lake Basin is a complex activity and is critical to the region’s agricultural operations. The County can be divided into three main hydrologic subareas: the northern alluvial fan and basin area (in the vicinity of the Kings, Kaweah, and Tule rivers and their distributaries), the Tulare Lake Zone, and the southwestern uplands (including the areas west of the California Aqueduct and Highway 5) (Figure 4.3-2). -

TERR–14 MULE DEER 1.0 EXECUTIVE SUMMARY In 2001 and 2002, the literature review, a camera feasibility study, the Mammoth Pool migration study (observation study, boat survey, and remote camera study), and a hunter access study were completed. A map of known mule deer summer and winter ranges, migration corridors, and holding areas was created based on the literature review. The camera feasibility study was conducted in the fall of 2001 to test the remote camera system for the spring 2002 remote camera study. The cameras were successful at capturing photographs of 82 animals, including photographs of six deer, during this testing period. The Mammoth Pool migration study consisted of an observation study, boat survey, and remote camera study. The study focused on documenting key migration routes across the reservoir and relative use, identifying potential migration barriers, and documenting any deer mortality in the reservoir. The observation study consisted of two observers positioned with binoculars at two observation points on Mammoth Pool at dusk and dawn in order to observe migrating deer. There were no observations of deer using the dam road. Two observations of deer were made out of a total of 51 observation periods. One observation consisted of a single deer that swam from the Windy Point Boat Launch area to the Mammoth Pool Boat Launch area. The other observation was of one group of five adult deer approaching the reservoir near the observation point by the Mammoth Pool Boat Launch, but turning back up the hill. There was no sign of difficulty in the deer swimming or exiting the reservoir and no obvious disturbance to the deer that turned back. -

INTRODUCTION This field trip guide includes road logs for the three principal roadways on the west slope of the Sierra Nevada that are adjacent to, or pass through, parts of Sequoia and Kings Canyon National Parks (Figs. 1,2, 3). The roads include State Route 180 from Fresno to Cedar Grove in Kings Canyon Park (the Kings Canyon Highway), State Route 198 from Visalia to Sequoia Park ending near Grant Grove (the Generals Highway) and the Mineral King road (county route 375) from State Route 198 near Three Rivers to Mineral King. These roads provide a good overview of this part of the Sierra Nevada which lies in the middle of a 250 km span over which no roads completely cross the range. The Kings Canyon highway penetrates about three-quarters of the distance across the range and the State Route 198~Mineral King road traverses about one-half the distance (Figs. -

The proposed project is located on the Kaweah River and East Fork Kaweah River in Tulare County, California. Pursuant to the National Environmental Policy Act (NEPA) of 1969, as amended, Commission staff intends to prepare an environmental assessment (EA), which will be used by the Commission to determine whether, and under what conditions, to issue a new license for the project. To support and assist our environmental review, we are beginning the public scoping process to ensure that all pertinent issues are identified and analyzed and that the EA is thorough and balanced. Our preliminary review of the environmental issues to be addressed in our EA was contained in Scoping Document 1 (SD1), which was issued on February 10, 2017. We requested comments on SD1 and held scoping meetings on March 14, 2017, to hear the views of all interested entities on the scope of issues to be included in the EA. We revised SD1 based on the oral comments we received at the scoping meetings and written comments we received throughout the scoping process. The enclosed Scoping Document 2 (SD2) describes the proposed action and alternatives, the environmental analysis process we will follow to prepare the EA, and a revised list of issues to be addressed in the EA. -

Final EA-15-022 Appendix A Description of Contractors and Exchange Partners Summary of Cross Valley Contractors The following description characterizes each Cross Valley Contractor and associated subcontractor: County of Fresno The County of Fresno has a water service contract (Contract No. 14-06-200-8292A-IR15) for up to 3,000 acre-feet per year (AFY) that is provided for municipal and industrial (M&I) uses to specific developments within its CVP service area. The County draws its water directly from Millerton Lake after its Delta supply has been exchanged for Friant supplies with Arvin-Edison Water Storage District (Arvin-Edison). The County’s CVP water supplies have been administered by Arvin-Edison for the last 20 years pursuant to an agreement between the County and Arvin-Edison. County of Tulare The County of Tulare has a water service contract (Contract No. 14-06-200-8293A-IR15) for up to 5,308 AFY of water. The County of Tulare is comprised of 10 subcontractors (both agricultural and M&I) and all are located in the same geographical area as the Friant Division Contractors. Of the 10 subcontractors, only five have routinely taken water deliveries via the County of Tulare’s contract in recent years. 4.8 WATER RESOURCES INTRODUCTION This section describes the impacts on County water resources associated with development anticipated to occur under the General Plan. This section focuses on how development at the intensities assumed in the General Plan could affect water supply and water quality. Other water-related issues, such as wastewater, storm drainage, and flooding are discussed in Section 4.5, Wastewater, Storm Drainage, and Flooding. ENVIRONMENTAL SETTING Water Resources Water resources in Fresno County include a number of rivers and streams, artificial waterways, and groundwater. Detailed information about surface water and groundwater resources is contained in Chapter 5.3, Public Facilities and Services, Storm Drainage and Flood Control, Chapter 5.4, Water Supply and Distribution Facilities, Chapter 5.5, Wastewater Collection, Treatment, and Disposal, Chapter 7.2, Natural Resources, Water Resources, and Chapter 7.3, Water Quality Condition in the General Plan Background Report (Background Report). That information is hereby incorporated by reference and is summarized below. Surface Water Resources The San Joaquin River originates in the Sierra Nevada and flows westerly forming the border between Fresno and Madeira Counties downstream from Mammoth Pool Reservoir. The North and Middle Forks originate in Madeira County near Devils Postpile National Monument. The South Fork begins at Martha Lake in northern Kings Canyon National Park within Fresno County. Average annual precipitation in the upper reaches of the river falls mainly in the form of snow and is as high as 70 inches. By comparison, the arid San Joaquin Valley to the west, average annual rainfall is as low as six inches near Mendota. -
