Introduction The North Dorset Local Plan 1.1 The National Planning Policy Framework (NPPF) together with the online Planning Practice Guidance (PPG) provides policy guidance to local planning authorities in drawing up local plans and on making decisions on planning applications. ‘It sets out the Government’s requirements for the planning system only to the extent that it is relevant, proportionate and necessary to do so. It provides a framework within which local people and their accountable councils can produce their own distinctive local and neighbourhood plans, which reflect the needs and priorities of their communities.’1 1.2 At the heart of the NPPF is the presumption in favour of sustainable development. Local plans must be based on and reflect the presumption and include clear policies setting out how the presumption should be applied locally2. What is a Local Plan? 1.3 A local plan is a document prepared by a local planning authority that sets out strategic planning policies. It gives clear guidance on how proposals for development will be considered and is the main basis for making decisions on planning applications. It forms part of the development plan3 for an area and all planning decisions must be made in accordance with the development plan unless material considerations indicate otherwise4. 1.4 Local plans provide certainty for local communities and developers about what development will be approved by setting out clear aims and objectives and include policies to guide the overall level of development, where it should go and how it should be designed. What is a Neighbourhood Plan? 1.5 A neighbourhood plan is a document prepared by the local community (often led by a parish or town council) that sets out more local planning policies. The Planning Policy Framework for North Dorset 1.6 In North Dorset, the planning policy framework will be made up of national policy, the North Dorset Local Plan prepared by the Council and neighbourhood plans prepared by local communities. The Council may also produce other development plan documents and supplementary planning documents to provide more detailed guidance on specific topics or on the development of specific sites5.

Exports to the EU generate jobs in the UK · Directly in the exporting industries and their supplying industries · Indirectly as a result of the expenditure on UK goods and services from the incomes of the exporting industries. The number of jobs created were estimated by: · Using figures of the industrial breakdown of exports of goods and services from UK input tables. · Multiplying these exports by the reciprocal of labour productivity for each industry, to obtain the direct employment effect estimated to be 2.5 million. · Income generated in these export industries will lead to a further demand for UK goods and services, estimated to be 0.3 times the total amount of UK exports to the EU. · This demand was distributed according to each industries share of GDP and the indirect employment effects was estimated to be a further 0.9 million jobs. · Our major finding is that 3,445,000 jobs in the UK depend upon exports to the EU. A further exercise based on employment levels and industrial breakdown of employment was used to provide estimates of the jobs depending upon exports to the EU by constituency.

    Appendix K - North Dorset Locality Overview The North Dorset locality is largely rural with a higher proportion of older people compared to both the Dorset and national average. There are no areas falling within the bottom quintile of deprivation. The North Dorset locality will see housing growth dispersed across the area with concentrations in Sherborne, Shaftesbury, and Blandford wards. An analysis of health and the wider determinants of health highlights poor outcomes for the provision of informal care; self reported limiting long term illness, incidence of prostate cancer and elective admissions for hip replacements. Customer segmentation classifies the most common groups as ‘Residents of Isolated Rural Community’ and ‘Residents of Small and mid sized towns with local roots’. The following headings have been used to describe the locality in more detail: • Demographics • Housing • Health and Wider Determinants • Customer Insight Demographics Population ONS mid-year population estimates show that there are around 87,500 people living in the North Dorset locality (43,200 males and 44,300 females). The area covered by the locality is largely rural, with population density being highest around the towns of Blandford, Shaftesbury, Sherborne and Gillingham. Compared to the rest of the Dorset CCG population, North Dorset has a higher proportion of people aged 55 to 79, and a lower proportion of people aged 15 to 44. The proportion of the population aged 65 & over in North Dorset is higher than the national average (25% compared with 17%). ONS interim 2011-based projections for the North Dorset local authority area (which has different boundaries to the CCG North Dorset locality) suggest that the local population will rise at a slightly higher rate than the national population over the next 10 years.

Britain, he said, should be “a place where a good life is in reach for everyone who is willing to work and do the right thing”. His would be a Government that offered opportunity to all, no matter where they came from. These are welcome commitments but in this report we examine the very real challenges facing the Government in creating a One Nation Britain. For the first time it identifies the most and the least socially mobile areas of the country. It does so by examining in detail the chances available to young people from poorer backgrounds in each of the 324 local authority areas in England to get the educational qualifications they need to succeed in life, and the opportunities in the local area to convert those qualifications into a good job and a decent standard of living. The Social Mobility Index uncovers a new geography of disadvantage in England. For decades the conventional wisdom has been that geographical inequalities in social mobility are drawn across simple boundaries: the North versus the South; rich areas versus poor areas; town versus country. Our analysis suggests that some of this is right – there are worrying signs, for example, that London and its commuter belt is pulling away from the rest of the country when it comes to the chances of youngsters getting into good schools and good jobs.

If a similar reduction was made between 2010 and 2020, child poverty would be at its lowest point for 40 years. However, the Institute for Fiscal Studies has forecast that present policies will cause a further rise in child poverty.
