Returns 6.1 – 6.5 1 Introduction 1.1 This document provides UK Border Agency (UKBA) caseworkers with guidance on the nature and handling of the most common types of claims received from nationals/residents of Turkey, including whether claims are or are not likely to justify the granting of asylum, Humanitarian Protection or Discretionary Leave. Caseworkers must refer to the relevant Asylum Instructions for further details of the policy on these areas. 1.2 Caseworkers must not base decisions on the country of origin information in this guidance; it is included to provide context only and does not purport to be comprehensive. The conclusions in this guidance are based on the totality of the available evidence, not just the brief extracts contained herein, and caseworkers must likewise take into account all available evidence. It is therefore essential that this guidance is read in conjunction with the relevant COI Service country of origin information and any other relevant information. -

(2) Homosexuality is regarded by the Turkish army as a sexual identity disorder but the perception of homosexuality in Turkey is not reduced to a person's sexual preference but is informed by an assessment of his whole personality including his outward appearance and behaviour. It is associated with the passive role which is seen as unmanly whereas taking the active role does not attract the same disapproval and is not considered to undermine the essence of manliness. © CROWN COPYRIGHT 2013 (3) The exemption process for determining whether a recruit is entitled to exemption generally includes intrusive requirements which do not properly respect the human dignity of someone whose sexual identity would qualify him for exemption such that it can properly be categorised as degrading and involving a real risk of a breach of article 3. (4) If during his military service a recruit (whether he has not sought exemption or has been refused) is discovered or is perceived to be homosexual as understood in Turkey, there is a reasonable degree of likelihood of ill-treatment of sufficient severity to amount to persecution on the basis of his sexual identity and there is no sufficiency of protection. -

Bu hareketler “eski” hareketlerden birçok yönüyle farklılıklar taşımakla birlikte, devamlılıklar da arz etmektedir. Eski toplumsal hareketlerin büyük meseleleri içinde çoğu kez önemsiz ya da ikincil görülen ve eski örgüt yapıları içine kıstırılan çeşitli konu ve talepler, yeni toplumsal hareketlerin odağı olmuştur. Bu çerçevede, geleneksel tanımıyla sınıf görünürlüğünü yitirmeye başlamış, bu durum sınıfın ortadan kalktığı ya da önemsizleştiği yanılgısına neden olmuştur. Ancak proleterleşmiş yeni orta sınıf, yeni toplumsal hareketlerin başlıca aktörü haline gelmiştir. Bu yeni orta sınıfın, doğrudan ve alışılagelmiş biçimde üretim ilişkileri ile ilgili taleplerini dile getirmek yerine, kimlik ve yaşam tarzı gibi sınıftan bağımsızmış gibi görünen konularda mücadeleler içeren yeni toplumsal hareketler içinde aktif hale geldiği görülmektedir. Bu kapsamda dünyada ve Türkiye’de gelişen toplumsal muhalefet içerikli hareketlerden biri de, merkezini kentli, eğitimli, yeni/proleterleşen orta sınıfın oluşturduğu LGBT hareketidir. PUBLIC ART INTERVENTIONS IN NORTHERN CYPRUS: COMMUNICATION AND INTERACTION IN DISCONNECTED COMMUNITIES AYCAN GARIP June 2017 A thesis submitted in partial fulfilment of the requirement of the University of Brighton for the degree of Doctor of Philosophy 2 ABSTRACT PUBLIC ART INTERVENTIONS IN NORTHERN CYPRUS: COMMUNICATION AND INTERACTION IN DISCONNECTED COMMUNITIES Drawing on a relational understanding of art developed in the 20th century, this practice-led study explores how public art interventions provide insights into social, cultural, and political divides within fragmented communities, public visibility and representation for marginalized individuals and groups, and alternative views to the contextual norm. Situated within historical and critical contexts, and the ‘local’ setting of Northern Cyprus, this study explores components of public art interventions in relation to their ‘successful’ practice. Northern Cyprus has been influenced politically, socially, and culturally by Turkey, the only country to recognise the Turkish Republic of Northern Cyprus, since before the division of Cyprus. Conflict arising from the adoption of respective national identities caused separation of Greek Cypriots from Turkish Cypriots on the island. Varying views on the imposition of national and religious values upon Turkish Cypriots have marginalized progressive, alternative, and liberal lifestyles and ways-of-thinking. Unlike conventional platforms, public art interventions have the potential to attract attention to narratives surrounding social, political, and cultural issues isolated from traditional public platforms. The fieldwork consists of intervention-participants and the researcher-as-participant collaboratively and collectively creating public art interventions within varying contexts, using sound, performance, posters and stencils, situated in public spaces in Northern Cyprus, followed by the observation and documentation of post- intervention participants’ engagement and interaction.
