1 INTRODUCTION

1.1 Preamble

1. This report represents the Semi - Annual Environmental Monitoring Review (SAEMR) for the Northwest Region Power Transmission Line Project.

2. This report is the 4th Environmental Monitoring Review (EMR) for the project.

3. Construction activities have not been started yet; there is a process of completion of the detailed project design.

2 PROJECT DESCRIPTION AND CURRENT ACTIVITIES

2.1 Project Description

4. The Northwest Region Power Transmission Line Project (the Project) is located in the south-western provinces of and Khorezm of the Republic of Uzbekistan, near the border of Turkmenistan.

5. The new transmission line will transmit power from Takhiatash Thermal Power Plant and increase reliability of power supply for the Khorezm province and Karakalpakstan in the northwestern part of Uzbekistan benefiting at least 3 million population.

6. The objectives of the Project are: (i) increase energy security through the diversification and expansion of energy supply routes; (ii) improve power supply reliability in the country and region; (iii) reduce transmission losses; and (iv) improve operational efficiency of the power sector.

7. The first part of the TL route passes across the territories of Hojeyli, , Karauzyak, Amudarya and districts of the Republic of Karakalpakstan, and Urgench and Yangibazar districts of the Khorezm region of the Republic of Uzbekistan. The second part of the projected TL route is laid across territories of Urgench, Hanka, Yangiarik, Bagat and Hazarasp districts of the Khorezm region and the Turtkul district of the Republic of Karakalpakstan.

8. Construction activities of above mentioned facilitates will be done and financially covered by Uzbekenergo. Procurement of the equipment and goods will be performed under ADB loan. The total cost of the project: 258,5mln. USD. Feasibility study approved by Decree of the President of Uzbekistan No. 2541 on 06 June 2016.

9. The Project consists of the following main components:

i. Construction of 363,8 km of 220 kV single-circuit overhead transmission line: between Takhiatash TPP and 220 kV Khorezm substation (197,7 km) and between Khorezm and V1 node (166,1 km);

ii. Expansion/Rehabilitation/Construction of 2 Substations. Including (a) rehabilitation and expansion of 220/110 kV Khorezm SS; and (b) construction of an open switchyard 220 kV of a new 500/220 kV SS Sarymay near V-1 node (Sarymay settlement); and iii. Support for Institutional Development, Capacity Building, and Project

Management: including (a) consultancy service for project supervision and management, (b) upgrading transmission system planning and dispatch automation, (c) implementation of assets management system, (d) external auditing for project account, and (e) strengthening UE operational and maintenance capacity for transmission assets.

10. The project is classified as category B for the environment under ADB’s Safeguard Policy Statement (2009). Project implementation period: 2016-2019.

11. The Project follows ADB’s strategy for Uzbekistan which includes focus on energy efficiency and reliable power supply. It is also consistent with ADB’s Strategy 2020 and ADB Energy Policy (2009) by promoting energy efficiency and energy for all.

12. Locations of the TLs and substations to be constructed and rehabilitated/extended under the Project are highlighted in the map 1 and map 2 below:

14. Project Implementation Consultant (PIC): The contract with the Fichtner GmbH & Co. was signed in June 2016.The PIC will supervise and monitor the project implementation including the construction and commissioning works. PIC has not hired yet International Environmental Specialist. PIC contracted National Sub-consultant - Rhythm Plus Consulting Company. Rhythm Plus provides a Local Coordinator who will coordinate and monitor project activities locally, and National Environmental Specialist who will monitor the environmental compliance of the designated contractors and will prepare quarterly environmental monitoring reports required by ADB.

15. Construction Contractors (CCs): According to the Decree of the President of the Republic of Uzbekistan, Ref.: No. PP-2541 dated 2nd June 2016, JSC "Elektrtarmoqqurilish” is designated as a Contractor for the construction of 220 kV Transmission Line: Takhiatash TPP – SS Khorezm – SP Sarimay (Khorezm Region) in relation to the civil and erection works

financed by own funds of JSC "Uzbekenergo". The Contract is not signed yet. It is expected that the Contract will be signed on Q3 2018.

16. According to the Decree of the President of the Republic of Uzbekistan, Ref.: No. PP-2541 dated 2nd June 2016, JSC "Montajnoye Upravlenie No.4 ” is designated as a Contractor for the expansion of the open 220 kV Takhiatash TPP switchgear and for the expansion and reconstruction of the 220 kV “Khorezm” substation and for the construction of the 220 kV “SP Sarimay (Khorezm Region)” switching station in relation to the civil and erection works financed by own funds of JSC "Uzbekenergo". The Contract is not signed yet. It is expected that the Contract will be signed in Q3 2018.

17. Lender: ADB is the donor financing the Project. ADB oversees project sites regularly and gives clear instructions for the project sites improvements with regard to environmental safeguards.

18. EA: Uzbekenergo is the executing agency (EA), which is responsible for administration, implementation (design, construction and operation) and all day-to-day activities under the loan. Uzbekenergo does not have dedicated Environmental Unit. However, each project management unit has it’s own Environmental and Social Safeguards Specialist.

19. Mr. Azizbek Batirov was assigned as Environmental and Social Safeguards Specialist in the NWRPTLP PMU since February 2018. According to the Project Administration Manual, responsibilities of the PMU Environmental and Social Safeguards Specialist include the followings:

• Ensure EMP included in the bidding and contract documentation.

• Monitor the implementation of EMP and prepare environmental monitoring reports for quarterly progress reports and semiannual environmental monitoring reports.

• Work closely with Contractor’s Supervisor (Project Engineer), monitor (cross check) and supervise the contractor in implementing EMP.

• Supervise monitoring plan and EMF measurements in accordance with EMP requirements.

• Coordinate and monitor the implementation of GRM.

2.3 Project Activities During Current Reporting Period

20. PMU Environmental and Social Safeguards Specialist Mr. Azizbek Batirov was recruited by UE as of 16.02.2018.

21. PMU Environmental and Social Safeguards Specialist Mr. Azizbek Batirov has visited project sites during the period 08.03-15.03.2018.

22. ADB Mission consisting of Senior Environment Specialist, Social Development Specialist,RETA Regional Environmental Safeguards Consultant of ADB, Associate Project Analyst of URM and other representatives has visited project sites on 14.03.2018.

23. Environmental and Social Safeguards Specialist of PMU and National Environmental and Social Safeguards Specialist of the national Consultant Company attended an ADB organized training on “New Manual for monitoring of environmental safeguards implementation. The role of the PMU” conducted by the RETA Regional Environmental Safeguards Consultant – Keti Dgebuadze on 23.03.2018.

24. Package No.1, Lot 2: Financial evaluation is approved by ADB. Negotiations with winners are planned for the beginning of July 2018.

25. Package No.2, Lot 1, 2, 3, 4 is approved by the tender committee. Technical bid evaluation is in process.

26. Package No.1, Lot 1, 3, 4, 5 is under evaluation by National Agency on Projects Management (NAPM). Comments from NAPM are done on the need of marketing survey.

27. Package No.3 – International consultant has prepared bid documents that need to be send to NAPM.

28. Elektrtarmoqqurilish is designated as a local contractor for the construction of transmission line as per PP No.2541 dated 02.06.2016.

29. MU-4 is designated as a local contractor for the construction of substations as per PP No.2541 dated 02.06.2016.

30. Civil works have not been started yet. Commencement of the construction activities is shifted till Q3-Q4 2018.

31. Associated facilities (new road, with lengths of 2 km, perimeter fence, wells, and raw water supply facilities to Sarimay substation), were initially assumed in accordance with the draft IEE prepared in April 2015 within PPTA. Clearance for this issue would come after getting a

detailed data from final project design and its expertise. IEE will be updated after the detailed design completed in Q3-Q4 2018. Description of Any Changes to Project Design.

2.4 Description of Any Changes to Project Design

32. According to the director of the Northwest Power Transmission Line of JSC UE, brickworks appeared to be on the initial route of the TL (territory of Khorezm region, Hanka district). Accordingly, minor change of the Project design is planned around the territory of the brickworks.

3 ENVIRONMENTAL SAFEGUARD ACTIVITIES

3.1 General Description of Environmental Safeguard Activities

34. The PIC will supervise and monitor the project implementation including the construction and commissioning works, and build the institutional capacity of Uzbekenergo. The PIC includes Environment Specialist (national) as part of their team to oversee the overall implementation of environmental management plan, environmental monitoring, and compliance to the environmental requirements of ADB. PIC Environmental Specialist will prepare quarterly environmental monitoring reports required by ADB, monitor the environmental compliance of the EPC Contractor.

4 RESULTS OF ENVIRONMENTAL MONITORING

4.1 Overview of Monitoring Conducted during Current Period

39. Environmental monitoring will be started immediately after the commencement of the civil works by the Contractor. 40. During the ADB Mission monitoring of environmental safeguards compliance conducted on 14th March 2018 the following findings have been revealed: • Hazardous Waste Management: The Mission agreed that temporary storage for hazardous waste should be prepared immediately before dismantling the old equipment. Disposal of scrap metal and old batteries should be carried out under contracts with specialized organizations. Disposal procedures with the supporting documents should be kept in special project files for records. Status: During this reporting period there was no action yet as there is no contract with CC.

• PCB Management: The Mission reminded that there is a high risk of PCB contamination from releasing oils from the old transformers and other oil-based equipment. It is required that PCB management plan should be developed as a SEMP, and PCB analysis should be conducted before releasing the oil from the equipment. International environment consultant of Fichtner GmbH & Co is requested to provide option for PCB analysis and validation of PCB test if conducted in UZB. Status: PMU is Informed and they are planning the action.

5.1 SEMP Review

51. Site Specific and Topic Specific EMPs will be prepared as soon as Construction Contractors are selected and environmental specialists are hired by the Construction Contractors. Specific EMPs including hazardous waste management (PCB-oils, SF6 gas, tree cutting etc.) will be prepared by the Contractor under guidance of PIC, endorsed by the PIC and approved by PMU (and ADB as necessary) before commencement of civil works. During preparation of SEMPs existing EMP will be used as a baseline document by CC (see Annex 1).

7.2 Recommendations

55. The following activities are recommended for the next reporting period:

• Update the IEE document in accordance with the final project design document from the design institute – Q4 2018.

• Refine analyzes of transformer oil PCBs (polychlorinated biphenyls) of existing AT-1 and AT-2 transformers located in the substation "Khorezm 220/110/10 kV". If necessary, to involve project international consultant Fichtner – Q4 2018.

• Develop an instruction on disposal-temporary storage of hazardous waste (transformer oils, accumulators) - Q1 2019.

• Clarify the presence in the IEE of the description on safety operation of SF6 circuit breakers, namely the HSC chemical. Plan the necessary training activities for future operating personnel and responsible persons.

• For the contractors on construction of transmission line and substations, to prepare the specific environmental management plan (SEMP) within 30 days of contract signing/award (should be included in contract with the Contractors) and approved by PMU - Q4 2018; • For the contractors on construction of transmission line and substations, to prepare the following Topic Specific Environmental Management Plans: Waste Management Plan, Emission and Noise Control plans, PCB management plan, Pedestrian and Traffic Management Plan, Health and Safety Plan, Stakeholders consultation plan, within 30 days of contract signing/award (should be included in contract with the Contractors) and approved by PMU – Q4 2018.

• GRM: To establish project level Grievance Redress Mechanism as soon as EPC contractor mobilizes to address grievances and complaints in a timely and satisfactory manner. Relevant staff from PMU, EPC contractor, PIC and local government units will be assigned for this reason. All records of complaints and grievances received from local communities should be kept in logbooks accessible to APs– Q4 2018-Q1 2019.
