Recording Secretary 4 Need FY 2022 Replacement 5 DMTIP Policy 6 ENVIRONMENTAL JUSTICE ORDER FOR THE URBAN TRANSPORTATION PLANNING PROCESS Per signature, this agency assures compliance with Executive Order 12898, Federal Actions to Address Environmental Justice in Minority Populations and Low - Income Populations , February 11, 1994. This compliance will be incorporated in the 20 - Year Transportation Plan update, under separate section titled “Environmental Justice”. This compliance follows guidelines established in the Executive order and the President’s February 11, 1994 Memorandum on Environmental Justice. The goals of the Executive Order will be developed within the framework of existing requirements, primarily the National Environmental Policy Act (NEPA), Title VI of the Civil Rights Act of 1964, the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 a s amended (URA), the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA), and other DOT applicable statutes, regulations and guidance that concern planning, social, economic, or environmental matters, public health or welfare, and Public Invol vement. Signature: ____________________________ Name: Marta Moody Title: Executive Director, Delaware - Muncie Metropolitan Plan Commission Date: ____ 4/26/10 _____________________ 7 DELAWARE - MUNCIE METROPOLITAN PLAN COMMISSION PUBLIC PARTICIPATION PLAN 2007 The Safe, Accountable, Flexible, and Efficient Transportation Equity Act – A Legacy for Users (SAFETEA - LU) requires that all Metropolitan Planning Organizations shall provide citizens, affected public agencies, representativ es of public transportation employees, freight shippers, providers of freight transportation services, private providers of transportation, representatives of users of public transportation, representatives of users of pedestrian walkways and bicycle trans portation facilities, representatives of the disabled, and other interested parties with a reasonable opportunity to comment on the Transportation Plan and Transportation Improvement Program (TIP). This includes providing adequate notice, providing timel y information to various organizations, providing reasonable public access to technical and policy information, and seeking and considering the needs of those traditionally underserved by the existing transportation systems. The Delaware - Muncie Metropoli tan Plan Commission (DMMPC), the Metropolitan Planning Organization for the Muncie Urbanized Area (MPO), has developed a proactive public participation process in order to maximize community involvement in the transportation planning process. The process w ill involve citizens, freight shippers, airport authorities, transportation - related agencies (traffic/safety/enforcement), and the appropriate county, city and town officials. The process has been expanded to include new interested parties at the federal, state and local level so that those involved in matters such as wildlife habitat, land use, natural resources, conservation, historic preservation, non - emergency transportation, and regulatory actions have the opportunity to participate. The process has a lso been augmented to include appropriate consultations as a result of operating as an Air Quality Maintenance Area. The process is set up to include notices of document development, opportunities for input, presentation of draft plans at various publi c meetings and public hearings, public meetings to further develop draft plans, public notice of approval meetings for final plan documents, and submittal of the plan to the Indiana Department of Transportation (INDOT). The public comments received will be presented along with, and as a part of, the plans when they are considered at transportation subcommittee meetings and Plan Commission meetings for final approval. The Public Participation Plan and process for the Delaware - Muncie Metropolitan Plan Commi ssion is set forth in the following components. Section I. General Policy Statement.

By action of the Board of Trustees in 1979, the collection of local history materials was named for former Ball State Professor of History Althea L. Stoeckel. H. Wolf and Alice Marjorie Munger prior to 1975. The collection includes photographic prints, tintypes, and one daguerreotype organized by family or individual name ranging from 1816-1963. See related materials from MSS.013. P.002 Miami Indians Collection, 1790-1971 The Miami Indians were one of the small groups of tribes comprising the Illinois division of the Algonquian family. Primarily located in present day Indiana, the Miamis emerged as a pivotal tribe during the French and British imperial wars of the seventeenth century. This photograph collection contains approximately forty items and includes photographs of groups and individuals, as well as photographs of areas once inhabited by the Miami Indians ranging from 1790-1971.
