This study developed a model for assessing habitat suitability as a proxy for the ecological value of reservoirs. Three main factors comprising nine assessment variables were selected and classified as having a habitat suitability (HS) between 0 and 1: (1) geomorphic factors of altitude, slope steepness, and slope aspect; (2) vegetation factors of forest physiognomy, vegetation type, and tree age; and (3) ecological factors of land cover, ecological quality index, and environmental conservation value assessment. The spatial distribution of the nine HS indices was determined using geographic information systems and combined into one HS index value to determine ecologically healthy regions. The assessment model was applied to areas surrounding the Hantan River Dam, South Korea. To verify the model, wildlife location data from the national ecosystem survey of the Ministry of Environment were used. -

Unlike these cases, the Korean environmental movement grew greatly after democratisation, but faced its decline later within civil society-friendly administrations (1998-2007). As a methodology, game theoretic approach was deployed to explore a solution to the problems of the transboundary rivers between North Korea and South Korea. This paper makes reasonable assumptions about the factors surrounding the transboundary rivers to calculate two Koreas’ payoffs respectively, models the process of negotiations between the two Koreas as a sequential move game in which South Korea moves first and North Korea acts next, and analyzes subgame perfect Nash equilibrium according to the flow allocation scenarios. -

Water samples were collected from five areas of the Han River Watershed (HRW) tributaries, South Korea, to detect 11 VOCs, which were classified as halogenated aliphatic hydrocarbons (HAHs) and aromatic hydrocarbons (AHs). Among the 11 VOCs, 1,1-dichloroethylene, 1,1,1-trichloroethane, and vinyl chloride were undetected. The highest concentration compounds were chloroform (0.0596 ± 0.1312 µg/L), trichloroethylene (0.0253 ± 0.0781 µg/L), and toluene (0.0054 ± 0.0139 µg/L). The mean concentration (0.0234 µg/L) and detection frequency (37.0%) of HAHs were higher than those of AHs (0.0036 µg/L, 21.0%, respectively). The Imjin Hantan River area exhibited the highest mean concentration (0.2432 µg/L) and detection frequency (22.9%), because it is located near industrial complexes, thus, highlighting their role as important VOC sources. However, the detected VOCs had lower concentrations than those permitted by the EU, WHO, USA, and South Korea drinking water guidelines. Disaster Management and Human Health Risk III 325 Disaster management policy and conflict resolution: a case study of South Korea’s dam construction Y. J. Kim National Disaster Management Institute (NDMI), South Korea Abstract The aim of this article is to extract the factors for successful conflict resolution by analyzing the multi-stakeholders’ conflict framing and the course of conflicts in the context of dam construction as one of the measures of disaster mitigation. The author examined the stakeholders, perceptual framing and conflict resolution mechanism of the conflict in the process of constructing Hantan River dam of South Korea. The results suggest that the personnel in charge 1) establish joint fact-finding procedures, 2) expand citizen participation in policy making by sharing information, 3) coordinate inter-agency, 4) enact related Acts to develop long-term measures for the residents and 5) create a standard manual of conflict in the context of disaster for a successful completion of the relevant projects in the future. Since 1990s, Korea has experienced a variety of conflicts emerged as a consequence of great disasters or in the process of decision making and implementing disaster policies (e.g. dam construction as one of the measures of disaster mitigation). However the fundamental importance of the systematic approach like understanding people’s perception to build consensus that integrates the different views among the affected groups of interest has largely been ignored.
