BRIEFING ON RESULTS OF 2020 SCOTTISH INDEX OF MULTIPLE DEPRIVATION The SIMD2020 has just been published – the 6th edition to date. It is important to note that looking at changes in rankings over time must be treated with caution. An area’s ranking may ’improve’ because things have got worse in other areas and not necessarily due to improvements in the area itself – it could even have got worse but not by as much as has happened in other areas. Similarly, an area’s ranking may get worse not because its actual situation has worsened - it may even have improved - but that the situation in other areas has improved by more. The results indicate a slight ‘drift’ of areas of South Lanarkshire to lower levels of relative deprivation. They also suggest that relative to Scotland Income deprivation has overtaken Employment deprivation in South Lanarkshire – for the first time the relative rate is higher for Income than Employment. The domains where South Lanarkshire has the greatest number of datazones amongst the 20% Most Deprived are for Health and for Income Deprivation – nearly a quarter of South Lanarkshire areas are in both however, the largest number in the 5% Most Deprived are for Education. This has generally been the case in previous iterations of the SIMD. A) In the SIMD2020, of South Lanarkshire’s 431 datazones, a total of 88 or 20.4% of South Lanarkshire’s datazones were amongst the 20% Most Deprived in Scotland – a net fall of 1 from the SIMD2016. South Lanarkshire accounted for a greater proportion of Scottish datazones in the 20% Most Deprived than its share of all datazones – 6.31% compared to 6.18%. B) There were 18 datazones – 4.2% of South Lanarkshire datazones in the 5% Most Deprived areas – down from 4.9% in the SIMD2016 but still the 2nd highest share since the SIMD2004. C) At 20.4%, the proportion of South Lanarkshire datazones in the 20% Most Deprived areas of Scotland was just below the 20.6% share in the SIMD2016. Overall the figures suggest a relative “improvement” of the rankings of datazones in South Lanarkshire between the SIMD2016 and the SIMD2020. D) In relation to the 7 domains, the domain where South Lanarkshire accounts for the largest proportion of areas in the 5% Most Deprived in Scotland is Education – with 27 or 6.3% - followed by 4.6% in the Crime domain and 4.2% in the Income domain. It accounted for only 0.2% of those in the Housing domain. E) In the SIMD2020, a total of 24.4% of South Lanarkshire datazones were in the 20% Most Deprived in Scotland for Health deprivation. South Lanarkshire also had 22.7% in the 20% Most Deprived in terms of Income Deprivation and had 19% in the 20% Most Deprived areas for Employment deprivation. South Lanarkshire has relatively more areas amongst the 5% Least deprived for Crime. F) The SIMD2020 identified 40,695 residents of South Lanarkshire as being Income Deprived. This represented 12.8% of South Lanarkshire’s resident population. This was higher than the Scottish average of 12.1%. The gap between the rates is the largest ever recorded since SIMD2004. G) The SIMD2020 identified 19,617 residents of South Lanarkshire as being Employment Deprived. This represented 9.7% of South Lanarkshire’s resident population. This was above the Scottish average of 9.3% and its rate has always been higher than the Scottish rate for every SIMD back to SIMD2004. H) A total of 202 South Lanarkshire datazones (47%) had an Income Deprivation rate higher than the Scottish average and 208 (48) had a higher Employment Deprivation rate than the Scottish average. A Morton, CRU,CS,FCR,SLC Briefing on 2020SIMD results January 2020 Page 1 I) Overall, the Most Deprived areas of South Lanarkshire were Whitlawburn Central – 79th worst in Scotland, Burnbank South (108th worst), Fairhill NE(109th worst), Rigside-Douglas Water (144th worst) and Hillhouse East (159th worst). J) South Lanarkshire had 21 datazones in the 5% Most Deprived in Scotland in the SIMD2016 to 16 in the SIMD2020. It has gone from three in the Most Deprived 100 datazones in the SIMD2016 – Burnhill North, Burnbank South and Strutherhill North West to one – Whitlawburn Central. It was the 145th Most Deprived datazone in Scotland in the SIMD2016. 1. SUMMARY 1.1 The Scottish Government has published the results of the 2020 update of the Scottish Index of Multiple Deprivation (SIMD), which seeks to measure relative deprivation at a Datazone (there are 431 in South Lanarkshire) and council level and identifies areas of multiple deprivation as well as those with specific forms of deprivation across seven domains (Income, Employment, Health and Disability, Education, Skills and Training, Housing, Crime, and Access to Services). This is the 6th iteration of the SIMD – the first being produced for 2004. Multiple deprivation is measured by combining the scores an area has on each of the individual domains and aggregating them to generate an overall Index of Multiple Deprivation. Each of the seven domains is given a weighting – with Income and Employment having the greatest weighting and Housing the least. The Housing domain has remained frozen since 2012. 1.2 The Scottish Government acknowledges that council areas vary in population size and are likely to include pockets of both deprivation and affluence. Similarly, in some council areas deprivation may be more evenly spread than in others, where it may be more concentrated. 1.3 In the SIMD2020, South Lanarkshire had 18 datazones in the 5% Most Deprived Datazones in Scotland, a total of 62 in the15% Most Deprived in Scotland and 88 in the 20% Most Deprived in Scotland. There were 73 in the 20% Least Deprived areas of Scotland. 1.4 Overall, 4.9% of South Lanarkshire’s datazones were in the 5% Most Deprived in Scotland, with 20.4% in the 20% Most Deprived areas and 16.9% in the 20% Least Deprived areas. 1.5 Table 1 shows the breakdown of datazones in South Lanarkshire by their SIMD status in both the SIMD2020 and the SIMD2016. 1.6 At 20.4%, the proportion of South Lanarkshire datazones in the 20% Most Deprived areas of Scotland was just below the 20.6% share in the SIMD2016. South Lanarkshire also had 22.7% in the 20% Most Deprived in terms of Income Deprivation and had 19% in the 20% Most Deprived areas for Employment deprivation. 1.11 Table 3 shows the proportion of South Lanarkshire datazones in the 5% Most Deprived and the 20% Most Deprived in the SIMD for each individual domain. 1.12 Table 4 shows all the datazones with their Overall Deprivation ratings in Scotland in the 20% Most Deprived areas. The areas highlighted in Black are in the 5% Most Deprived areas in Scotland, those in Red in the 6-10% Most Deprived, those in Yellow in the 11-15% Most Deprived areas and those in Purple in the 16-20% Most Deprived areas. A total of 10 1.13 The total number of Datazones in the 20% Most Deprived category in South Lanarkshire fell from 89 in the SIMD2016 to 88 in SIMD2020. Overall 10 datazones fell out of the 20% Most Deprived areas and 9 entered it. A total of 33 of those in the 20% Most Deprived in the SIMD2016 saw their rankings worsen and 49 saw their rankings improve. 1.14 The areas with the greatest deterioration in their rankings were Vicarland North (down 472 places), Carluke Central (down 437 places) Hamilton Whitehill North (down 392 places) and Strutherhill West (down 290 places). The greatest improvements in rankings were for Lanark Smyllum Park (an improvement of 785 places out of the Most Deprived 20%), Springhall-Whitlawburn and Springwells West (both improving by 656 places – though both still in the 20% Most Deprived areas) – and Hamilton Whitehill Central (an improvement of 605 places and out of the 20% Most Deprived areas).
