ANDREW BARTOW AND THE CEMENT THAT MADE THE ERIE CANAL GERARD KOEPPEL ULY 1817 WAS A GOOD MONTH for DeWitt Clinton. On the first of July, he was inaugurated in Albany as gover nor of New York. On July 4th, ground was broken outside the village of Rome for the Erie Canal, the great water way project that would make New York the Empire State and New York City the commercial center of the western world, and would give Clinton, as the canal's strongest advocate, his most enduring fame. Earlier in the year, Clinton had been elected president of the New-York Historical Society, succeed cou ing the late Gouverneur Morris, his long-time collaborator in the Ca: Erie dream. Clinton had already followed Morris at the head of the state canal commission, on which both had served since its creation of ::r- cem at the beginning of the decade. On the eighteenth ofJuly 1817, Clinton did a bit of routine canal business that proved fortuitous for both the canal and for American engineering. He hired his friend Andrew Bartow as the canal commission's agent for securing land grants along the canal line from Utica west to the Seneca River, the portion that had been approved by the legislature.1 Bartow (1773 - 1861), described in contemporary accounts as "sprightly, pleasing," "genial and frank," and "by no means parsimonious in communicating," saddled his horse, and over the ensuing months gained voluntary grants from 90 percent of the farmers and other landowners he visited.2 The following spring, the grateful commissioners named Andrew Bartow their agent for all purchases of timber, plank, sand, and lime neces sary for canal construction.3 In this role, Bartow developed an American hydraulic cement, a discovery that enabled the comple tion of New York's canal and the birth of the country's canal age. -

Lesley, History of the Portland Cement in the United States (Chicago, 1924) is important but not architecturally oriented. Peter Collins, in Concrete, the Vision of a New Architecture (London, 1959) has little to say about the early development in the United States. -

Although the Union Canal failed to become the major trade route its sponsors had hoped for, the canal was important for transportation and communication in the local farming community. Project, includes the sites of 15 Union Canal Locks. They are on the abandoned canal channel near the east bank of Tulpehocken Creek in Jefferson, Penn, and Bern Townships, Berks County, Pennsylvania. These locks are an integral part of the history of the Union Canal Company, 1811-1884. The pre- sence of the canal also influenced the development of neighborhoods such as Bernville through which it passed. THE CANAL The Union Canal, built by a joint stock company to connect Reading on the Schuylkill River with Middletown on the Susquehanna River, failed to realize the goals of its predominantly Philadelphia investors, It failed to pay regular or increasing dividends and did not attract much through traffic from west of the Susquehanna. -

Sommerville, Esq., of Belle- Rfonte, the Pennsylvania Historical and Museum Commis- sion has come into possession of a collection of papers which sup- plements in a significant way the official file of Pennsylvania Canal documents, records, journals, and correspondence held by the Department of Internal Affairs in the Land Office at the Capitol. These are the papers chiefly of James Harris and of his rather more eminent son, James Dunlop Harris. James Harris (1755- 1825) was a Deputy Surveyor and legislator, and with his father- in-law, James Dunlop, was co-founder of the town of Bellefonte, Centre County. James Dunlop Harris (1797-1842) was Principal Engineer upon the Pennsylvania Canal in the era of its construc- tion. Among these papers are items which throw light interestingly upon the capacities and the culture of a Scotch-Irish family. The Harris family emigrated in 1752 from Donegal, Ireland, to Lan- caster County, Pennsylvania, settling first along the Swatara Creek, and presently transferring its activities to Mifflintown on the Juniata River. Before the close of the eighteenth century it connected itself notably and enduringly with surveying, commerce, industry, and engineering in Centre County and the broad tracts of land surrounding that region in Pennsylvania. But more than such points, the Harris papers illuminate both the absorbing interest of the citizens of the Commonwealth in problems of internal public improvement and the painstaking devoted efforts put forth by responsible public servants into the advancement of an enterprise which they felt to be imperative. -

The Building of the Schuylkill Navigation System, 1815-1828 Edward J. Gibbons Siena College when in 1825 Philadelphia leaders debated the kind of transportation system Pennsylvania should bdd to compete with New York’s Erie Canal for western trade, they decided on a statewide canal system rather than a railroad. They were aware of the advantages of railroads but had no experience with them.’ Helping to influence the decision was the successful completion of slackwater navigation on the Schuylkill River, extending from Philadelphia to the anthracite coal region in northeastern Pennsylvania.’ It was now becoming a very profitable operation. This article will describe the building of the Schuylkill Navigation during the years 1815-182€L3The Schuylkill system, one of the most successful internal improvement projects, opened the upper reaches of the Schuylkill River and contributed to the general economic development of the entire Schuylkill River valley. By making available the vast resources of anthracite coal region, it fostered the growth of eastern cities and the development of the iron and steel ind~stry.~The project served as an important training ground for engineers. In Great Britain canal building was an activity closely associated with the emergence of purely “civilian” (civil), as distinct from military, engineers in the mid-eighteenth century. Though canals interested colonists in America as a means of opening the interior of the country, no major canal building took place before the Revolution. America had few engineers. David Rittenhouse (1732- 1796), astronomer, mathematician, and sometime engineer, and Christopher Colles (c.1738-1816), an Irish-born engineer who came to America in 1765, promoted and worked on canal projects. -
