The Rio Grande Silvery Minnow Recovery Team was created by the Fish and Wildlife Service pursuant to the cooperative policy statement effective on July 1, 1994, to involve stakeholders in the development of recovery plans in order to minimize the social and economic impacts consistent with timely recovery of endangered species. T. DR AFT EXECUTIVE SUMMARY Current Status: The species is federally listed as endangered and also listed as endangered in the states of New Mexico and Texas and the Republic of Mexico. Historically, this species occurred throughout the Rio Grande basin in New Mexico and Texas. Currently, the species occurs only in the Rio Grande from just downstream of Cochiti Dam to the headwaters of Elephant Butte Reservoir, New Mexico, occupying about five percent of its known historic range. Habitat Requirements and Limitinz Factors: The Rio Grande silvery minnow occurs only in flowing plains streams of variable depth and velocity. The decline of the Rio Grande silvery minnow may be attributed in part to modification of stream discharge patterns and channel desiccation by impoundments, water diversion, stream channelization, competition and predation by introduced nonnative species and water quality degradation. Recovery Objective: The goals of this recovery plan are to: 1) stabilize and enhance the Rio Grande silvery minnow and its habitat in the middle Rio Grande valley and 2) reestablish the Rio Grande silvery minnow in at least three other areas of its historic range. Recovery Criteria: The objective for stabilizing and enhancing populations of Rio Grande silvery minnow in the middle Rio Grande valley will be considered achieved when there are no biologically significant declines from current levels in reproduction, distribution, and abundance in the middle valley for a period of five consecutive years and when institutional mechanisms are in place to protect the species and its habitat. The objective for reestablishing Rio Grande silvery minnow populations outside of the middle valley will be considered met when self-sustaining populations of Rio Grande silvery minnow have become established in at least three of the reaches identified in this document for reestablishment. For these populations to be considered reestablished, there should be no biologically significant decreases in reproduction, distribution, and abundance for a period of five consecutive years and institutional mechanisms must be place that will protect the species and its habitat. iv DR AFT Actions needed: • Restore and protect habitats within the middle Rio Grande valley necessary for the stabilization of the Rio Grande silvery minnow. • Reintroduce Rio Grande silvery minnow into suitable habitat within its historic range. • Design and implement a public awareness and education program. • Implement and maintain an adaptive management program to ensure appropriate research and management activities are carried out in order to attain recovery of the Rio Grande silvery minnow. • Develop long-term reestablishment strategy. The estimated costs of performing the activities described in this Recovery Plan over the next five years are summarized in the following table. The costs of capital projects or water acquisition are not known and are not included. Shah-Fairbank, PE Jaehoon Kim Dr. Pierre Julien Colorado State University Engineering Research Center Department of Civil Engineering Fort Collins, Colorado 80523 Abstract Human influence on the Middle Rio Grande has resulted in major changes throughout the Middle Rio Grande region in central New Mexico. Many of these changes are associated with erosion and sedimentation. Therefore, hydraulic modeling analyses have been performed on the San Acacia reach to determine the changes in morphology and other important parameters. This study is an extension of the previous reach report developed by Reclamation on the San Acacia reach. The 11.6 mile long reach extends from the San Acacia Diversion dam (River Mile 116.2) to the Escondida Bridge (104.6). Spatial and temporal trends in channel geometry, discharge and sediment have been analyzed. In addition, historical bedform data were analyzed and potential equilibrium conditions were predicted. Aerial photographs, GIS active channel planforms, cross section surveys, hydraulic model analysis and channel classification methods were used to analyze spatial and temporal trends in channel geometry and morphology. Narrowing of the channel was observed from the GIS active channel planforms from 1918 to 2006. There is fluctuation in the channel properties (geometry) associated with complex channel response. There has been significant degradation in this reach due to channelization and the construction of the diversion dam. Due to the degradation, the particle diameter has coarsened from about 0.1 mm in 1972 to 0.36 mm in 2002.

    RIO GRANDE COMPACT VIOLATIONS VIOLATION New Mexico’s ever increasing water use and groundwater pumping below Elephant Butte Reservoir (EBR) deprives Texas of water apportioned to it under the 1938 Rio Grande Compact (Compact). OVERVIEW The Rio Grande Project (Project) serves the Las Cruces, New Mexico and El Paso, Texas areas and includes Elephant Butte Reservoir. Federal legislation provides for Project water to be allocated 57 percent to Project Lands within New Mexico and 43 percent to Project Lands in Texas. Two districts receive this Project Water—Elephant Butte Irrigation District (EBID) in New Mexico and El Paso County Water Improvement District No. 1 (EP #1) in Texas. A 1938 contract among EBID, EP #1 and the U.S. Bureau of Reclamation (USBR) reflects the 57 percent–43 percent division. The City of El Paso obtains about 50% of its water from EP#1's allocation. The Compact apportions the waters of the Rio Grande among the signatory states of Colorado, New Mexico, and Texas. The Compact apportions all of the water that New Mexico delivers into Elephant Butte Reservoir to Texas, subject to the United States’ Treaty obligation to Mexico and the United States’ Project Contract with EBID in New Mexico. The Compact sought to maintain the status quo as it existed in 1938 utilizing the Rio Grande Project as a means to insure that this occurred. ISSUE Texas is deprived of water apportioned to it in the Compact because New Mexico has authorized and permitted wells that have been developed near the Rio Grande in New Mexico. These wells (estimated at over 3,000) pump as much as 270,000 acre-feet of water annually.

Hamman, PE Chief Executive Officer Middle Rio Grande Conservancy District Rio Grande Water Development in New Mexico The Upper Rio Grande originates in the San Juan and Sangre de Cristo mountain ranges in southern Colorado and northern New Mexico. It bisects the San Luis Valley in Colorado and the entire state of New Mexico with this reach culminating at Fort Quitman, Texas. This portion of the Rio Grande is administered under the Rio Grande Compact by a federal appointee and three Commissioners from Colorado, New Mexico and Texas with support from the United States Geological Survey, the Bureau of Reclamation, and the Army Corps of Engineers. The annual mean flow as measured at the Otowi gage in New Mexico is 1 million acre-feet with wide variation, ranging from 250,000 to 2.5 million acre-feet. Irrigated agriculture consists of approximately 600,000 acres in Colorado, 200,000 acres in New Mexico, 100,000 acres in Texas. Additionally, up to 60,000 acre-feet is delivered to lands within the Republic of Mexico via the Rio Grande Project under the 1906 Convention between the United States and Mexico. The predominate crop due to climate, water supplies and labor considerations is alfalfa. Other crops include potatoes, chilé, corn, fruit, onions and pecans. There is an improving ‘farm to table’ market serving a demand for locally produced agricultural products ranging from lettuces to melons as well as organically grown products particularly near and in municipalities.
