Beltline and Broadway for driving without headlights and dragging it's bumper down the street. I then arrived and smelled the odor of an alcoholic beverage coming from the driver and passenger. The driver, Stephanie Shellito stated she had hit the curb and was dragging her bumper from the Gering Shell gas station area. Later damage was found in the parking lot of a Western Storage.
