Mind Your P's and Q's: Revisiting the Insular Celtic hypothesis through working towards an original phonetic reconstruction of Insular Celtic Rachel N. Carpenter Bryn Mawr and Swarthmore Colleges 0.0 Abstract: Mac, mac, mac, mab, mab, mab- all mean 'son', inis, innis, hinjey, enez, ynys, enys - all mean 'island.' Anyone can see the similarities within these two cognate sets· from orthographic similarity alone. This is because Irish, Scottish, Manx, Breton, Welsh, and Cornish2 are related. As the six remaining Celtic languages, they unsurprisingly share similarities in their phonetics, phonology, semantics, morphology, and syntax. However, the exact relationship between these languages and their predecessors has long been disputed in Celtic linguistics. Even today, the battle continues between two firmly-entrenched camps of scholars- those who favor the traditional P-Celtic and Q-Celtic divisions of the Celtic family tree, and those who support the unification of the Brythonic and Goidelic branches of the tree under Insular Celtic, with this latter idea being the Insular Celtic hypothesis. While much reconstructive work has been done, and much evidence has been brought forth, both for and against the existence of Insular Celtic, no one scholar has attempted a phonetic reconstruction of this hypothesized proto-language from its six modem descendents. In the pages that follow, I will introduce you to the Celtic languages; explore the controversy surrounding the structure of the Celtic family tree; and present a partial phonetic reconstruction of Insular Celtic through the application of the comparative method as outlined by Lyle Campbell (2006) to self-collected data from the summers of2009 and 2010 in my efforts to offer you a novel perspective on an on-going debate in the field of historical Celtic linguistics. -

As I demonstrate, the methodologies available to early modern historians, many of which were developed by medieval chroniclers, were extraordinary flexible, able to meet a large number of scholarly and political needs. I argue that many early modern historians worked with medieval texts and genres not because they had yet to learn more sophisticated models for representing the past, but rather because one of the most effective ways that these writers dealt with the political and religious exigencies of their times was by adapting the practices, genres, and materials of medieval history. I demonstrate that the early modern national history was capable of supporting multiple genres and reading modes; in fact, many of these histories reflect their authors’ conviction that authentic past narratives required genres with varying levels of facticity. -

Old and Middle Welsh David Willis ([email protected]) Department of Linguistics, University of Cambridge 1 INTRODUCTION The Welsh language emerged from the increasing dialect differentiation of the ancestral Brythonic language (also known as British or Brittonic) in the wake of the withdrawal of the Roman administration from Britain and the subsequent migration of Germanic speakers to Britain from the fifth century. Conventionally, Welsh is treated as a separate language from the mid sixth century. By this time, Brythonic speakers, who once occupied the whole of Britain apart from the north of Scotland, had been driven out of most of what is now England. Some Brythonic-speakers had migrated to Brittany from the late fifth century. Others had been pushed westwards and northwards into Wales, western and southwestern England, Cumbria and other parts of northern England and southern Scotland. With the defeat of the Romano-British forces at Dyrham in 577, the Britons in Wales were cut off by land from those in the west and southwest of England. Linguistically more important, final unstressed syllables were lost (apocope) in all varieties of Brythonic at about this time, a change intimately connected to the loss of morphological case. These changes are traditionally seen as having had such a drastic effect on the structure of the language as to mark a watershed in the development of Brythonic. From this period on, linguists refer to the Brythonic varieties spoken in Wales as Welsh; those in the west and southwest of England as Cornish; and those in Brittany as Breton. A fourth Brythonic language, Cumbric, emerged in the north of England, but died out, without leaving written records, in perhaps the eleventh century. -

The texts which have been captured by typing or optical character recognition are processed for the purpose of lexicography. Firstly, all historical and dialectal word forms are annotated with their modern standard equivalents using software developed for this purpose. Then, using the modern standard annotations, the texts are processed using an existing finite-state morphological analyser and part-of-speech tagger. This method enables us to retain the original historical text, and at the same time have full corpus-searching capabilities using modern lemmas and inflected forms (one can also use the historical forms). It also makes use of existing NLP tools for modern Irish, and enables integration of historical and modern Irish corpora. McCrae, Clodagh Downey National University of Ireland Galway [email protected], [email protected], [email protected] Abstract Irish was one of the earliest vernacular European languages to have been written using the Latin alphabet. Furthermore, there exists a relatively large corpus of Irish language text dating to this Old Irish period (c. 700 – c 950). Beginning around the turn of the twentieth century, a large amount of study into Old Irish revealed a highly standardised language with a rich morphology, and often creative orthography. While Modern Irish enjoys recognition from the Irish state as the first official language, and from the EU as a full official and working language, Old Irish is almost incomprehensible to most modern speakers, and remains extremely under-resourced. This paper will examine considerations which must be given to aspects of orthography and palaeography before the text of a historical manuscript can be represented in digital format. Based on these considerations the argument will be presented that digitising the text of the Würzburg glosses as it appears in Thesaurus Palaeohibernicus will enable the use of computational analysis to aid in current areas of linguistic research by preserving original orthographical information. The process of compiling the digital corpus, including considerations given to preservation of orthographic information during this process, will then be detailed. Introduction Under the Gaeltacht Act 2012 the Gaeltacht was divided into 26 Language Planning Areas. Each area was given two years to prepare a Language Plan and the plan is to be implemented over a period of seven years. After some dicussion it was decided to form a body called Fóram Chois Fharraige um Phleanáil Teanga (Cois Fharraige Language Planning Forum). This body is representative of many voluntary community-based organisations operating in the five school areas of Na Forbacha, An Spidéal, An Cnoc, An Tulach and Ros a’ Mhíl. Údarás na Gaeltachta awarded the contract for the preparation of a language plan to the Forum, a contract was signed and funding was provided to prepare a plan. Work commenced in 2014. The challenges posed to the use of Irish as our community language vary greatly from area to area with the use of Irish weaker to the east of the Language Planning Area and stronger in the west. The use of Irish was mapped in a recent (2007 and updated in 2015) comprehensive sociolinguistic survey. The survey reports on the use of Irish in the five electoral divisions, which roughly reflect the five school areas. The three divisions west of An Spidéal are Category A (relatively strong Gaeltacht areas); An Spidéal is Category B (the use of Irish as a community language is under threat); and Na Forbacha is Category C (English is predominantly, but not solely, the language of the community). -

ORTHOGRAPHIC PRACTICES AND CULTURAL IDENTITIES This article owes its origins less to the paper by Kathleen Hughes (1980) suggested by this title, than to the interpretation put forward by Professor Derick Thomson (1968: 68; 1994: 100) that the Scots- based orthography used by the scribe of the Book of the Dean of Lismore (c.1514–42) to write his Gaelic was anomalous or an aberration − a view challenged by Professor Donald Meek in his articles ‘Gàidhlig is Gaylick anns na Meadhon Aoisean’ and ‘The Scoto-Gaelic scribes of late medieval Perth-shire’ (Meek 1989a; 1989b). The orthography and script used in the Book of the Dean has been described as ‘Middle Scots’ and ‘secretary’ hand, in sharp contrast to traditional Classical Gaelic spelling and corra-litir (Meek 1989b: 390). Scholarly debate surrounding the nature and extent of traditional Gaelic scribal activity and literacy in Scotland in the late medieval and early modern period (roughly 1400–1700) has flourished in the interim. It is hoped that this article will provide further impetus to the discussion of the nature of the literacy and literary culture of Gaelic Scots by drawing on the work of these scholars, adding to the debate concerning the nature, extent and status of the literacy and literary activity of Gaelic Scots in Scotland during the period c.1400–1700, by considering the patterns of where people were writing Gaelic in Scotland, with an eye to the usage of Scots orthography to write such Gaelic. -

Therefore I request that an Environmental Impact Study is conducted and circulated to the community before a decision is made with regards to this application. The impacts of the proposed development on the sensitive area of Galway Bay, its legally protected species and Habitats, have not been Appropriately Assessed as required by law. Ihave not been properly informed and Ihave not been consulted and included in the decision making process with regard to this application as required under the Aarhus Convention. Galway bay is known worldwide and with the Wild Atlantic Way bringing more tourists to the area which generates much needed jobs and income locally I am at a loss to understand why the impact on tourism has not been considered in this application. I am requesting that this is addressed before a decision is made with regards to this application No consideration has been given to the fact that Galway (City and County) has been selected as the European Capital of Culture for 2020.
