It is the product of an annual survey administered to the State Higher Education Executive Officers (SHEEO) offices in each state, with a couple of exceptions. There is no centralized coordinating or governing body for the two-year colleges in Arizona or for the technical institutes in South Dakota. Therefore, personnel at the individual institutions in those two states responded to this survey. A copy of the survey instructions can be found among the appendices. Beginning with the 2010-11 and continuing this year, this report presents published tuition and fees amounts as averages both unweighted and weighted by full-time equivalent enrollments. Unlike unweighted averages, which treat each institution equally no matter how big or small it is, enrollment-weighted averages provide a truer estimate of the published price a typical student faces based on enrollment patterns. Appendix E provides more information regarding enrollment weighting. Key Findings Unweighted average tuition and fees for resident undergraduates in 2011-12 at public four-year institutions in the WICHE region were $7,125, an increase over the previous year of $856 (13.7 percent). After adjusting for inflation, the change in average resident undergraduate tuition in the region was 11.3 percent over 2010-11. Tuition and fees for resident in-district students at public two-year colleges in the WICHE states, excluding California, averaged $3,123 in 2011-12, an increase of $276 (9.7 percent), or 7.4 percent after adjusting for inflation. Non-resident undergraduates at public four-year institutions in the region faced an unweighted average published price of $18,736 in 2011-12, an increase over the previous year of $1,300 (7.5 percent). After adjusting for inflation, the change in average non-resident undergraduate tuition in the region was 5.2 percent over 2010-11. Non- resident students at public two-year colleges in the WICHE states averaged $7,313 for tuition and fees in 2011-12, an increase of $198 (2.8 percent), or a 0.7 percent increase after adjusting for inflation. Tuition and fees for resident graduates in 2011-12 at public four-year institutions averaged $8,696, an increase over the previous year of $980 (12.7 percent). After adjusting for inflation, the change in average resident graduate tuition in the region was 10.4 percent over the 2010-11 school year. Unweighted average tuition and fees for non-resident graduate students in 2011-12 at public four-year institutions in the region were $19,055, an increase over the previous year of $1,303 (7.3 percent). After adjusting for inflation, the change in average non-resident graduate tuition in the region was 5.1 percent over 2010-11. iv Overall, the average percent change in resident and non-resident tuition and fees for four-year institutions were higher when tuition and fees were weighted by enrollment.
