SUMMARY

This annual report updates the tuition and fee prices published by all of the public higher education institutions in the WICHE member states. It is the product of an annual survey administered to the State Higher Education Executive Officers (SHEEO) offices in each state, with a couple of exceptions. There is no centralized coordinating or governing body for the two-year colleges in Arizona or for the technical institutes in South Dakota. Therefore, personnel at the individual institutions in those two states responded to this survey. A copy of the survey instructions can be found among the appendices.

Beginning with the 2010-11 and continuing this year, this report presents published tuition and fees amounts as averages both unweighted and weighted by full-time equivalent enrollments. Unlike unweighted averages, which treat each institution equally no matter how big or small it is, enrollment-weighted averages provide a truer estimate of the published price a typical student faces based on enrollment patterns. Appendix E provides more information regarding enrollment weighting.

Key Findings Unweighted average tuition and fees for resident undergraduates in 2011-12 at public four-year institutions in the WICHE region were $7,125, an increase over the previous year of $856 (13.7 percent). After adjusting for inflation, the change in average resident undergraduate tuition in the region was 11.3 percent over 2010-11. Tuition and fees for resident in-district students at public two-year colleges in the WICHE states, excluding California, averaged $3,123 in 2011-12, an increase of $276 (9.7 percent), or 7.4 percent after adjusting for inflation.

Non-resident undergraduates at public four-year institutions in the region faced an unweighted average published price of $18,736 in 2011-12, an increase over the previous year of $1,300 (7.5 percent). After adjusting for inflation, the change in average non-resident undergraduate tuition in the region was 5.2 percent over 2010-11. Non- resident students at public two-year colleges in the WICHE states averaged $7,313 for tuition and fees in 2011-12, an increase of $198 (2.8 percent), or a 0.7 percent increase after adjusting for inflation.

Tuition and fees for resident graduates in 2011-12 at public four-year institutions averaged $8,696, an increase over the previous year of $980 (12.7 percent). After adjusting for inflation, the change in average resident graduate tuition in the region was 10.4 percent over the 2010-11 school year. Unweighted average tuition and fees for non-resident graduate students in 2011-12 at public four-year institutions in the region were $19,055, an increase over the previous year of $1,303 (7.3 percent). After adjusting for inflation, the change in average non-resident graduate tuition in the region was 5.1 percent over 2010-11.

iv Overall, the average percent change in resident and non-resident tuition and fees for four-year institutions were higher when tuition and fees were weighted by enrollment. The inverse was found for the average percent change in enrollment-weighted resident and non-resident tuition and fees for two-year institutions.

Beginning July 1, 2005, Boise State University, Idaho State University, and Lewis-Clark State College charge “tuition fees” instead of a “matriculation fee”. The 2011 Idaho Legislature changed state law (House Bill 20, Idaho Code 33-3717) which included the University of Idaho the ability to charge “tuition fees” instead of a “matriculation fee”.

Implementing the standard rate per credit hour for Non-Resident Graduate students results in an unusually higher increase for 8 credits and below, decreases for 9 -14 credits and then increasing incrementally for 15 or more credit hours.

[28] UO student government approved a 6.8% decrease in Incidental Fees with student representatives supporting a $2 increase in Rec Center Fees.

Students are eligible for the COF voucher until they reach 145 credit hours of undergraduate study. Appendix A The Carnegie Classification of Institutions of Higher Education, 2010

The Carnegie Classification™ has been the leading framework for recognizing and describing institutional diversity in U.S. higher education for the past four decades. Starting in 1970, the Carnegie Commission on Higher Education developed a classification of colleges and universities to support its program of research and policy analysis. Derived from empirical data on colleges and universities, the Carnegie Classification was originally published in 1973, and subsequently updated in 1976, 1987, 1994, 2000, 2005, and 2010 to reflect changes among colleges and universities. This framework has been widely used in the study of higher education, both as a way to represent and control for institutional differences, and also in the design of research studies to ensure adequate representation of sampled institutions, students, or faculty.

To ensure continuity of the classification framework and to allow comparison across years, the 2010 Classification update retains the same structure of six parallel classifications, initially adopted in 2005. They are as follows: Basic Classification (the traditional Carnegie Classification Framework), Undergraduate and Graduate Instructional Program classifications, Enrollment Profile and Undergraduate Profile classifications, and Size & Setting classification. These classifications provide different lenses through which to view U.S. colleges and universities, offering researchers greater analytic flexibility.

These classifications were updated using the most recent national data available as of 2010, and collectively they depict the most current landscape of U.S. colleges and universities.

Descriptions below were pieced together using the language from the Carnegie Foundations web site. For full descriptions and more detailed information on classification procedures, refer to the Carnegie Foundation’s web-based interface, available at : http://classifications.carnegiefoundation.org/methodology/index.php.

Doctorate-granting Institutions

Institutions were included in these categories if they awarded at least 20 research doctorates in 2008-09. First professional and Professional doctoral degrees (J.D., M.D., Pharm.D., Aud.D., DNP, etc.) were not counted for the purpose of this criterion. Institutions which granted fewer than 20 research doctorates can be identified by using Custom Listings to intersect categories of the Basic and Graduate Instructional Program classifications. As in previous editions, these categories were limited to institutions that were not identified as Tribal Colleges or Special Focus Institutions.

Level of research activity Doctorate-granting institutions were assigned to one of three categories based on a measure of research activity. It is important to note that the groups differ solely with respect to level of research activity, not quality or importance.

The analysis examined the following correlates of research activity: research & development (R&D) expenditures in science and engineering; R&D expenditures in non-S&E fields; S&E research staff (postdoctoral appointees and other non-faculty research staff with doctorates); doctoral conferrals in humanities fields, in social science fields, in STEM (science, technology, engineering, and mathematics) fields, and in other fields (e.g., business, education, public policy, social work). These data were statistically combined using principal components analysis to create two indices of research activity reflecting the total variation across these measures (based on the first principal component in each analysis)

Master’s Colleges and Universities

Institutions were included in these categories if they awarded at least 50 master's degrees in 2008- 09, but fewer than 20 research doctorates (as defined above). Some institutions with smaller master's programs were also included (see below). As in previous editions, these categories were limited to institutions that were not identified as Tribal Colleges or Special Focus Institutions.

Program size Master's program size was based on the number of master's degrees awarded in 2008-09. Those awarding at least 200 degrees were included among larger programs; those awarding 100–199 were included among medium programs; and those awarding 50–99 were included among smaller programs. The smaller programs group also includes institutions that awarded fewer than 50 master's degrees if (a) their Enrollment Profile classification is Exclusively Graduate/Professional or (b) their Enrollment Profile classification is Majority Graduate/Professional and they awarded more graduate/professional degrees than undergraduate degrees.

Baccalaureate Colleges

Institutions were included in these categories if bachelor's degrees accounted for at least 10 percent of all undergraduate degrees and they awarded fewer than 50 master's degrees (2008-09 degree conferrals). In addition, these categories were limited to institutions that were not identified as Tribal Colleges or as Special Focus Institutions.

Among institutions where bachelor's degrees represented at least half of all undergraduate degrees, those with at least half of bachelor's degree majors in arts and sciences fields were included in the "Arts & Sciences" group, while the remaining institutions were included in the "Diverse Fields" group.

Institutions where bachelor's degrees represented at least 10 percent but less than half of undergraduate degrees were assigned to the Baccalaureate/Associate's category.

Associate’s Colleges

Institutions were included if their highest degree conferred was the associate's degree or if bachelor's degrees accounted for less than 10 percent of all undergraduate degrees (according to 2008-09 degree conferrals as reported in IPEDS). As in previous editions, these categories were limited to institutions that were not eligible to be classified as Tribal Colleges or Special Focus Institutions.

Special Focus Institutions

The special-focus designation was based on the concentration of degrees in a single field or set of related fields, at both the undergraduate and graduate levels. Institutions were determined to have a special focus with concentrations of at least 75 percent of undergraduate and graduate degrees. In some cases the percentage criterion was relaxed if an institution identified a special focus on the College Board’s Annual Survey of Colleges, or if an institution's only recognized accreditation was from an accrediting body related to the special focus categories.

34 Appendix E Methodology

Since 1980, WICHE has collected tuition and fees data annually from public four-year and two-year institutions in its 15 member states. The data are generally provided by staff at system offices or at state higher education governing and coordinating board offices; a small number of individual institutions provide their data directly. Each year, respondents are asked to provide current published tuition and fees data for resident and nonresident undergraduate, graduate, and professional students in public four-year colleges and universities, and for resident and nonresident students in public two-year colleges. Data are charged to full-time students attending for the full academic year, except special sessions and summer terms. Respondents were asked to indicate tuition and mandatory fees separately. In addition, they are asked to verify and, if necessary, correct previously reported data.

The 2011 survey was mailed to state governing and coordinating board staff in June 2011. Surveys were returned by October 2011. The survey data were reviewed for possible errors, and problems were discussed with the staff in the appropriate office. This year’s breakdown by institutional type used the “Basic Classification” of the 2010 revision to The Carnegie Classification of Institutions of Higher Education; more information on the Carnegie classifications is available at http://classifications.carnegiefoundation.org/index.php.

This year’s edition provides enrollment-weighted averages of tuition and fees in addition to the unweighted averages historically reported. WICHE used the Fall Enrollment Survey from the National Center for Education Statistics’ (NCES) Integrated Postsecondary Education Data System (IPEDS) to determine full-time equivalents (FTEs) for each public 2-year and 4-year institution in the West. The weighted averages used FTEs by institution as the weights and FTE was calculated as equal to the full- time enrollment plus 1/3 of the part-time enrollment as reported in IPEDS for the applicable year. 2011-12 enrollment weights used the 2010-11 FTE figure since the enrollment data are not yet available.
