    SENATE JOINT RESOLUTION 695 By Burks A RESOLUTION recognizing Watson and Mack Brown on becoming the winningest coaching brothers in NCAA Division I history. WHEREAS, on November 9, 2013, Tennessee Technology University’s Golden Eagle football team cruised to an easy 41-16 victory over Southeast Missouri. Later that same day, the Longhorns of the University of Texas outlasted the West Virginia Mountaineers in a hard- fought overtime game that ended in the score of 47-40 in favor of Texas; and WHEREAS, with those two victories, Watson Brown, head coach of the Golden Eagles, and Mack Brown, head coach of the Longhorns, became the winningest brothers in NCAA Division I history; and WHEREAS, Cookeville natives Watson and Mack Brown, grandsons of Cookeville High School coaching legend Eddie “Jelly” Watson, at one time the winningest coach in Middle Tennessee, equaled the mark of 362 victories set by Bill and Vince Dooley with the Golden Eagles’ victory and surpassed it, establishing a new record of 363 victories, when the Longhorns beat the Mountaineers; and WHEREAS, the Browns each have twenty-nine years of head coaching experience. Watson Brown served as the head coach of Austin Peay, Cincinnati, Rice, Vanderbilt, Alabama- Birmingham, and Tennessee Tech; Mack Brown led the teams of Tulane, North Carolina, and Texas, during which period elder brother Watson led his teams to 126 victories and younger brother Mack tallied 237 head coaching wins; and WHEREAS, the Brown brothers credit their strong family values, instilled in them by their parents and grandparents when the brothers were growing up in Cookeville, for their success.

    deference to state high school athletic associations and educational institutions regardless of the adverse effects on students who are deemed ineligible to participate in interscholastic athletics, reflects the judiciary’s strong desire to avoid interfering with and micromanaging the high school educational process.69 In a forthcoming article Professor Timothy Davis and I have proposed that a high school or college athlete should be denied an opportunity to participate in a sport only if doing so actually furthers a legitimate objective of the governing body or a school such as ensuring academic integrity, maintaining competitive balance and fair play, or promoting appropriate standards of conduct.70 In summary, United States law does not establish any constitutionally protected or fundamental right to participate in sports. Nevertheless, Olympic and professional athletes are provided a means to seek independent de novo review of eligibility decisions, usually through a system of private arbitration. In contrast, despite the significant benefits of participation in intercollegiate or interscholastic sports competition, U.S. courts almost uniformly refuse to recognize a legally protected interest in interscholastic or intercollegiate athletic participation or apply more than very limited rational basis scrutiny of student-athlete eligibility determinations unless there is exclusion or discrimination prohibited on constitutional or statutory grounds. ___________ 69.     COLLEGE FOOTBALL January 9, 2018 Local star Woodson named to College Football Hall of Fame Fremont Ross legend to be inducted with Class of 2018 in New York on Dec. 4 Staff report ATLANTA - The National Football Foundation (NFF) and College Hall of Fame on Monday announced the 2018 College Football Hall of Fame Class, led by Fremont Ross and University of Michigan standout Charles Woodson. A total of 10 First Team All-America players and three standout coaches were selected from the national ballot of 75 players and six coaches from the Football Bowl Subdivision and the 98 players and 31 coaches from the divisional ranks. Woodson, the All-America defensive back at Michigan from 1995-97, was surprised on camera a day earlier while working as an NFL analyst on “Sunday NFL Countdown” when Sam Ponder, host of the ESPN program, handed him a commemorative football provided by the NFF to mark the occasion. The rest of the 2018 College Football Hall of Fame Class were announced Monday morning during “SportsCenter” on ESPN at Mercedes-Benz Stadium in Atlanta, site of Monday night’s College Football Playoff National Championship. Woodson, the only primarily defensive player to ever win the Heisman Trophy, guided Michigan to a national championship during one of the best careers in college football history. He becomes the 31st Wolverine player to be inducted into the College Football Hall of Fame. A two-time First Team All-American, Woodson earned unanimous honors after his remarkable 1997 season at Michigan — the same year he claimed the Heisman, Walter Camp Award, Bronko Nagurski Trophy, Chuck Bednarik Award and Jim Thorpe Award.
