Executive Engineer, BPPD-II/E&AM Sector/KMDA INSTRUCTION TO BIDDERS Instruction / Guidelines for Quotations for electronic submission of Quotations online have been annexed for assisting the contractors to participate in e- Quotation. 1. Registration of Contractor: - Any contractor willing to take part in the process of e – Quotationing will have to be enrolled & registered with the Government e – Procurement system through logging on to https://wbtenders.gov.in.The contractor is to click on the link for e – Quotationing site as given on the web portal. 2. Digital Signature Certificate (DSC) :- Each contractor is required to obtain a class - II or class – III Digital Signature Certificate (DSC) for submission of Quotations from the approved service provider of the national Information’s Centre (NIC) on payment of requisite amount details are available at the Web Site stated in Clause -1 of Guideline to Bidder. DSC is given as a USB e – Token. 3. Collection of Quotation documents: -The contractor can search & download NIQ & Quotation documents electronically from computer once he logs on to the website mentioned Clause 1 using the Digital Signature Certificate. This is the only mode of collection of Quotation documents. 4. Submission of Quotations :- a) General process of submission:- Quotations are to be submitted through online to the website stated in Cl.1 in two folders at a time for each work, one is Technical bid and other is Financial Bid before the prescribed date and time using the Digital Signature Certificates. b) Technical Bid: - Technical Bid contain scanned copies of the followings further in two cover (folder). A-1.Statutory Cover Containing. i) Demand Draft/Pay Order towards earnest money (EMD) as prescribed in the NIQ. ii) NIQ. iii) Duly fill-up Declaration as per prescribed format with manual Sign & Stamp. N.B: Bidder must download KMDA Quotation Form No-1, General Terms and Condition, Special Terms & Conditions, Technical Specifications, all other addendum, Corrigendum etc. whatever documents uploaded by the department in the web under the NIQ and must go through carefully before quoting his rate. These documents are not necessarily be uploaded by the bidder. A-2. Non Statutory/Technical documents Cover containing. A. 1) Income Tax e-Return (For last 3yrs) 2) Audited Balance Sheet (For last 3yrs) 3) Pan Card. 4) Professional Tax Enrolment certificate with current year challan. 5) Valid 15 digit Goods and Services Taxpayer Identification Number (GSTIN) under GST Act. 2019. 6) Valid Renewed Trade License. 7) Bank solvency certificate. REGULATION 2017 Provisions relating to Doctorate Degree The following Amendments to the Ph.D. Regulations 2010 of Jadavpur University, in consonance with UGC M.Phil / Ph.D Regulations 2016, shall be applicable to all Ph.D. programmes offered by the university, and to the Ph.D. programmes offered by other institutes that are recognized by and affiliated to Jadavpur University, with effect from May 16, 2017. Award of degrees to candidates registered for the Ph.D. programme on or after July 11, 2009, but before May 16, 2017, shall be governed by the Ph.D. Regulations 2010 of Jadavpur University that were adopted in consonance with provisions of the UGC (Minimum Standards and procedure for Awards of Ph.D Degree) Regulation, 2009. 17. The University will award the following Doctorate Degrees: i) D.Litt. in Arts; D.Sc. in Science, Engineering & Technology / Pharmacy ii) Ph.D. (Arts); Ph.D. (Science); Ph.D. (Engg. / Pharm.) in Arts, Science and Engineering & Technology / Pharmacy respectively. Most of the busy traffic intersection points in Kolkata are badly affected by huge traffic congestion. Park Circus Seven Point Crossing, Behala Chowrasta , Shyambazar Five Point Crossing, M.G Road, Gariahat, Jadavpur Police Station Crossing, Ultadanga, Science City Connector, Esplanade, B.B.D Bag are some of the important intersection points which have been considered as major congested traffic points in Kolkata. Encroachment of the road by pavement dwellers and illegal car parking has reduced the widening space of the road and even improper construction of road divider, unscientific construction of speed breaker, size and weight of the car, problem of traffic signaling system and traffic diversion, more number of on road personalized cars, two wheelers and autos are some of the reasons behind the traffic congestion in the city of Kolkata. Due to traffic jam a substantial portion of working hours have to be left on street which directly put adverse impact on economy. Congestion causes tremendous vehicular air pollution within the city of Kolkata. According to the survey conducted by West Bengal Pollution Control Board in the year 2012-2013, it has been observed that concentration of major vehicular air pollutants such as So2, NO2, Pb, NOX, SPM, RPM, Benzene, Volatile Organic Compounds, CO and CO2 are high in proportion at some of the major traffic points include Esplanade, B.B.D Bag, Shyambazar, Park Circus, Gariahat,, Tollygunge Phanri, M.G Road crossing,Ultadanga, Science City Connector due to maximum congestion during peak hours.
