Lourdes Munarriz University of the Philippines-Diliman Social Weather Stations Gerardo Sandoval CALL OF MEETING TO ORDER Dr. Allan Bernardo, PSSC Chairperson, called the meeting to order at 12:00 noon PROOF OF QUORUM Dr. Grace Gorospe-Jamon, PSSC Executive Director, confirmed the presence of a quorum, with representatives from 14 regular members and 21 out of 35 associate members in attendance. She also acknowledged the presence of former officers of PSSC – Virginia Miralao and Nestor Pilar. APPROVAL OF THE PROPOSED AGENDA The General Assembly approved the proposed agenda. APPROVAL OF THE MINUTES OF THE 2009 ANNUAL GENERAL MEMBERSHIP MEETING The General Assembly approved the minutes of the 2009 Annual General Assembly with a minor correction on page 9, which should read “Mindanao State University” instead of “Marawi State University.” BUSINESS ARISING FROM THE MINUTES OF THE PREVIOUS MEETING Dr. Jamon informed the body that the items arising from the minutes of the previous meeting will be taken up in the reports of the Chairperson, Treasurer and the Membership Committee Chair. NEW BUSINESS Chairperson’s Report Dr. Allan Bernardo, PSSC Chair, thanked all the members of the Board of Trustees who helped steer the Council during the past two years. He noted that 2009 marked the final year of Dr. Virginia Miralao as PSSC Executive Director. He introduced the new Executive Director, Dr. Grace Gorospe-Jamon, who took over the post in January 2010. Dr. Jamon is a professor of political science at the University of the Philippines and president of the Association of Schools of Public Administration in the Philippines. Dr. Bernardo emphasized that much of the success of the Council depends on the compliance of member-organizations with PSSC’s membership requirements. He thanked the members of the Membership Committee for strictly enforcing the requirements and the member-organizations for observing them. Dr. Bernardo proceeded to present the achievements of the Council for 2009. He reported that the Council funded the thesis/dissertation work of ten graduate students under the Research Award Program. The Research Committee also 8 reviewed and introduced improvements in the RAP application guidelines and forms to make these more concise and easy to evaluate. The Council likewise supported the participation of nine scholars in international conferences/workshops under the Travel Assistance Program. Dr. Bernardo added that for the third round of selection, two individuals were awarded the PCPD Graduate Fellowship. Meanwhile, 29 individuals were successfully selected as fellows of the Ford Foundation International Fellowship Programs-Philippines. PSSC signed a new agreement with the Asian Scholarship Foundation to recruit applicants for one more round of the ASIA Fellows Awards. Dr. Bernardo mentioned that PSSC once again partnered with the University of the Philippines in organizing the Violet E. Wurfel ASEAN Lecture Series. PSSC hosted the lecture of Dr. Michael Lim Mah Hui on “Trends and Prospects in Malaysian Politics” at the Philippine Social Science Center on 12 March 2009. PSSC remained an active member of the Association of Asian Social Science Research Councils (AASSREC) and the International Social Science Council (ISSC). Seven Filipino delegates from PSSC and its member-organizations participated in the First World Social Science Forum (WSSF) organized by ISSC on 10-12 May 2009 in Bergen, Norway. Likewise, PSSC representatives attended the 18th AASSREC Biennial General Conference held on 27-29 August in Bangkok, Thailand. In the AASSREC Business Meeting convened towards the end of the conference, PSSC was elected First Vice President and thus will assume Presidency in the next biennium and host the 2013 biennial conference. The eighth publication of the Philippine Migration Research Network entitled State, Politics, Nationalism Beyond Borders: Changing Dynamics in Filipino Overseas Migration was also released in 2009. The said issue was composed of four articles and was edited by UP Political Science Professor Jorge Tigno. Dr. Bernardo reported that a strategic planning workshop and two follow up planning meetings were held to lay down the Council’s strategic goals for the medium-term. He said that a number of projects and activities have been lined up to actualize the strategic intents. These activities include quarterly fora; PSSC- CHED research training program; digitization of the Frank Lynch SJ Library collection and creation of an electronic repository; and publication of a Philippine Social Science Report. The General Assembly 2010-02-01 Accepted the Chairperson’s Report. (The full text of the Chairperson’s Report was included in the 2009 annual report, which was distributed to the members during the General Assembly.) Treasurer’s Report Dr. Isabel Martin, PSSC Treasurer, presented the 2009 financial performance of the Philippine Social Science Council. She noted that the Council’s approved budget in 2009 is considerably lower than that of the approved budget in the year 2008 because PSSC did not expect to engage in any big event in 2009. Dr. Martin reported that PSSC earned P4.29 million from regular income sources which was what the Council expected due to higher than expected earnings from investment and interest income and from project management fees. Expenditures for Council Programs and Services remained within budget at P4.6 million. In terms of PSSCenter income, PSSC exceeded its target by 10 percent, earning P9.25 million as a result of good occupancy rate of PSSCenter office units. Expenses, on the other 9 hand, did not differ too much from what the Council projected at the beginning of 2009. The difference lies only in one budget line—Rental Discount—which reflects PSSC subsidy for the use of the PSSC Auditorium and other function room facilities by PSSC members. PSSC earned a surplus P1.391 million income for the year after the fund transfer to Council Programs and Services and after deducting income tax payments and depreciation costs. The PSSC Board has approved the use of 50 percent of the surplus for continuing building improvements and the other 50 percent for PSSC’s Endowment Fund. Dr. Martin also presented PSSC’s approved budget for 2010. She noted that the 2010 budget is higher than the 2009 budget, in part because of the Council’s good performance in 2009 and in part because of the potential projects
