    Club Rugby - The Heart of the Union In the professional era, which has been increasingly dominant in the game since the mid 1990’s, one of rugby’s basic tenets has been inevitably undermined. That is the concept that Clubs, both on the field and off as community forces, are the foundation of the game and that their interests should be paramount. A provincial union after all, is essentially a collection of Clubs who are the game’s true owners. To its credit, since its formation in 1985, North Harbour has always striven to give Club rugby, from premier down to the Saturday morning junior grades, the recognition it deserves. And even in recent years, when All Blacks, Super 12/14 players and occasionally provincial representatives, no longer appear regularly for Clubs and for those few at elite level, never at all, that mantra has still applied. A special promotion has always been made of Club finals day. As well as the premier final, plate and pool playoffs have also been held and either as curtain-raisers or on adjacent grounds, the finals have generally held for reserves, under 21 and under 19 grades. With most of the union’s Clubs involved, crowds, firstly at Onewa Domain and since 1997 at Albany, have occasionally approached five to six thousand. There was a slight variation to the programmes in 2009, with the premier grade championship and plate-finals being the only two games played because of the need to fit in with the start of the Air New Zealand Cup. There was still a bumper attendance at Albany and the union, again to its credit and that of the new representative coaches, Craig Dowd and Jeff Wilson, allowed the Clubs full use of their top players.

    i Unions, Leagues and Franchises: The Social Organisation of Rugby Union in New Zealand ________________________________________ A thesis submitted for the degree of Doctor of Philosophy in Sociology at the University of Canterbury By Camilla Obel _________________________________________ University of Canterbury 2001 ii Til min mor og Matthew i ABSTRACT The amateur game of rugby union is analysed by focussing upon the struggles for control between national and local unions and players. Using historical material and interviews with administrators, current players in the New Zealand national team, the All Blacks, and Canterbury, a local provincial union, I show how the game of rugby union consolidated as the national game. I follow these actors through the shift to a global professional game sponsored by television networks and show how the local advantages in the New Zealand game come to be reconfigured in this context. In the first half of the thesis I argue that a contested and continuous process of indigenisation secured both the national popularity of the amateur game, against the threat of the rival code of professional rugby league, and maintained all-important competitive ties between the national team and Britain. Protection against threats from the rival code was secured by the centralised New Zealand Rugby Football Union (NZRFU) creating two national teams, the All Blacks (1905), composed of both ‘white’ and Maori players, and the New Zealand Maori team (1910) composed only of indigenous Maori players. Further, the establishment of a national challenge competition, the Ranfurly Shield (1902), and the formation of a national league, the National Provincial Championship (1976), secured local and national publics for the amateur game.

The purpose of this briefing is to provide you with the final amounts awarded through the Community Resilience Fund – Phase Two (CRF 2). This background document will be proactively released on Sport NZ’s website on Wednesday 14 October 2020 Community Resilience Fund – Phase Two Overview 2. CRF was initially a $10M fund, distributed by Regional Sports Trusts (RSTs) to regional and local organisations. Due to the demand for the fund in the initial three weeks, further funding was approved and the total fund was increased to $15M. 3. RSTs have approved 2,070 applications and have allocated just over $14.954 million for regional and local organisations to cover fixed and operational costs for the period 1 July 2020 to 30 September 2020. 4. Applications for the fund closed on Friday 4 September 2020. However, Aktive received a two week extension to close on Friday 18 September 2020 as a result of Auckland being placed into Alert Level 3. We anticipated that this would result in worsening financial situations for organisations in the regions due to further reductions in revenue, and an increase in the number of organisations that were eligible to apply for support. Outlined in the tables below are details of the recipients and amounts awarded through the CRF 2. Note: Funds paid to applicants were inclusive of Government Services Tax where applicable. This background document will be proactively released on Sport NZ’s website on Wednesday 15 July 2020. Community Resilience Fund – Phase One overview 2. On 7 May 2020 Sport NZ announced a $25 million package to provide short-term relief to the play, active recreation and sport sector which had been adversely impacted during the Covid - 19 pandemic. The package was made available through savings achieved from the reprioritisation of Sport NZ’s work programme in the wake of Covid-19, as well as from drawing down on cash reserves. 3. The first fund made available through the short-term relief package was the CRF. The CRF opened on Monday 11 May 2020 and was administered through New Zealand’s 14 Regional Sport Trusts. 4. CRF Phase One closed on 19 June 2020 and outlined in the tables below are details of the recipients amounts awarded through the CRF. 5.
