INTRODUCTION In late November, we received 70 representatives from DIPD partners around the world here in Denmark. They came from far reaches of the world with one collective purpose; to observe the 2017 Danish local elections. We happily received representatives from 13 different countries, namely Tanzania, Kenya, Malawi, Bhutan, Myanmar, Palestine, Nepal, Egypt, Columbia, Ukraine, Bolivia, Philippines and Malaysia The KV17 Study Tour has been an opportunity to share, inspire and learn – not only from the Danish local democracy but also by fostering relations and knowledge sharing across delegations. At the same time, it was also an occasion for DIPD and the Danish political parties to learn from the delegates experiences with local politics in their home countries. The overall purpose of the study tour was to strengthen the capacity to work with local level politics by studying the Danish Municipality Elections and bringing home useful knowledge, experiences and skills. The focus of this year’s study tour was youth inclusion in local politics. This includes a special attention to young candidates, youth as an important force in campaigning and the mobilization of young voters. The Danish democratic system is no blueprint. DIPD is not interested in exporting the Danish way of conducting local elections. The aim of this study tour was simply to share what Denmark has developed over many decades, and for the Danish local politicians to learn from the delegates in return. When we look across the many DIPD programs, they have one thing in common: it is in the meeting and mirroring between politically active people, across cultures and nationalities, that the useful idea generation takes place. This was very much what happened in the course of a week, a cold, windy, heartwarming weeklong gathering of friends, united in election observation. OBJECTIVES AND PROGRAMME The overall purpose of the study tour is to strengthen the capacity of partners in their work with youth inclusion in local level politics, based on inspirations from the ‘Danish Way’. At the same time the presence of multiple parties, representing countries with different political situations, enables a productive south-south environment. The KV17 programme consists of three overarching elements: an introductory seminar, a local community programme and an action lab seminar. OBJECTIVES The objectives of the introductory seminar are the following: 1. Provide the delegates with an introduction to the most important aspects of the local election system, the Danish local democracy, the history and how council members are elected. 2. Provide an understanding of the most important issues (political and substantive) at stake in this election and how parties are positioned on these issues. 3. Explain the role of the Danish youth in politics and what past, present and future obstacles they might be facing. The objectives of the local community programme are the following: 1. To serve as a reality check and link between the introductory seminar and the action lab seminar. 2. To provide an opportunity to experience how the electoral process and the Election Day is managed at the local community level in different parts of the country and partake in the electoral activities. 3. To experience how ordinary members and officials of the political parties engage with their constituencies, and to learn about the multiparty negotiations and coalition building, taking place through dialogue. The objectives of the action lab seminar are the following: 1. To challenge and share existing perspectives regarding youth in politics and local democracy by engaging in discussions on different procedures and believes. 2. To discuss how the lessons learned can be relevant in the very different local level political settings, which the delegates are representing. 3. For each delegate to develop his/her own action points to solve the problems and challenges upon return home. PROGRAMME The development of this year’s programme was all about creating a dynamic and inspirational package for the delegates. We wanted the programme to invite the delegates to reflect, to engage, to question and to listen. The aim was to create a programme that was useful as well as meaningful for every single participant, being an academic or not, being an MP or not, being woman or man, being young or old. The main focus of the programme has been on the democratic functioning and structure of parties and how to establish sustainable political dialogues. One of the key ingredients in a seminar like KV17 is contributions from the participants. The programme thus aimed at encouraging debate and dialogue, providing everyone with responsibility for a fruitful seminar outcome. See the programme in annex 1. 5 KV17 STUDY TOUR FOR DIPD PARTNERS 3. SPECIAL FOCUS: YOUTH INCLUSION IN POLITICS Women and youth inclusion are important areas, as we in Denmark have a lot of useful inspiration and experiences to offer in this regard. DIPD believe that women, young people and dialogue are extremely important ingredients to foster democracy. During the previous DIPD study tour back in 2013 the focus of the seminar was on women in politics. For the 2017 study tour DIPD chose to focus on youth inclusion. There are more new than established democracies in the world today, and in transition countries the inclusion of youth in politics is particularly important.

The example of Tom Kent illustrates the argument. A leading adviser to Lester B. Pearson and the Liberal Party from the late 1950s to the early 1970s, Kent argued for expanding social security in a way that had a number of affinities with social democracy. In his paper for the Study Conference on National Problems in 1960, where he set out his philosophy of social security, and in his actions as an adviser to the Pearson government, he supported social assis- tance, universal contributory pensions, and national, comprehensive medical insurance. L 29 om omdannelse af retsforbeholdet til en tilvalgsordning tilvejebringes imidlertid mulighed for, at et flertal i Folketinget allerede derved kan forpligte Danmark til at afgive suverænitet på asyl- og udlændingeområdet, som forslagsstillerne ønsker. Beslutningsforslaget er således med DF’s øjne overflødigt. DF ønsker ikke, at Danmark afgiver suverænitet på asyl- og udlændingeområdet og har af samme årsag anvist indgåelse af en parallelaftale eller anvendelse af en tilvalgsordning i begrænset form som alternativ til vedtagelse af lovforslag nr.     HIGH-LEVEL STATEMENT1 We made promises which we intend to keep. We promised that women and girls would be at the center of many of the Sustainable Development Goals which the world came together to agree in 2016. America’s Global Gag Rule breaks that promise as it has a chilling effect on health services for the world’s most vulnerable women and girls. It will imperil millions of women and girls’ lives by increasing unintended pregnancies and unsafe abortions. It will also reverse decades of progress on reproductive, maternal and child health by putting critical health and family planning services and supplies out of reach for those who most need them. There are currently 225 million women in developing countries who want to avoid pregnancy but are not using modern contraception. Maternal mortality is the second‐leading cause of death for girls aged 15 to 19 years old, and the burden of unsafe abortion also falls overwhelmingly on the poorest. The evidence shows that access to contraception is transformative for girls, women and their families and communities. It is linked to greater gender equality, educational attainment and economic development. Health providers around the world face a painful choice between losing their US funding and losing the freedom to offer a full range of reproductive health services. We’ve been here before. Since its inception in 1984, the Global Gag Rule has been put into place at the start of every Republican administration and promptly rescinded under each Democratic administration. It’s time to take politics out of gender rights.

This thesis aims to contribute to the contemporary literature on liberal parties by examining 33 Eu- ropean democracies and covering a time period including observations of 75 years. The empirical analysis shows that liberal parties are distinguishable from the other party families on their emphasis on human rights and freedom. Then, this thesis investigates the impact of economic conditions on liberal parties’ relative emphasis on human rights and freedom. The findings illustrate that higher levels of unemploy- ment rate decrease liberal parties’ relative emphasis on human rights and freedom and increase their relative emphasis on economic issues. Its effect on the relative em- phasis on human rights and freedom issue and economic issues is substantive when the distributions of the dependent variables are considered. This finding may demon- strate the liberal parties’ responsiveness to changing needs of the electorate and a value change in politics too.

Det er regler, som vi siden 2016 har vidst er i strid med EU-retten, fordi generel og udifferentieret logning udgør et indgreb navnlig i retten til respekt for privatli- vet og til beskyttelse af personoplysninger.

Politiske bemærkninger Enhedslisten og Inuit Ataqatigiit Enhedslistens og Inuit Ataqatigiits medlemmer af udvalget bemærker, at der er en principiel udfordring i, at regeringen fremsætter ændringslovforslag til en lov, der gælder i hele rigsfællesskabet. Det fremgår i høringsoversigten, at regeringen har til hensigt at udarbejde en kongelig anordning for Grønland og Færøerne senere. Når dette sker, vil Inatsisartut komme med en udtalelse, jf. selvstyreloven, men det er uskøn proces, når der er tale om en lov, der omhandler hele rigsfællesskabet, som ændres i forskellige tempi, afhængigt af hvor i rigsfællesskabet man som borger befinder sig. 3. Udvalgsarbejdet Lovforslaget blev fremsat den 3. oktober 2018 og var til 1. behandling den 11. oktober 2018. Lovfor- slaget blev efter 1. behandling henvist til behandling i Forsvarsudvalget.
