This updated rule book will help you with questions you might have about American Legion rules, particularly those involving play in Minnesota. Each year, we try to make modifications in the language to make the rules more clear – and to reflect changes in National rules and / or action taken by the State Baseball Committee. It is highly recommended that you review this year’s Rulebook thoroughly, cover-to-cover. Some highlighted items: 1. Pitch Count Rule. (See Rule 1.P. in this rule book.) For the 2019 season the maximum number of pitches allowed, per day is, again, 105 (applies to both Senior and Junior teams); the "Day of Rest" schedule remains the same as 2018's. Additionally, no player may make more than two (2) appearances as a pitcher during any consecutive three-day period. It is highly recommended that teams follow the pitch count rules during the entire season. (Minnesota Legion Baseball will continue to follow the Major League rule for signaled intentional walks, versus requiring pitches to be thrown.) 2. Length of Games. (See Rule 1.L.) In 2018, National formally adopted 7-inning games for the entire season -- including for playoffs, state tournaments, as well as the regional / national tournaments. (See Rule 1.L.) 3. Courtesy Runners, Player Re-Entry. (See Rules 1.M. and 1.N.) Courtesy Runners and Player Re-Entry is permitted for all teams, but, for Division I teams, such is allowed during the regular season only. Beginning with playoffs, Senior Division I teams may NOT utilize Courtesy Runners or Re-Entry. 4. Designated Hitter Rule. (See Rule 1.O.) Senior teams may only DH for the Pitcher, during the entire season. Senior Teams, however, may use a 9-player lineup where the pitcher occupies the position of both pitcher and DH – P/DH must be listed on the lineup card at the beginning of the game. 5. Player & Coach Uniforms. Please be reminded that all player uniforms must display the American Legion Baseball emblem patch on the left sleeve or left chest. Coaches must be in a like uniform of the team to go onto the field. Beginning with playoffs, uniforms, wind shirts / jackets worn by coaches must also display the American Legion Baseball emblem patch. (See Rule 9A.) 6. Background Checks & Concussion training. (See Rule 2.A.) Again in 2019, all coaches (and anyone else on your staff who has regular, direct contact with players) must pass an ANNUAL background check through National's designated provider. Thus, it is imperative that you enter every coach on your staff into the national registration system and that they all complete background checks. District (and Tournament) Directors will be monitoring team compliance, at games and tournaments. Concussion certification requirements began with the 2012 season, and training is valid for three (3) years. Make sure that all new coaches (as well as any coaches whose certification may be expiring this season) complete the free training. 7. Team Registration. In order to compete in 2019, teams must again register, pay fees and purchase insurance through the national registration system website: www.baseball.legion.org. The payment of fees and purchase of insurance is a two-part process this year -- AND teams must forward (via email) their receipt for insurance purchase to the State Director. Any questions or issues with electronic registration and/or the purchase of insurance should be directed to your District Director. Help is also available on our state website: www.minnesotalegionbaseball.com. 8. Forms. In addition to registering electronically with National, you must submit Forms 76 and 77, as requested, to your District Director by June 15 (or earlier if your District Director requests them earlier). NOTE 1: You must secure a fully-completed Form 2 from every player, before they commence participation in any practices or games with your team. To save you and your District Director copying time and expense, beginning in 2015, the State office discontinued collecting and maintaining copies of these permanently on file. Therefore, your District Director will ask you to submit the originals for review, and the originals will then be returned to you. (It is advised that teams retain them for at least 5 years.) During playoff (and state) tournament check-in, you will be required to present each player's original Form 2, in addition to proof of age (e.g., original birth certificate, passport, as outlined in Rule 2 of this rule book). NOTE 2: If you plan to roster any player through a Form 76 Transfer (waiver), separate, advance approval (e.g., by email, verbal discussion) must first be obtained from the State Director by June 10. Work through your District Director on this. (For clarification, Declaration Form 77 is used in situations in which a player has the choice, under the Option Rule, of playing for two different teams; for example, he lives in one team's Base School Attendance Area, but attends school in another. Once this election is made, it is valid for the duration of the player's Legion eligibility. Transfer Form 76, on the other hand, is used in situations in which a neighboring team, which is carrying a full roster of 18, waives a player, so that he can tryout with the next closest team to his home address -- a team which otherwise would not
