    PUBLIC NOTICE Manchester City Council Designation for Selective Licensing Manchester City Council hereby gives notice of the designation of Selective Licensing scheme affecting private landlords in accordance with section 80 of the Housing Act 2004 for the area outlined in the map below, within the Old Moat ward. The designation was made under The Housing Act 2004: Licensing of Houses in Multiple Occupation and Selective Licensing of Other Residential accommodation (England) General Approval 2010, pursuant to section 82, of the Housing Act 2004 and was made on the 22 January 2018. The designation will come into force on 23 April 2018 and will have effect until 22 April 2023. A full list of the addresses including map of the area may be viewed online at www.manchester.gov.uk/selectivelicence. The designation may be inspected at the Council offices located at Hammerstone Road, Gorton, Manchester, M18 8EQ. The designation applies to any house, which is let or occupied under a tenancy or licence within the area specified in the map below unless one of the exemptions specified in the Act applies. All private landlords who rent out property which falls within this area must apply for a licence. Failure to obtain a licence will be an offence under s95(1) of the Housing Act 2004 liable on conviction of a unlimited fine and may also result in a Management Order being made for the property.     Notes: This spreadsheet ranks wards in Greater Manchester by their 'after housing costs' child poverty rate from highest to lowest. This is done using data published by End Child Poverty in 2019. The data also ranks areas based on the proportion of the population in a ward classified as black and minority ethnic (BAME) in census data. The higher the proportion of people who are BAME in a ward the higher the rank. This data shows that areas with the highest BAME populations in Greater Manchester are often the areas with the highest rates of child poverty. Election results from the immediate post-reorganisation period were painstakingly collected by Alan Willis largely, although not exclusively, from local newspaper reports. From the mid- 1980s onwards the results have been obtained from each local authority by the Elections Centre. The data are stored in a database designed by Lawrence Ware and maintained by Brian Cheal and others at Plymouth University.     Fallowfield (Old Moat) and Withington Neighbourhood Mosaic Profile Summary • There are just under 11,500 households in the Fallowfield and Withington One Team Neighbourhood (made of Old Moat and Withington wards). • The neighbourhood is dominated by three household types that reflect the number students living in the area, namely Learners and Earners, Student Scene and Central Pulse. Together, these cover over half (59%) of all households in the area. • There are relatively few households in the neighbourhood containing people whose social circumstances suggest that they may require high or very high levels of support to help them manage their own health and prevent them becoming high users of acute healthcare services in the future. In contrast, over 90% of households in Withington and 60% of households in Old Moat contain people that we estimate may require low or very low levels of support to help them manage their own health. Introduction This profile provides more detailed information about the people who live in different parts of the neighbourhood. It draws heavily on the insights that can be gained from the Mosaic population segmentation tool. What is Mosaic?
