Project Description: The San Francisco Bay Area Rapid Transit District (BART), in cooperation with the City and County of San Francisco, is working to improve escalator durability and security at station entrances/exits along Market Street leading to the underground Embarcadero, Montgomery Street, Powell Street, and Civic Center/UN Plaza station concourses. The existing entrances/exits consist of variations of side-by-side stairs and escalators leading down to the underground concourse level, and are currently uncovered and exposed to inclement weather and discarded trash leading to frequent breakdowns of the existing escalators. The proposed improvements would include the installation of canopy covers over the entrances/exits, as well as replacement and refurbishment of existing street-level escalators. Each protective canopy would also be equipped with a motorized security grille that would lock at the sidewalk level of the station entrance/exit when the stations are closed.

    STAFF REPORT FOR CALENDAR ITEM NO.: 9 FOR THE MEETING OF: August 13, 2020 TRANSBAY JOINT POWERS AUTHORITY BRIEF DESCRIPTION: Authorizing the Executive Director to execute an Agreement for Purchase and Sale of Real Estate (PSA) between the TJPA and Successor Agency to the San Francisco Redevelopment Agency for the sale to Successor Agency of those portions of Transbay Blocks 2 and 3 previously acquired by the TJPA from private parties (Block 3739, Lots 002, 004, 006, and 007) (“Private Parcels”), and directing staff to proceed with execution of the PSA and with closing on the sale of the Private Parcels pursuant to the PSA. EXPLANATION: Transbay Blocks 2, 3, and 4 comprise the site of the former Temporary Terminal, bounded by Howard, Folsom, Main, and Beale Streets. The majority of the site is former state-owned parcels transferred to the TJPA from Caltrans (Block 3739, Lot 008) (also known as Parcels O, O’, and O”). The 4 odd-shaped remainder parcels that make up Transbay Blocks 2 and 3 (Block 3739, Lots 002, 004, 006, and 007), which are illustrated on the enclosed map, were acquired by the TJPA from private property owners and are known as the “Private Parcels.” The TJPA acquired all of the land that makes up the site, built the Temporary Terminal, and used the site for temporary bus operations from 2010 to 2019. With the opening of the new transit center, the transit operators that used the Temporary Terminal have moved to the new facility and the TJPA no longer requires the site for its project.

    Today's Downtown Gallery: Public artwork created by the 1% for Public Art program codified in the Planning Code San Francisco's 1% For Art Program The groundbreaking "Downtown Plan” adopted in 1985, was developed under the fundamental assumption that significant employment and office development growth would occur. New commercial development would provide new revenue sources to cover a portion of the costs of necessary urban service improvements. Specific programs were created to satisfy needs for additional housing, transit, childcare, open space, and art. The public art requirement created by this plan is commonly known as the “1% for Art” program. This requirement, governed by Section 429 of the Planning Code, provides that construction of a new building or addition of 25,000 square feet or more within the downtown C‐3 district, triggers a requirement that provide public art that equals at least 1% of the total construction cost be provided. 1 TODAY’S DOWNTOWN GALLERY Today's Downtown Gallery: More than 25 years since the adoption of the Downtown Plan, has seen the growth of an extensive outdoor gallery downtown that enriches the environment for workers and tourists alike. The spirit of the 1% for Art requirement is to ensure that the public has access to high‐quality and variety in art. To help catalog the Downtown public art gallery and to increase public access to this art, the Planning Department has created a map displaying the locations and images of public art in the downtown district. This maps shows that 31 private development projects have resulted in 39 pieces of art in public open spaces or publically accessible locations.
