Preface

Wexford County Council holds a Waste Water Discharge Licence (Register No. D0404-01), in respect of the agglomeration named Clonroche and Environs. This licence was granted on the 2 nd September 2009. The aim of this Annual Environmental Report (AER) is to provide a summary of activities relevant to the discharges from 1st January to the 31 st December 2011

This Annual Environmental Report has been prepared for Clonroche Agglomeration, Licence Register Number D0404-01, for the reporting period from 1st January to 31 st December 2011.

1. Introduction

The Annual Environmental Report (AER) for Clonroche Agglomeration includes the information specified in Schedule D of the Wastewater Discharge Licence D0404-01, ‘Annual Environmental Report Content’ and has been prepared in accordance with the Environmental Protection Agency (EPA) publication ‘Guidance on the Preparation & Submission of the 2009 Annual Environmental Report (AER) for Waste Water Discharge Licences.

1.1 Site Information

Clonroche Agglomeration Licence Register D0404-01 Number: Name and Location of Clonroche WWTP Site: (SW1) Site Description: The treatment plant, which is an Rotation Biological Contactor plant utilising the activated sludge process, is located on the south eastern boundary of Clonroche, This plant accepts wastewater from Clonroche village and environs and discharges 2 nd treated effluent to the Chapel Stream via the primary discharge point, SW1.

1.2 Management & Staffing Structure

The Clonroche Wastewater Treatment Plant (WWTP) is operated by Wexford County Council (WCC). Details of the management structure for this plant are provided below:

1.3 Company Environmental Policy (Objectives and Targets)

It is Sewage Operations Policy to operate and maintain the waste water infrastructure and to maximise environmental protection.

 Monitor operation and maintenance of all waste water treatment works (WWTW) to maximise efficiency, reviewed and audited annually.  Monitor in accordance with EU Waste Water Directive, reviewed annually or as required.  Use performance indicators – annual review of effluents and schedules of improvements.  Monitor WWTWs in accordance with EU Urban Waste Water Directive.  Introduce Performance Management Systems (PMS) in place at the following WWTWs, , /, and Blackwater operated by Wexford County Council, the PMS at these sites is to be further upgraded to carry out automatic monitoring through the Scada telemetry system 2011 to 2012. PMS has also been implemented at the following WWTP by DBO operators on behalf of Wexford County Council, Wexford, Rosslare Harbour, New Ross and .  Provide for the continuance of health and safety and development of our staff.  Risk assessments and Ancillary health and safety statements and have been carried out for all our major WWTP sites. Where possible alleviations measures have been put in place for all risks identified.  Further risk assessments and ancillary health and safety statements is on going for all plants 2011/2011.  Evidence of audits and the alleviation of high risk hazards to be used as performance indicators.

 Promote staff development by providing opportunities for staff to familiarise themselves with all aspects of departmental activities through site visits and internal transfers, and by preparing and implementing a staff training regime.  Professional development and training is ongoing on an annual basis. In 2011, Seven Plant caretaking staff participated in a five day training programme for Wastewater caretakers.  Evidence of training regime and annual reviews of same are used as performance indicators.  Develop efficient infrastructural records and management systems customised and run in conjunction with the PMS system.  Establish and update digital records of all public water and waste water infrastructure, bursts, repairs, and connections, to be run in conjunction with PMS.  Use performance indicators as evidence of up to date records in digital format.

2. Summary of Monitoring Reports

2.1 Summary Report on Monthly Influent Monitoring

In 2011 influent sampling and monitoring was carried out by ELS: an ILAB a credited laboratory on behalf of Wexford County A summary of results for 2011 is outlined below and full details of Influent monitoring results for 2011 as contained in appendix 2 of this report

2.2 Discharges from the Agglomeration

In 2011 effluent monitoring (sampling and analysis was carried out on behalf of Wexford County Council by ELS an ILAB accredited laboratory. 2011 results are summarised in addition to percent removal performance of plant is outlined below and complete 2011 effluent monitoring results are contained in appendix 2 of this report

2.3 Ambient Monitoring Summary

Ambient monitoring in 2011(sampling and analysis) was carried out by ELS an ILAB accredited laboratory on behalf of Wexford County Council. Ambient monitoring results for 2011 are contained in appendix 2 of this report and summarised below

Regarding receiving water, as the receiving waters namely Clonroche stream is not designated , using thee EQS set out in SI 272 of 2009, the receiving water can be assessed as Moderate status. This can only be addressed with the completion of proposed upgrade works and re location of outfall

2.4 Data Collection and Reporting Requirements under the Urban Waste Water Treatment Directive

PT data and Urban Wastewater data was submitted to the EPA electronic by required deadlines.

2.5 Pollutant Release and Transfer Register (PRTR) – 2011 Report

This data was submitted electronically to the EPA, please see appendix 1 for the completed PRTR print out for 2011.

This data has been submitted electronically to the EPA.

3. Complaint and Incident Reports

3.1 Complaints Summary

There were no complaints of an environmental nature relating to the Clonroche and Environs Agglomeration during the reporting period.

3.2 Reported Incidents Summary

There were no reportable incidents relating to the Clonroche and Environs Agglomeration during the reporting period.

With regard to ELV exceedances, there were only 2 reportable exceedances for the reporting period ( TN and COD which occurred on the 14 th of February) While 4 exceedance events were reported to agency on the 14 th February, 2 of these were in error. The cause of non compliance upon investigate was due to mechanical failure, which was rectified as soon as practically possible. The introduction of updates to LIMS system in 2012, will overcome issues relating to report of ELV exceedances in the future A summary of 2011 compliances is outlined below and details relating to ELV exceedances is attached in Appendix 5 of this report.

4. Infrastructural Assessments and Programme of Improvements

4.1 Treatment Capacity

The design capacity of the Clonroche Waste Water Treatment Plant is 650 P.E. The calculated load of the plant is 613 P.E. Therefore the remaining organic and hydraulic treatment capacity of the plant is 37 P.E.

4.2 Storm Water Overflow Identification and Inspection Report

With regard to condition 4.11.1 of granted license D0404-01: storm identification and compliance report The only identified Storm Water overflow within agglomeration is that identified in License D0404-01 and designated as SW-2.- Storm Water Overflow Clonroche WWTP

There have been neither modifications nor extension of collection system of which this CSO forms part. Additionally no new connections to this section of collection system have been granted or constructed.

Therefore it would both be fair and accurate to state as discharge point was assessed and demonstrated as compliant at time of Licensing process, that Storm Water Overflow discharge point SW 2 is in compliance with the requirements as set out in DoEHLG document “ Procedures and Criteria in Relation to Storm Water Overflows

4.3 Report on Progress made and Proposals being developed to meet the Improvement Programme Requirements

The previously outlined (as part of original license application) interim upgrade works with regard to provision of additional primary and secondary settlement volumes was completed in July 2010. These works in addition to the provision of additional settlement volume enabled the reduction of loading to secondary treatment stage and improved solids loss from clarification stage.

Condition 5.1 Programme of infrastructure improvements to maximise the effectiveness and efficiency of waste water works

With regard to 5.1 (a) and (b), the interim upgrade works completed in July of 2010 has achieved improvement both the effectiveness and efficiency of works As can be seen from effluent monitoring results outlined in Appendix 3, these works have enabled plant to meet discharge ELV,s and as previously outlined discharge point SW 2 more than meets requirements as set out in DoEHLG document “Procedures and Criteria In Relation to Storm Water Overflows”

With regard to (C) – Compliance with regulation 2 of the Waste Water Discharge (authorisation) regulations 2007 These requirement can not be fully complied with pending the provision of a new Clonroche WWTP, which forms part of a proposed bundle scheme, project is include in the WSIP for planning stage. It is currently envisage that planning stage will be completed by the end of 2012. Subject to inclusion in future WSIP programmes it is envisage that works will commence in early 2015 and be completed by end 2016.

With regard to items (d) and (e),- reduction of discharge N and P to maximum practical extent As can be seen from effluent monitoring results, the interim upgrade works has enable compliance with ELV set in schedule A of license, however no additional works to improve is either possible nor feasible till the provision of new upgraded waste water treatment plant

With Regard to item (f) – Plant loading and remaining capacity of WWTP As outlined in original application the plant is approaching its maximum load and no additional or substantial connections other than those already granted will be approved.

With regard to Condition 5.2 – a (i) and (ii) are addressed in above a (iii) The receiving water at point of discharge is not designated, an appropriate assessment of downstream nature conservation sites was submitted as part of original license application submission. (a) (iv) There are no water abstraction points downstream of discharge (v) The objective for the water body namely Slaney Lower is cited as Restore in WFD Slaney Lower Water Management Unit Plan. a(vi) There are currently no IPPC nor section 16 discharges licenses with in the Clonroche agglomeration.

All of the above points are included in planning for the proposed upgrade WWTP for Clonroche agglomeration

5. Environmental Liability and Financial Provisions

5.1 Annual Statement on Prevention of Environmental Damage

The only measures taken or adopted in relation to the prevention of environmental damage are to ensure that the capacity of the Clonroche WWTP is not exceeded and to operate the WWTP to the best of Wexford County Council’s ability and resources

The interim to long term mitigation measure is as outlined above upgrade works to collection network, treatment plant and discharges location.

6. Licence Specific Reports

6.1 Predicted Impacts Reports

There are no predicted impacts on the receiving waters as a result of discharges from the Clonroche and Environs Agglomeration as shown in the previously submitted Slaney Valley Appropriate Assessment for agglomerations of 500 – 1000 P.E.

6.2 Assessment of Predicted Impact on Habitats

There are no predicted impacts on habitats as a result of discharges from the Clonroche and Environs Agglomeration as shown in the previously submitted Slaney Valley Appropriate Assessment for agglomerations of 500 – 1000 P.E.

6.3 Development/Infrastructural Works Summary (completed in previous year or prepared for current year)

There were no development nor infrastructure works conducted in 2011, additionally none are planned for 2012 other than those required to progress the proposed previously outlined upgrade works

6.4 Toxicity Report

There is no toxicity testing required for Clonroche.

6.5 Environmental Liabilities

In accordance with condition 7.2.1 of the granted Discharge License for D0404-01 annual statement of measures taken or adopted in relation to the prevention of environmental damage.

The only measures taken in addition to upgrade works outlined above by Wexford County Council, is to operate and maintain infrastructure to the best of it’s abilities given available resources.

An ELRA was submitted as part of 2010 AER, even though site is not subject to requirement for same as design loading is less than 2,000 p.e..
