France and the Dissolution of Yugoslavia Christopher David Jones, MA, BA (Hons.) In addition, any quotation or extract must include full attribution.” Abstract This thesis examines French relations with Yugoslavia in the twentieth century and its response to the federal republic’s dissolution in the 1990s. In doing so it contributes to studies of post-Cold War international politics and international diplomacy during the Yugoslav Wars. It utilises a wide-range of source materials, including: archival documents, interviews, memoirs, newspaper articles and speeches. Many contemporary commentators on French policy towards Yugoslavia believed that the Mitterrand administration’s approach was anachronistic, based upon a fear of a resurgent and newly reunified Germany and an historical friendship with Serbia; this narrative has hitherto remained largely unchallenged. Whilst history did weigh heavily on Mitterrand’s perceptions of the conflicts in Yugoslavia, this thesis argues that France’s Yugoslav policy was more the logical outcome of longer-term trends in French and Mitterrandienne foreign policy. Furthermore, it reflected a determined effort by France to ensure that its long-established preferences for post-Cold War security were at the forefront of European and international politics; its strong position in all significant international multilateral institutions provided an important platform to do so. -

THE BASIC PRINCIPLES AND PRACTICES OF THE TURMSH FOREIGN POLICY UNDER ATATÜRK YÜCEL GÜÇLÜ The fifteen years during which the Republican Turkey had been in existence under Kemal Atatürk's leadership were filled with an almost incredible activity in every field—including the foreign affairs. Few more surprising metamorphoses were recorded in history than the transformation which in the course of one decade and a half had changed old Turkey into a progressive modern country and a pillar of peace and stability in the Balkan Peninsula, in the eastern Mediterranean and in Western Asia. Turkey enjoyed the respect of all. No one dreamed of interfering in its internal affairs. Its neighbours, far from watching for opportunities to despoil it, were anxious to cultivate its friendship and they welcomed its co-operation in maintaining their common interests. Turkish diplomacy, in the period between the two world wars, wise and moderate as it showed itself, as well as vigorous and far-seeing, could not have accomplished so much if it had not been supported by radical reforms at home removing old shackles and inhibitions and opening the way for a tremendous revival of national energy and for a great development of national resources, both economic and cultural. The Turkish Constitution of 1924 had reserved a special foreign policy role to the President of the Republic. The President was well acquainted with the nation's diplomatic and security concerns. Atatürk had able lieutenants and devoted followers; but the realism and radicalism that marked Turkish foreign and internal policy since the foundation of the Republic were the fruit of his original genius. -

The International Community’s Role in the Process of German Unification 269 Chapter 10 The International Community’s Role in the Process of German Unification Horst Teltschik The first half of the 20th century was dominated by two world wars with more than 100 million deaths—soldiers and civilians. As a result, from 1945 on Europe was divided. Germany and its capital Berlin lost their sovereignty. Germany was run by the four victorious powers: the United States, France, Great Britain and the Soviet Union. The polit- ical and military dividing line between the three Western powers and the Soviet Union ran through the middle of Germany and Berlin. The world was divided into a bipolar order between the nuclear su- perpowers, the United States and the Soviet Union, with their respec- tive alliance systems NATO and Warsaw Pact. The latter was ruled by the Communist Party of the Soviet Union (CPSU) with its ideological monopoly. In 1945, two militarily devastating world wars were followed by five decades of Cold War. The nuclear arsenals led to a military balance be- tween West and East. The policy of mutual nuclear deterrence did not prevent dangerous political crises—such as the Soviet Berlin Blockade from June 1948 until May 1949, Nikita Khrushchev’s 1958 Berlin Ul- timatum and the 1962 Cuba Crisis—which brought both sides to the brink of another world war. In Berlin, fully armed American and Soviet tanks directly faced each other at Checkpoint Charlie. In Cuba, Soviet missiles threatened to attack the United States. Cold War tensions were compounded by Moscow’s bloody military interventions to crush uprisings against its rule in 1953 in the German Democratic Republic (GDR), in 1956 in Hungary, and 1968 in Prague. -

The 1963 Elysée Treaty in France and Germany Three winters ago, the tricolor waved over Berlin--from the new French Embassy near the Brandenburg Gate (through which Napoleon had marched victorious in 1806) to the Siegessäule (built to commemorate the 1870 victory over the French). The previous day, a joint French-German parliamentary session took place at Versailles, where so many wars had been ended. January 22, 2003 marked the fortieth anniversary of the Elysée Treaty (often dubbed the Treaty of Friendship), signed by Konrad Adenauer and Charles de Gaulle in 1963. Fanfare in both Berlin and Paris demonstrated the desire to neutralize--and even appropriate--symbolic sites of the old enmity. Recasting lieux de mémoire has a long legacy in the post-1945 history of Franco-German relations, and the 2003 celebrations proved no exception. This volume, drawn from a 2003 conference at the Deutsches Historisches Institut-Paris and the Sorbonne, hinges on two basic and interrelated questions. First, did Franco-German reconciliation result from the state and its representatives (read great men), from big ideas or from civil society? Second, was the Elysée Treaty the cause or the result of reconciliation between the twoErbfeinde ? Gente comune, ‘’scienziati’’ del progetto Einstein@Home, scoprono una nuova pulsar nei dati del radio telescopio di Arecibo. I computer inattivi sono un po’ come il parco giochi degli astronomi: tre persone comuni, un tedesco ed una coppia in America, hanno scoperto una pulsar nascosta nei dati raccolti dall’osservatorio di Arecibo. Questa e’ la prima scoperta dello spazio profondo da parte di Einstein@Home, un progetto che utilizza il tempo di calcolo donato da 250 000 volontari in 192 differenti paesi. I volontari mettono a disposizione i propri computer quando non li stanno usando (Science Express, Aug. 12, 2010.). I volontari i cui computer hanno fatto la scoperta sono Chris ed Helen Colvin, di Ames, nell’Iowa, USA, e Daniel Gebhardt dell’universita’ di Mainz , dipartimento di informatica musicale, Germania. I loro computer, assieme agli altri 500 000 sparsi in tutto il mondo, analizzano dati per Einstein@Home (in media ogni volontario contribuisce con due computer). La nuova pulsar, chiamata PSR J2007+2722, e’ una stella di neutroni che ruota su se’ stessa 41 volte al secondo. La pulsar si trova nella Via Lattea nella costellazione Vulpecula a circa 17 000 anni luce dalla Terra. A differenza delle altre pulsar che ruotano velocemente e stabilmente come lei, J2007+2722 se ne sta tutta sola nello spazio senza nessun’altra stella compagna ad orbitarle attorno. Gli astronomi ritengono che J2007+2722 sia particolarmente interessante perche’ e’ probabilmente una pulsar riciclata che ha perso durante la propria evoluzione la stella compagna. Questa ipotesi, seppure la piu’ interessante, rimane tuttavia una ipotesi e altri scenari sono possibili, per esempio che J2007+2722 sia una pulsar giovane nata con un campo magnetico piu’ basso del normale. -
