From: Pragati Srivastava, Administrator, Memphis MPO In compliance with federal regulations 23 CFR 450, the Memphis Urban Area Metropolitan Planning Organization (MPO) is proposing to amend the Fiscal Year (FY) 2017‐20 Transportation Improvement Program (TIP) and Livability 2040: Regional Transportation Plan. Seven (7) amendments to the Memphis MPO‘s FY 2017‐20 TIP and four (4) amendments to the Livability 2040: Regional Transportation Plan (RTP) are being proposed for public review. An Air Quality Conformity Demonstration Report for Shelby County (3 amendments), Air Quality Conformity Demonstration Report for DeSoto County (2 amendments), and an Exempt Packet (2 amendments) have been prepared for the TIP amendments. As indicated in the Conformity Demonstration Reports for Shelby County and DeSoto County, the conformity determination meets the requirements of 40 CFR Part 93 and the FY 2017‐20 TIP and RTP conform under the 8‐hour ozone National Ambient Air Quality Standards. As indicated in the Air Quality Exempt Packet cover letter, the projects qualify as being exempt from transportation conformity determination as they meet exemption criteria outlined in 40 CFR 93.125 – Exempt Projects. The corresponding amended TIP pages follow this packet. The amendments will be considered for adoption by the Transportation Policy Board (TPB) of the MPO.
