MINUTES of the Ordinary Meeting of Pickering Town Council held 15 November 2004 in the Memorial Hall, Potter Hill, Pickering PRESENT Councillor A Aslett, Councillor T Bateman, Councillor Mrs M Danks, Councillor Mrs J Dixon, Councillor Mrs K Hartas, Councillor M Jones, Councillor Mrs M Lowe, Councillor Mrs J Murkett, Councillor A Smith, Councillor Mrs J Taylor, Councillor Mrs N Warriner APOLOGIES Councillor Mrs J Hepworth One member of the press was present for the latter part of the Meeting. 60 MINUTES The Minutes of the Ordinary Meeting of the Town Council and the Meeting of the Planning Committee held, respectively, on 21 September 2004 and 7 October 2004, were signed as true records. The Minutes of the Pickering in Bloom Advisory Committee held 27 September 2004 were received and two recommendations accepted: • the Town Council would not enter the town in the Yorkshire in Bloom competition 2005; • Scarborough Borough Council would be asked not to supply the town centre with hanging baskets but to plant the flowers in the town’s open spaces.1 61 THE TOWN MAYOR’S REPORT 23 September: presented trophies to the winners of the Pickering in Bloom In House competition, Crossways Hotel; 28 September: attended meeting of Postwatch, Memorial Hall; 1 October: accompanied the Operations and Enforcement Engineer, Environment Agency, as he identified where tree maintenance and blockage clearance should be undertaken on Pickering Beck. Mr G Clitheroe, Chairman, Pickering Flood Defence Action Group was also present; 2 October attended the Model Railway Exhibition, Memorial Hall; 3 October visited Miss Petch on her hundredth birthday; 10 October attended the Norton-on-Derwent Civic Service; 16 October took the salute at the march past, War Time Weekend. 62 THE TOWN CLERK’S REPORT i) Mr G Clitheroe, Chairman, Pickering Flood Defence Action Group, and the Town Mayor had accompanied Mr M Smith, Operations and Enforcement Engineer, along Pickering Beck on 1 October 2004 to establish where tree maintenance/blockage clearance could be carried out. The Engineer had stated that work would start in late October-early November and continue until March 2005. 1 Minutes 3 and 5. 39 ii) Meetings with Residents a) Future meetings No 6: Memorial Hall, 2 November, 7.00-8.30pm2 No 7: Memorial Hall, 4 January, 7.00-8.30pm3 b) Friends Meeting House Meeting4 At the meeting concerns had been raised about • trees and other problems at Castle Road, • litter and related matters in Burgate. The Divisional Engineer had stated that he would fell the trees on the ledge by Castle Road, clear the ivy from the wall, contact the owner of the trees on the eastern side of the road about the problems caused by overhanging branches but could not repoint the retaining wall on the eastern side because he did not have the resources to do so at present. For litter and related matters in Burgate see Minute 66. c) Isabella Court Meeting5 The Town Council noted that the Divisional Engineer would undertake some inlay patching work should the section of the A170 between Manor Drive and Marton Lane not be included in the list of road schemes for 2005. Residents had complained about loose manhole covers on the main road and the noise that was made when heavy goods vehicles drove over them. iii) Willowgate would be temporarily closed between 18 and 22 October 2004 so that a sewer could be connected. Pedestrian and vehicular access to properties would be permitted. iv) The Standards Board for England was sending representatives to YLCA’s area on 8 and 9 November 2004 to speak at meetings for member councils. v) North Yorkshire County Council had published its Council Plan for 2004-07 and would soon be rolling the plan forward to 2005-08. Councillor Mrs Murkett would attend the meeting at North Yorkshire House, 442-4 Scalby Road, Scarborough, 17 November 2004, 6.15-8pm, to discuss the next phase of the plan. vi) Information was being sought from the Utilities on the position of cables and pipes in the Market Place and the western end of Eastgate. There were possible sites for notice boards in both these thoroughfares. See Minute 52, p34, 20 September 2004. 5 Minute 20, p8, 7 June 2004. 6 Minute 46, p27, 16 August 2004, Minute 58, p38, 20 September 2004. 40 vii) The next meeting of Ryedale’s town councils would be on 2 November 2004, 7pm, the old Magistrates’ Court, Norton-on-Derwent. 63 MEMBERS’ REPORTS Ryedale Branch, YLCA, 5 October 2004: Councillor Mrs Dixon Ryedale Strategy Plan, 30 September 2004: Councillor Mrs Dixon Postwatch, 28 September 2004: Councillor Bateman Pickering Community Events Group, AGM, 12 October 2004: Councillor Mrs Hepworth Pickering Youth Events Group, AGM, 12 October 2004: Councillor Mrs Hepworth 64 DEVELOPMENT CONTROL i) Planning Decisions received from Ryedale District Council The Town Council noted that all planning decisions were in agreement with its recommendations except for those on 04/00866/OUT, 04/00874/FUL and 04/00934/OUT. ii) Planning Applications received from Ryedale District Council and not dealt with at the recent meeting of the Planning Committee The Town Council considered the following applications: 04/01182/FUL; 04/01180/OUT; 04/01192/LBC; 04/01169/FUL; 04/01187/FUL; 04/01227/FUL and had no objections to any of them save 04/01180/OUT. The proposed development would entail the felling of three trees which could be said to enhance this part of Outgang Road. Removal of one the trees might be of benefit to the other two and the street scene as a whole but not, it was suggested, all three. Furthermore the proposed dwelling would hide the frontage of the western wing of the existing structure, designed to be viewed as a whole, and thereby be an instrusive element. It was likely that the proposed development site would be fenced, walled or hedged on its eastern boundary, in itself another intrusive element, which would spoil, perhaps, the line of sight onto the frontage of the west wing. It might be argued that the existing building had already been compromised because in the south western corner of the site a large house and detached garage had been constructed; however, that development did not look as cramped in as the front area would. Finally, it was difficult to imagine how the proposal would square with the street scene given the unusual shape of the plot. The Town Council has received a letter from Mr and Mrs Timmins, 1 Old Barn Cottage, Outgang Road, who had objections to this application. These objections would be communicated to the Planning Authority. 41 iii) Planning Appeals The Town Council noted that • the Planning Inspectorate had dismissed the appeal by Mr S Boak against the District Council’s decision to grant outline planning permission to develop the former Post Office yard off the Market Place for housing; • an appeal had been made to the Secretrary of State for the Environment, Transport and the Regions in respect of Planning Application No 04/00712/FUL, erection of three bedroom dwelling to include partial demolition of industrial building, 112 Outgang Road, against the refusal of the Planning Authority; • an appeal had been made to the Secretary of State for the Environment, Transport and the Regions in respect of Planning Application No 04/00866/OUT, erection of dwelling, land rear of 7 Firthland Road, against the refusal of the Planning Authority. iv) Beck Isle Farm7 The Town Council noted that the District Council’s Planning Committee would decide whether to authorise enforcement action against the owner of Beck Isle Farm to secure removal of bunding and wall when it met on 19 October 2004. v) Town Council Planning Committee The Town Council noted the date of the next meeting of its planning committee: 10 November 2004, 7pm, Memorial Hall. 65 FINANCE i) Councillors’ Audit The Town Council noted that • an audit had been undertaken on 1 October 2004 and everything found to be satisfactory; • the dates of the October to January audits were: 5 November, 3 December; 7 January; 4 February. ii) Health and Safety Arboricultural Inspection: Whitby Road Cemetery8 The Town Council received one tender for the tree work from D Bayes Tree Services and decided to accept it. The work would be undertaken in April-May 2005 and cost £4880.00 ex Vat. iii) Whitby Road Cemetery: resurfacing of road and footpaths The Town Council noted that the first phase of the resurfacing programme had been completed and decided to accept the quotation of £235.00 from Mouchel Parkman to draw up the specifications, health and safety guidelines and plans, and provide an 7 Minute 39iii), pp27-28, 16 August 2004; Minute 53iii), p35, 20 September 2004. 8 Minute 174ii), p91, 19 April 2004; Minute 42ii) p25, 16 August 2004; Minute 54vi, p36, 16 September 2004. 42 estimate for Phase 2, the resurfacing of the footpaths.9 The estimate would be available for the budget process. iv) Health and Safety Interim Report: Street Lighting The Town Council received from the Highways Department, Scarborough Borough Council, an interim report on its inspection of footway lights. The inspection had revealed that three columns and four brackets and lanterns had to be replaced and ivy removed from one of the footway lights. The Town Council authorised the Borough Council to undertake the work at an estimated cost of £3000.00 ex Vat.
