He performed well in spite of extremely windy conditions Wayne was the first of the approximately 3,500 full marathoners to finish. He was more than three minutes ahead of runner-up Remedios Ramirez of Toluca, Mexico, who runs for Team El Conejo and won the 1998 Cowtown Marathon 2:25:57. Strohman secured the lead near Mile 15, when leader Frankie Ybarbo of Dallas sudden­ ly detoured off the course. Ybarbo stopped at the port-a-lets between miles 14 and 15 . A cyclist on the course said Ybarbo's stomach was bothering him. Ybarbo did not return. Strohman, the 1995 NAIA 10,000 meter runner-up, a two-time Wichita, Kansas marathon champion, said he felt confident he could do well here. But it wasn't until Mile 21 that he felt he might win. He saw several lead changes before that point. Spider Sillery of Bloomington, II., the 1998 runner-up, led early on. It was reminiscent of =1 3 last year when Sillery blasted to the lead and held it through 15 miles. 0 ~ ~ Sillery's lead was short-lived this year. By Mile 3, Williw Keihanen of Helsinki, Finland, had overtaken him. <i ~ Strohman emerged as the leader around Mile 5 before Ybarbo stormed ahead near Mile 9. After Ybarbo's exit, Strohman ran with defending champion William Moore for about a mile. Moore, already an Olympic Marathon Team Trials qualifier, said he had nothing riding on the race. He said he was struggling and didn't want to run too hard. Moore slowed his pace as Strohman surged to the lead for good. Moore finished fourth in 2:28:56. Ramirez, 34, the 1998 Fort Worth Cowtown champion, overtook Moore near Mile 21. Then, Sillery, also an Olympic Trials hopeful, passed Moore before Mile 23. "I was hoping for a 2:30," Sillery said. "To run 2:27 is great. I didn't know what kind of shape I was in." Sillery, like Strohman, is trying to qualify for the May 7 Men's Olympic Trials in Pittsburgh. Both said they would try again early in 2000. They might meet again, as both are considering Las Vegas. "My training is going well, and I'm getting stronger," Strohman said. "You hate to make excuses, but the weather makes a difference." .;; Chris Lee, a sophomore at Texas A&M, was the first runner to cross the finish line. Lee !?. ~ ran the anchor leg for the winning men's open five-person relay, Young Gunz Cross Country 3, Team, whose time was 2:20:00. Other team members were: Justin Benson, Scott Moore, Jason Koop and Steve Maddox. "It was awesome," Lee said. "Everyone was cheering the whole way. It was a good experi­ ence to be out in front of the whole thing." Terry Marcott, of Flower Mound, was the first master's division winner (40-and-over). He placed 10th overall in 2:38:10, 48 seconds faster than last year. "I was in shape for a personal best," said Marcott, whose best is a 2:36:50. "It was a good time considering the conditions."     Commissioner Jonathan Hill 32 Smith Square, London SW1P 3EU Dear Commissioner Hill, We are writing this open letter to you as NGOs, civil society organisations, campaigners and EU citizens to call on you to amend the proposed rules for addressing excessive price speculation on food and other commodities in financial markets. When the EU legislation - Markets in Financial Instruments Directive II (MiFID II) – was agreed in January 2014, the European Commission claimed that it would be “curbing speculation on commodities and the disastrous impacts it can have on the world's poorest populations.” 1 However, we are alarmed that the proposed rules for implementation 2 will severely weaken the effectiveness of the legislation and will not tackle excessive speculation on food and other commodities. High and volatile food prices have had a devastating impact in poor and food dependent countries, causing increased hunger, poverty and instability. They also affect agricultural producers as well as consumers in the EU and around the world. Strict limits need to be set consistently throughout the EU on the amount that companies and persons can bet on commodity prices in order to curb harmful speculation. However, the proposals to implement MiFID II that you are considering will allow weak and ineffective position limit systems in member states. They will also leave the EU unable to deliver on its commitments by the G20 leaders, G20 Finance Ministers and G20 Agriculture Ministers. The EU agreed to improve the regulation of financial commodity markets to address excessive price volatility 3 as an important step to reduce poverty, achieve food security, budget stability and strong growth that is both sustainable and inclusive 4 including setting up a robust position limits system.
