Wahlperiode 3689 24. 08. 2009 Kleine Anfrage des Abgeordneten Günter Eymael (FDP) und Antwort des Ministeriums für Wirtschaft, Verkehr, Landwirtschaft und Weinbau Defekter „ring°racer“ am Nürburgring Die Kleine Anfrage 2346 vom 31. Juli 2009 hat folgenden Wortlaut: Von der Landesregierung wurde in der Vergangenheit stets besonders betont, dass die als „ring°racer“ bezeichnete Achterbahn im Rahmen des Projekts „Nürburgring 2009“ den Rang einer besonderen Attraktion und eines Publikumsmagneten einnehmen solle und werde. Die laut Verlautbarungen der Nürburgring GmbH und gleichlautenden Statements der Landesregierung „schnellste Achterbahn der Welt“ ist derzeit allerdings nach Presseberichten aufgrund eines technischen Defekts an der pneumatischen Abschussvorrich- tung, der während der vor der Eröffnung notwendigen Tests durch den TÜV aufgetreten sei, auf vorerst unbestimmte Zeit außer Betrieb. Vor diesem Hintergrund frage ich die Landesregierung: 1. Wann wird der „ring°racer“ voraussichtlich erstmals überhaupt offiziell in Betrieb gehen können? 2. Nach welchen Kriterien erfolgte die Ausschreibung für den Bau eines derartigen Fahrgeschäftes und welche Unternehmen aus welchen Ländern haben sich an der Ausschreibung beteiligt? 3. Welche Referenzen konnte die mit der Konzeptionierung und dem Bau des „ring°racer“ befasste US-amerikanische Firma „S&S Power“ zuvor mit ähnlichen oder vergleichbaren Fahrgeschäften innerhalb Europas vorweisen? 4. Wie hoch waren die ursprünglich veranschlagten Kosten für den „ring°racer“ und von welchen Kosten geht die Landesregierung aktuell aus? 5. Wie hoch sind die voraussichtlichen Einnahmeausfälle aufgrund des laut Medienberichten abgesagten Eröffnungstermins am 15. August 2009? 6. Welche weiteren Kosten oder Einnahmeausfälle entstehen voraussichtlich für den Fall eines Scheiterns der Reparatur oder eines negativen Verlaufs der noch ausstehenden TÜV-Tests? Das Ministerium für Wirtschaft, Verkehr, Landwirtschaft und Weinbau hat die Kleine Anfrage namens der Landesregierung mit Schreiben vom 24. August 2009 wie folgt beantwortet: Zu Frage 1: Der ring°racer wird nach Angaben der Nürburgring GmbH frühestens Ende September 2009 in Betrieb gehen können. Zu Frage 2: Die Ausschreibung für den Bau des ring°racers erfolgte im Amtsblatt der Europäischen Union vom 27. März 2007, ABl./S S 60, 2007/S 60-073379. Die Auswahl der Bieter im Rahmen des Teilnahmewettbewerbs erfolgte anhand des Kriteriums „Erfahrungen mit der Planung und Errichtung von Hochgeschwindigkeitsachterbahnen“. Für die Vergabeentscheidung wurden die in Ziffer III.2. der Bekanntmachung genannten Eignungskriterien herangezogen. Unter den Bietern wurde das wirtschaftlich günstigste Angebot entsprechend den in den Verdingungs-/Ausschreibungsunterlagen benannten Zuschlagskriterien technische Ansätze, architektonisches Konzept, Anschaffungs- und Betriebskosten, Betriebssicherheit, Umweltaspekte, Unterhaltungswert und Produktionsstandorte ausgewählt. September 2009 Drucksache 15/3689 Landtag Rheinland-Pfalz – 15.Wahlperiode Angaben zu den unterlegenen Bietern sind aus vergaberechtlichen Gründen im Rahmen der Beantwortung der Kleinen Anfrage nicht möglich. Die Landesregierung ist bereit, im Rahmen der nächsten Sitzung des Ausschusses für Wirtschaft und Verkehr in ver- traulicher Sitzung hierüber zu berichten. Zu Frage 3: Wie aus der Anlage ersichtlich kann der ausgewählte Hersteller S & S Worldwide Inc. (USA) auf dem europäischen Markt Erfah- rungen mit Höhenfahrgeschäften vorweisen. Darüber hinaus sind Referenzobjekte im amerikanischen und asiatischen Raum vor- handen. Zu Frage 4: Die Gesamtkosten waren auf rund 9,8 Mio. € netto veranschlagt. Nach dem jetzigen Stand wird mit Gesamtkosten von rd. 10,4 Mio. € netto gerechnet. Zu Frage 5: Ob und in welchem Umfang Einnahmeausfälle durch die spätere Inbetriebnahme des ring°racers entstehen, kann nicht beziffert werden. Zu Frage 6: Nach dem vorliegenden TÜV-Gutachten ist davon auszugehen, dass eine Reparatur möglich ist. Die Reparaturarbeiten wurden be- reits aufgenommen. Die Reparaturkosten werden vom Hersteller getragen. Roller coasters are iconic structures that provide safe thrills for riders. Safety is achieved using multiple safety mechanisms: for example, bogies have multiple wheels that hold trains on track, a block system prevents trains from colliding and riders are held in place with safety restraints. Regular maintenance checks are also performed to prevent accidents caused by failed parts. Roller coasters are designed using a heartline spline and calculating accelerations in all possible scenarios to prevent rollbacks and too high values of accelerations, which could cause damage to riders’ bodies. A reach envelope is applied to the spline to prevent riders from hitting nearby objects. The speed and curvature of the track combined create acceler- ations that need to be countered with adequate track and support structures. A track cross- section usually consists of rails, cross-ties and a spine, while support structures can vary depending on height and loads.
