Objektif utama pembangunan projek ini adalah untuk memenuhi keperluan perumahan tempatan dan di persekitaran tapak projek di samping memenuhi keperluan kawasan perindustrian. Pembangunan ekonomi yang pesat di Johor Bahru telah menggalakkan pembangunan di persekitaran tapak projek. Di samping itu, pembukaan Senai-Desaru Highway telah memudahkan kawasan pembangunan projek dihubungi dengan tempat lain seperti Senai, Johor Bahru dan Singapura (melalui Laluan Linkedua). Keperluan pekerjaan turut akan meningkat. Pembangunan projek yang berkonsepkan industri ringan kluster akan menyediakan peluang pekerjaan untuk penduduk di persekitaran. 4 PENGENALAN PROJEK Cadangan projek terletak di Kota Masai dengan longitud dan latitude berikut: • Utara 1°30'17.25"N 103°56'8.08"E • Barat 1°29'18.02"N 103°54'57.97"E • Tenggara 1°27'51.64"N 103°57'27.19"E • Timur Laut 1°29'58.29"N 103°57'27.76"E Rujuk Rajah 1. Zon 16, 17 dan 18 yang merupakan kawasan golf telah diluluskan di dalam Laporan EIA yang telah dikemukakan pada tahun 1992. Pindaan telah dibuat dan kawasan ini akan dibangunkan untuk perumahan strata. Zon 20, 21 dan 22 yang telah diluluskan pada tahun 1992 turut akan dibangunkan sebagai perumahan strata. Kawasan komersil di Zon 7 akan kekal sebagai kawasan komersil. Pelan susunatur telah dipinda dengan tambahan kepada kawasan hijau. Rajah 2 menunjukkan pelan susunatur yang telah dipinda. 5 PILIHAN PROJEK Hanya satu tapak projek yang dipertimbangkan. Pembangunan yang dicadangkan adalah untuk pembangunan bercampur yang merangkumi perumahan, komersil dan perindustrian. Tapak projek pada asalnya telah diluluskan untuk tujuan perumahan, padang golf, komersil dan industri. Pelan susunatur yang asal telah dipinda dengan peningkatan kepada jumlah perumahan kepada 3,531 unit. Pilihan "No Build" bermakna tiada perlaksanaan projek ini. Semua impak yang memanfaatkan tidak dapat direalisasikan. Penyiasatan tapak termasuklah mengenalpasti gunatanah semasa di persekitaran tapak seperti tapak perumahan dan sumber alam sekitar. 6.2 Peringkat Pembinaan Aktiviti terlibat pada peringkat pembinaan termasuklah: pembersihan tapak dan kerja tanah, mobilisasi bahan pembinaan, mesin dan alatan pembinaan, penyediaan tempat kediaman pekerja, pembinaan bangunan dan infrastruktur, pelupusan sisa pembinaan dan lanskap. 6.3 Peringkat Operasi (Tamat Pembinaan) Setelah pembinaan tamat, aktiviti yang berkaitan termasuklah penjanaan dan rawatan sisa kumbahan, penjanaan dan pengurusan sisa pepejal, penyelenggaraaan sistem perparitan, penjanaan trafik dan kesan sosio-ekonomi. 7 PERSEKITARAN SEDIA ADA 7.1 Tanah dan Topografi Bahagian utara tapak projek adalah hutan primer. Secara keseluruhan, kecerunan di dalam tapak majoriti berada di dalam kategori Kelas I. 7.2 Geologi Tapak projek terdiri daripada batuan sedimen. Tiada sebarang tapak lombong atau kuari yang dijumpai di dalam tapak projek. 7.3 Meteorologi Data meteorologi yang digunakan adalah Stesyen Meteorological di Lapangan Terbang Senai. Data Min Suhu Harian 25 to 27oC Suhu Tertinggi 34.7oC Suhu Terendah 25oC Min Jumlah Hujan Tahunan 2,434 mm Min Kelembapan Relatif Harian 82% to 88%. Arah Tiupan Angin Dominan Utara Kelajuan Angin Dominan Tahunan 2.60 m/s 7.4 Saliran & Hidrologi Tapak projek terletak di dalam kawasan tadahan Sungai Chemangar, yang merupakan anak Sungai Lebam. Sungai Lebam adalah salah satu cabangan Sungai Johor. Kawasan tadahan Sungai Chemangar adalah kira-kira 20 km2. Rujuk Rajah 4. SUSTAINABLE RESOURCES MANAGEMENT Page RE-5 ENVIRONMENTAL IMPACT ASSSESSMENT RINGKASAN EKSEKUTIF Rajah 4 Kawasan Tadahan 7.5 Kualiti Air Sedia Ada Kualiti air Sungai Kim Kim berada di dalam kategori tercemar dengan Index Kualiti Air berada di antara Kelas III (WA2 dan WR5) dan Kelas IV (WA1, WA3 dan WR4). Kualiti air di bahagian hilir Zon 10 berada di kategori tercemar dengan Index Kualiti Air berada di antara Kelas IV (WR4). Air larian daripada Zon 20-22 akan disalurkan ke WD1 (Kelas III). WD2 akan menerima sisa kumbahan yang telah dirawat dan didapati kualiti air berada di dalam Kelas V (Tercemar). Kandungan pepejal terampai (TSP), nitrogen dioksida dan sulfur dioksida masing-masing berada di dalam tahap yang dibenarkan iaitu tidak melebihi 260 µg/m3, 320 μg/m3 dan 350 μg/m3.Rujuk Rajah 6. Rajah 6 Lokasi Persampelan Kualiti Udara 7.7 Tahap Bunyi Sedia Ada Tahap bunyi telah dipantau selama 1 jam pada waktu siang di tiga lokasi. Tiada spesis flora dan fauna yang perlu dilindungi dikesani. 7.11 Populasi Tapak projek berada di bawah pentadbiran Majlis Perbandaran Pasir Gudang. Berdasarkan data pada tahun 2010, populasi penduduk di kawasan ini mencapai kira-kira 212,000 orang. Populasi ini dijangka akan meningkat kepada 340,000 orang menjelang tahun 2025. Pembangunan ekonomi di kawasan ini amat bergantung kepada sektor perindustrian di Pasir Gudang. 8 KESAN ALAM SEKITAR DAN LANGKAH KAWALAN 8.1 Hakisan Tanah dan Pemendapan Konsep Pelan Kawalan Hakisan Tanah dan Pemendapan (ESCP) telah disediakan bagi projek ini untuk dilaksanakan

This study was carried out to analyse the restructuring of the community and the identification of indigeneous ethnic (Orang Laut) socialcultural interactions in Rengit, Minyak Beku and Kota Masai Johor. In particular, the study will involve aspects of the sociocultural life of the Orang Kuala Rengit, Minyak Beku and Kota Masai Johor, which include languages, economic activities, customs, and practices that are still practiced and things that have been modified in accordance with the factors around them. Analysing the process of adaptation is done closely by relating the process of interactions within groups, local communities, government agencies and the adaptation patterns that occurred. Besides that, the sustainability and the preservation of ethnic cultures of Orang Kuala in the social system as a whole and their impact on the development of the structure of community are examined. Qualitative method is used assisted by other study materials obtained such as field work, observation, ethnographic which are reinforced with library research such as documents and other materials related. This paper will cover the restructuring process by explaining the concepts, books and previous research reviewed by the researcher.
