ALASKA STATE LEGISLATURE May 1, 2020 Dear Governor Dunleavy, As epidemiologists and researchers learn more about the novel coronavirus, there is a growing body of evidence indicating the use of simple cloth face coverings can reduce transmission of COVID-19 when infected persons may be experiencing asymptomatic shedding of the virus. This means wearing face coverings can help to reduce spread in places experiencing active community-based transmission or where social distancing may be hard to maintain (like the grocery store, post office and other places of business). As your administration lays out plans to reopen Alaska, we urge you to issue an additional COVID-19 Health Mandate requiring Alaskans to wear face coverings in public, including both essential and non- essential businesses. We share the hope that our economy will be limitedly impacted by the necessary protective measures to mitigate the spread of COVID-19 and protect the lives of Alaskans, but we must proceed with great caution to reduce the danger of a significant second wave of infection as we attempt to return to a new normal. Wearing face coverings in public is a simple and highly effective measure we should all practice to protect one another, but the most effective way we can achieve this compliance will be through your leadership and guidance by issuing an additional health mandate. ALASKA STATE LEGISLATURE Governor Mike Dunleavy 3rd Floor, State Capitol PO Box 110001 Juneau, AK 99811 <Delivered Electronically> August 25, 2021 Dear Governor Dunleavy, We are writing to request that you take immediate action to reduce the risk of COVID exposure in state workplaces with implementation of a mask requirement in common areas, areas used by the public, and shared workspaces. In addition, we urge you to work with public employee unions to establish vaccine incentives for state workers. The Delta variant is far more transmissible than previous COVID variants, and makes implementation of basic workplace safety standards extremely urgent. Many of Alaska’s hospitals are at capacity for treatment of COVID complications, meaning that state employees who contract COVID at work may be at risk of long-term health effects or death, particularly if they are unvaccinated. Many other states, localities, and private sector employers already are using a combination of mask requirements and vaccine incentives to reduce risk of COVID transmission on the job, and the state should be a leader in public health on its own job sites. Many state employees are front line workers directly serving the public. Other state employees must by nature of their job interact with other state employees. State operations must continue and are more likely to continue uninterrupted with proper public health guidelines in place. Implementation of masking is the least we can do to protect our state employees and ensure the public can access essential state services. Achieving higher vaccination rates reduces both likelihood of transmission and severity of infection in the event infection does occur. -

We appreciate your frequent briefings and inclusion of medical professionals, business leaders, and neighbors. We are writing today with deep concern regarding early distribution of the CARES Act funds that did not make it to many small businesses in Anchorage. As of April 16, over 5,000 Alaskan businesses have received emergency relief loan funds through the Federal CARES Act. However, during a recent discussion with Anchorage Community Land Trust (ACLT), we learned that a substantial number of businesses located in Anchorage’s economic opportunity zones have not been able to access those loans. According to a survey conducted by ACLT, many small businesses located in these economic opportunity zones are experiencing significant barriers in qualifying or applying for these federal loans. As the Paycheck Protection Program and Economic Injury Disaster Loans were specifically created to retain employees, small businesses with less than 50 employees that do not have sophisticated relationships with large financial institutions, a robust bookkeeping system, are seasonal, or are recent start-ups are left unable to access these loans. The net result of the above barriers means many small businesses located in Anchorage’s economic opportunity zones, specifically those that are minority and women-owned, are unable to access the financial resources needed to sustain their operations during the COVID-19 related mandatory closures. -

Toward that end, the Center has authored and distributed to all legislative candidates our 2020 Corrupt Practices in the Alaska Legislature Candidate Survey. Surveys were sent to all candidates by electronic mail on August 4, 2020. The Center welcomed suggestions for this year's survey from our supporters and donors. The ten topics that were finally chosen for this year's candidate survey highlight several issues of concern that Alaska legislators have faced in recent years and that are likely to resurface in the future. Bradners’ laska Legislative Digest A- Commentary on Alaska issues and policy PUBLISHERS: Mike Bradner, Tim Bradner / Business Office: (907) 440-6068 / 3037 South Circle Anchorage, AK 99507 / Fax: (907) 345-5683 Digest No. 1/2021 Jan. 22, 2021 Senate: Seasoned hands at the helm The state House, split 20-20, has yet to organize but the Senate organized itself quickly and smoothly last week, dispelling fears that differences among the 13 Republicans would cause delays. Senate leaders include experienced hands Sens. Peter Micciche, R-Kenai, as President; Bert Stedman, R-Sitka and Click Bishop, R-Fairbanks, as Finance Committee cochairs, and Gary Stevens, R-Kodiak, as Rules chair. Sen. Shelley Hughes, R-Mat-Su, is Majority Leader. Senate organizers threw the hard-right crowd a bone by giving Sen. Lora Reinbold, R-Eagle River, chair of the Judiciary Committee. There are seven Senate Democrats. As expected, Sen. Lyman Hoffman, D-Bethel, joined the Senate Majority, as he has in the past. Rural lawmakers representing large districts must be pragmatic and often set aside partisan affiliations to represent constituents. The Senate’s new leaders, all experienced, also know it is better to have the canny Hoffman inside the tent than outside. Fears of control by Mat-Su, governor averted There were fears initially that the Senate would wind up being controlled this year by hard conservative senators from the MatSu with Gov. Mike Dunleavy pulling strings behind the scenes. In that scenario, the key issue would have been the governor’s push for large Permanent Fund dividends, which most senators feel can’t be afforded.
