Olson SUMMARY: • Mexicans go to the polls on July 1st to elect a president for a single six-year term, 128 Senators, 500 Deputies, 6 governors and the Mayor of Mexico City.1 Polls suggest that the long-ruling PRI is poised to return to power after a 12-year hiatus.2 • Polls have consistently shown former PRI governor Enrique Peña Nieto with a commanding lead, lending a sense of inevitability to the campaign. Efforts by opponents to cast the return of the PRI as a step back to an “authoritarian” and “undemocratic” past have reduced the frontrunner’s lead slightly, but it appears that a plurality of Mexicans see Peña Nieto and the PRI as capable of delivering a better future. -

The country abandoned an economic project based on the promotion of equality, government intervention in the economy, and the promotion of foreign and domestic investment, with the aim of reaching higher levels of the welfare state and social justice and improving wealth distribution. The change was promoted by the implementation of the policies recommended by the International Monetary Fund (IMF), the World Bank, and the Organization for Economic Cooperation and Development (OECD). -

Cypher* Trump behaves as if Mexico tyrannises the US, taking its jobs while sending migrants north. However, it is the US that has impoverished Mexico P r e s i d e n t T r u m p ’s c o m m e r c e s e c r e t a r y Wilbur Ross said on 9 March that the US has ‘been in a trade war for decades — that’s why we have a deficit’1. At his nomination hearing, the billionaire banker (known for predatory restructuring of companies) said that his priority was to end this situation and renegotiate the North American Free Trade Agreement (Nafta) signed with Mexico and Canada in December 1992. The Trump team holds it responsible for the US’s trade deficit of $500bn in 2016, with Mexico accounting for 12%. The terms of the renegotiation remain vague, perhaps because of unexpected delays in the approval process designed to put this U-turn in America’s trade policy in the hands of Ross, Peter Navarro, director of the National Trade Council, and Robert Lighthizer, chief trade negotiator. Trump is keen to start the ‘geographic transition’2 — a relocation of plant and equipment to the US, marking the re-industrialisation of the economy — and has said he will give notice of the start of the renegotiation process ‘very soon’. -

But no insider had dared point the accusing finger directly at the ex-president and his family until this year, when another former chief executive, Miguel de la Madrid Hurtado, candidly and openly told a television interviewer that Salinas "promoted his family's enormous corruption." Click here for Full Issue of EIR Volume 15, Number 4, January 22, 1988 )]JITillFeature Mexico's ruin began with Miguel de la Madrid, by Carlos Cota Meza "We lost a battle but not the war," said President Miguel de la Madrid at the end of 1987, implicitly recognizing the fiasco of his economic policy of the last five years. The assertion starts from the premise that his program is perfect, and that the Mexican economy is the ideal place to apply it. As to the mere detail that the program is a dismal failure, the President blames this on "exogenous elements" or faults in the implementation, but he insists that the pf()gram is right. With the Economic Solidarity Pact, put into effect on Dec. 15, 1987 as a response to the trade unions' demands for wage increases, the governmentdecided to dig even deeper into its erroneous ways, but now with a new and ominous twist. On Jan. 8, in his New Year's message to the nation, President De la Madrid stated: "It is illegitimate to incite the citizens to civil rebellion or to resistance against the laws and authority. " That warning takes on great relevance, given that there is in the country a sharp and growing process of opposition to the President's economic policy, in particular since the Economic Solidarity Pact. Most serious of all, this opposition is coming mainly from groupings which belong to the ruling Revolutionary Institutional Party (PRI), such as the powerful Mexican Confederation of Workers (CTM), the oil workers' union, STPRM, and rural organizations belonging to the National Peasant Confederation (CNC). -

President Enrique Peña Nieto of the centrist Institutional Revolutionary Party (PRI) assumed the Mexican presidency on December 1, 2012, after 12 years of rule by the conservative National Action Party (PAN). Peña Nieto shepherded structural reforms through the Mexican Congress during his first year in office, but he has since struggled to implement some of those reforms and to address human rights abuses, corruption, and impunity. Some of Mexico’s domestic challenges have been exacerbated by uncertainty about the future of its relations with the United States. President Peña Nieto has made high-level Cabinet changes and prioritized anticorruption efforts, partially in response to his low approval ratings and his party’s weak performance in June 2016 gubernatorial elections. Ongoing protests against education reforms by teachers’ unions turned deadly in June 2016 as protestors and police clashed. Low oil prices have prompted the state- owned oil company to record significant losses. Problems in the energy sector, as well as global uncertainty, have contributed to the depreciation of Mexico’s currency and led to budget cuts. A successful bidding round for Mexico’s deepwater fields held in December 2016 bodes well for the future of the 2013-2014 energy reforms. The successful June 2016 adoption of a new accusatorial criminal justice system has been overshadowed by rising homicides. -

This environment arises not only from opponents of Enrique Peña Nieto, candidate of the once- dominant Institutional Revolutionary Party (PRI), who are denouncing as illegitimate his 6.6 point victory margin in the July 1 presidential contest. Rather another battle royal has erupted among the brass over the secretary of defense (SECDEF) to succeed incumbent Gen. Guillermo Galván on December 1.
