Supervisor – Riparian Job Vacancy: Department: Parks & Recreation Maintenance/Landscape Requisition Number: 2020148 Hours: 40 hours per week Rate of Pay: $61,000.00 - $63,000.00 annually Date Posted Up: 5/22/2020 Date Posted Down: Until Filled Time Up: 8:00 a.m. Time Down: SUMMARY Working under the direction of the Manager – Landscape and Horticulture, incumbent is responsible for all river maintenance (large woody debris, floatable, and trash removal), streambank assessment and restoration, vegetation assessment, invasive species management, vegetation restoration, volunteer coordination and management, public education, and outreach. Incumbent is expected to coordinate with multiple City agencies, committees, and organizations. Incumbent works horizontally, across the organization, in planning and implementing both routine and special programs and projects. The incumbent is expected to exercise good judgment, independence, initiative, and professional expertise in conducting day-to-day operations. All work duties and activities must be performed in accordance with the City safety rules and operating regulations, policies and procedures as well as federal, state, and local regulations. ESSENTIAL DUTIES AND RESPONSIBILITIES include the ability to interact with the public, City incumbents, and outside agencies with patience, tact, respect, and professionalism and the following. Other duties may be assigned. PLANNING / JUDGEMENT • Assists Superintendent – Parks Planning, Landscape, and Horticulture in the assessment and implementation of the City of Fort Wayne Riparian Management Plan; • Works with Superintendent – Parks Planning, Landscape, and Horticulture to assess and implement goals and objectives of the Riparian Maintenance Division; MANAGEMENT • Performs administrative duties, including the development and maintenance of work schedules, budgets, reports, and records; • Manages any contracts for riparian related maintenance or projects as assigned; • Works independently, establishing, and prioritizing daily task lists and directing subordinates within the riparian division; OPERATIONS • Safely operates a 30’ work barge, including 6 ton knuckle-boom crane, and 14’ service boat; • Performs basic maintenance on all work barge and service boat systems; • Utilizes work barge to remove the following items from river channel and banks: trash, logs, woody debris, boulders, and miscellaneous debris; • Assists with keeping all bridges clear of log jams and debris that obstructs navigation, in cooperation with Public Works Department; • Assists with keeping levees clear of large, woody debris and miscellaneous debris, in cooperation with Flood Control Department; • Oversees installation of Parks-owned docks in the spring and removal of docks in the fall, in coordination with other Parks divisions; 1 • Uses work barge or service board to inspect the rivers and promptly remove any obstructions, assess safety concerns, and address safety concerns; • Installs Parks-owned docks in the Spring and removes dock in Fall, In coordination with other Parks divisions; • Maintains Parks-owned docks including cleaning, repairs as necessary, removal of floating debris and trash accumulated from up river; • Assists various Parks divisions in maintenance of all riverfront parks; • Safely operates wood chipper, skid loader, and other power equipment as needed with proper training; • Utilizes various chemical agents such as but not limited to; cleaning products and pesticides, following all instructions on product labels; • Operates and maintains equipment in a safe manner; • Maintains work related reports and records; COMMUNICATION / INFORMATION • Coordinates, plans, and executes volunteer work days and events; • Assists with river-related Parks and Recreation Department programs and events; • Coordinates with City and County Departments on all work along rivers; • Works in harmony with fellow workers and maintains good relations with park patrons. MARGINAL DUTIES AND RESPONSIBILITIES • Maintains attendance records and approves time cards; • Establishes and maintains effective working relationship with/between subordinates; • Performs other duties as assigned. PERFORMANCE EXPECTATIONS The incumbent is responsible to manage their performance in accordance with this job description and the performance expectations provided to them by management. SUPERVISORY RESPONSIBILITIES Incumbent may supervise additional full-time and/or seasonal maintenance staff. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE • High school diploma or GED required; • College degree preferred, or combination of high school diploma and work experience; • Minimum 3 years’ experience operating boats. OTHER KNOWLEDGE, SKILLS and/or ABILITIES • Ability to drive one-ton trucks or small utility trucks, with trailer; • Ability to read and understand USGS river levels and gages; • Knowledge of how rivers are affected by rain events locally and in upper watershed preferred; • Knowledge of river depths and bottom conditions preferred; • Knowledge of federal, state, and local laws related to watershed conservation and stream restoration; 2 • Ability to understand oral and written instructions; • Communicates effectively both orally and in writing; • Works with moderate supervision where instructions are relatively complete. LANGUAGE SKILLS Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. MATHEMATICAL SKILLS Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. REASONING ABILITY Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. CERTIFICATES, LICENSES, REGISTRATIONS Valid Indiana Driver's License as required. Successful completion of Official Indiana Boating Safety Course required. Ability to obtain Category 5 Aquatic Pest Management license within 3 months.
