The India Cements Limited (ICL) is having four mining leases in Talaiyuthu limestone mine in TirunelveliTaluk and District. This report is prepared for getting environmental clearance for G.O.(3D) No.154 over an area of 22.305 Hectares (55.12 Acres). Limestone from this mine will be supplied to the India Cement’s Sankarnagar plant located about 2.7 km(By Road),South of the mine site. The mining lease was originally granted vide G.O.Ms.No.1622 dated 23.03.1965 for a period of 20 years from 21.09.1965 to 20.09.1985 and the first renewal was granted vide G.O.Ms.No.570 dated 22.08.1989 for a period of 10 years from 21.09.1985 to 20.09.1995. Subsequently the second renewal was granted vide G.O. (3D) No.154 dated 24.12.1998 is enclosed as Annexure– 1. The second renewal was granted for a period of 20 years and the mining lease validity was expired on 20.09.2015. The mining lease renewal application has been filed in Form –J and the renewal process is under consideration of Government of Tamilnadu. The copy of Form-J and the acknowledgment of application in Form-D are enclosed in Annexure - 2. As per MMDR Amendment Act 2015 the validity of mining lease is up to 31.03.2030. For obtaining environmental clearance, as per MoEF&CC Notification of September 2006, Form I and Feasibility report have to be submitted along with proposed Terms of reference (TOR) for prescribing TOR for the project by MoEF&CC / SEIAA. The mining lease area is less than 50 hectares and the declared Gangaikondan Spotted Deer Sanctuary is located within 5Km from the mine site, hence this project falls under category A as per MoEF&CC Notification. Hence, Form – 1, proposed ToR and feasibility report have to be submitted to MoEF&CC, for prescribing TOR and according EC after submission of EIA/EMP report to them. This feasibility report for G.O. (3D) No. 154 is prepared in line with the guidelines issued by MoEF&CC, vide their letter dated 30th September 2010 for the peak usable limestone production of2.09 LTPA (Lakh Tonnes per annum) for obtaining TOR from MoEF&CC towards getting environmental clearance for the total ML area of 22.305 Ha. This feasibility report is prepared based on the mining plan submitted for the period 2015-16 to 2019-20 and was approved by IBM vide letter No – TN/TNL/MP/LST-1955-MDS, dated 13.10.2015 (Annexure – 3).

1.1 LOCATION DETAILS OF PROJECT: The project is located in Gangaikondanvillage, TirunelveliTaluk,Tirunelveli district of Tamilnadu. The district Headquarters, Tirunelveli is about 13 km (road)away from Project and the nearest railway station, Talaiyuthu which is about 4.3 km (road) away from project. Mining operations are commenced in this area by the project proponent right from the year 1965 onwards. Entire land is non-forest Patta land. The lease area falls between latitude N8° 49’ 00.0” to N8° 49’ 24.5” and Longitude from E77°43’ 49.0” to E77°43’ 59.10” and falls in Survey of India Toposheet No. 58 H/9.

Whenever secondary breaking is necessary hydraulic excavator attached with rock breaker is engaged. Hydraulic excavators are engaged for excavation of Limestone and waste rock. Tippers of 20Ts capacity are deployed for transportation of Limestone to factory & also for hauling waste rocks in to waste dump. 12. advance the dump towards South and east during the Plan period. 15. Life of mine : About 10 years 16. Water courses : No major water course in Mining lease area. Thamirabarani River flows 5.4 km away from the SE direction of the lease area. 17. Ecologically sensitive : Gangaikondan Spotted Deer Sanctuary is situated about features 2.2km (NE) from the project site. 18. Other industries in the area : Mining leases of Krishna mines, South India mines & Minerals and other mining leases of M/s. ICL, SIMMINDS, blue metal quarries, Gangaikondan SIPCOT, Wolkem India Limited are situated in nearby and surrounding areas. ICL cement factory is 2.7kms away (by road) from this project. 19. Combined Manpower : Direct – About 17, Indirect - About 100 20. Combined Water Requirement &: About 17.0 m3/ day met from Bore well & mine sump source (Combined for G.O. 628& G.O. 154) 21. Site services : Common site services like mine office, first aid room, rest shelters, toilets, already existing in the mines. The proponent is having centralized workshop facilitiesat mines maintenance division. Licensed Magazine located at Ramayanpattiand Talaiyuthuvillage is used commonly for Talaiyuthu Limestone Mines for storage of explosives. There will not be any storage of explosives at site. 22. End use of the product : Mined out limestone is being and will be used for Cement manufacturing unit of ICL at Sankarnagar. 23. Mineral Transport : The limestone is being transported through dedicated road to cement manufacturing unit of ICL at Sankarnagar. 24. CSR activities : For various CSR activities, M/s. The India Cements Limited spent about Rs. 261.70 Lakhs in the period of 2010 – 2016. Future plan of action estimated for next five years period includes Rs.50 Lakhs. For all the mining leases of Talaiyuthu Limestone Mines. Rs. 10 lakhs per year will be spent under CSR.

3.0 PROJECT LAYOUT IN RELATION TO IMPORTANT NATURAL FEATURES: The mining lease area is devoid of declared ecologically sensitive features like national parks, biospheres, sanctuaries, etc., as mentioned earlier. 4.1 GREEN BELT PROPOSALS: The area experiences only very scanty rainfall during monsoon period.In the absence of copious ground water only dry plants are grown in this area.It was proposed to plant 100 numbers of trees per annum during the last plan period and now they are in preparation of site for planting 250 trees and the plantation will be done prior monsoon season.During the present plan period it is proposed to plant 500 numbers of trees within the mining lease area of 0.500 Ha. 5.0 REHABILITATION AND RESETTLEMENT PLAN (R&R PLAN) The mining lease is being operated right from the year 1965 onwards. The entire lease area is non-forest Patta land.As such, the question of (R&R) plan formulation does not arise. There is absolutely no dislocation of any persons. 6.0 PROJECT SCHEDULE AND COST ESTIMATES. This mining lease is in operation from the year 1965 onwards. The entire mined out limestone from this mine is being used captively in cement manufacturing unit of ICL at Sankarnagar and it proves to be economically viable in all respects.

7.0 ANALYSIS OF PROPOSAL The entire output from the mine is for captive usage of cement manufacturing plant at Sankarnagar. Cement, being an infrastructural core industry, enabling infrastructural development in the country and the Region, for which sector Government of India has earmarked project financial outlays to the tune of US dollars one Trillion, in the 12 th five year plan, this project contributes to GDP growth of the country, in a big way.

As limestone from the project is mostly used for cement manufacture, the project in its own minor role is making contribution to infrastructural betterment of the country. ICL has already carried out various social welfare measures and peripheral developmental activities with a good social outreach, so as to enhance the life style, income generation opportunities and educational levels of the local community in a big way. It has been involved in developing health, education, skill development, environment and spiritual development of the society. Setting up of mines and the cement factory has resulted in overall development of the region due to provision of direct & indirect employment, improvement in the general living standards and knowledge sharing, improved wage level and the living standard of the local people and continual improvements of the local amenities for the local society. ICL will also ensure that bigger financial outlays are earmarked in future for social outreach purposes which will enhance the life style, income levels educational and medical services and infrastructural services of the local area and local community. Financially, the local community will have benefits like increased income levels, better life styles etc. Besides, the local panchayats, State and Central Governments will also benefit due to receipt of taxes, cess, royalty etc., from the project proponent. In the context of accrual of tangible benefits on all fronts arising from project operations, the project is worthy of approval for improving the infrastructural, social and financial status of the region, the State and the country, as a whole. * * * * * * * *

Since then it has grown in stature to many plants spread over Tamilnadu, Andhra Pradesh,Telangana Maharashtra & Rajasthan. ICL is one of the market leader in cement technology, cement manufacture and marketing and because of its high quality standards of final product, it has attained a reputed brand acceptability in southern India as well as all over the country. The Company is the market leader with a market share of 28% in the South. It aims to achieve 35% market share in the near future. The Company has access to huge

RAJASTHAN i. Banswara, Rajasthan – 1.5 MTPA MAHARASHTRA i. Parli, Maharashtra – 1.1 MTPA Sankarnagar Plant is one of the oldest cement plant in South India. The company modernized by adopting latest dry process technology in the year 1990. In view of huge financial investment made for modernizing the plant, the company requires necessary raw material to run the plant for which there must be an assured supply of limestone of acceptable quality. At present the requirement of limestone is being supplied by various department mines as well as various supplier mines. Entire limestone produced from this lease is supplied to Sankarnagar cement Plant.

2.2 LOCATION DETAILS OF THE PROJECT: The mining lease is located in Gangaikondan village, TirunelveliTaluk, Tirunelveli district of Tamilnadu. The district Headquarters, Tirunelveli is about 13 km (road)away from Project and the nearest railway station, Talaiyuthu which is about 4.3 km (in the South) away from project. Entire land is non-forest Patta land. As such, there are no habitations in this area. Mining operations in this lease commenced in year 1965.

Ecologically sensitive : Gangaikondan Spotted Deer Sanctuary is situated about features 2.2km (NE) from the project site. 18. Other industries in the area : Mining leases of Krishna mines, South India mines & Minerals and other mining leases of M/s. ICL, SIMMINDS, blue metal quarries, Gangaikondan SIPCOT, Wolkem India Limited are situated in nearby and surrounding areas. ICL cement factory is 2.7 kms away (by road) from this project. 2.5 Need for the project and its importance to the country and / or to the Region: As already mentioned, this one of the captive mine of M/s India cements and it meets part of the limestone requirements of Sankarnagar Cement plant situated about 2.7 km away. The mine is in operation from the year 1965 onwards is an interior backward rural area with very little social and infrastructural facilities. The mining operations by ICL in this area have brought improvement in social, infrastructural and employment sectors in the area. Besides above benefits, financial accruals will be derived by Central, State governments and local Panchayats on account of royalty, cess, duties, etc., from project output. Cement being a core infrastructural sector component, limestone supplies for cement manufacture also assumes great importance. In view of above aspects, it can be seen that the project is a prime need for growth of backward area of the region and for GDP growth in state/central areas. The project will also improve the Human Development Index (HDI) of the area.

CHAPTER III PROJECT DESCRIPTION 3.1 TYPE OF PROJECT: This project pertains to mining of limestone & Magnesia limestone to the peak usable limestone production of 2.09 lakh tonnes per annum, for captive usage of ICL cement manufacturing unit which is about 2.7 km away. The technical profiles of the project are given below. 3.2 LOCATION: The mining Lease covered under G.O.(3D) No. 154is located in Gangaikondan village, TirunelveliTaluk, Tirunelveli district, Tamil Nadu. The nearest railway station Talaiyuthu is about 4.3 Km – S (by road) from the project site. The area falls in Toposheet no 58 H/9. Since the mineral deposits are site specific, alternate site considerations do not warrant analysis. 3.3 PROJECT DESCRIPTION: 3.3.1 GEOLOGY: 3.3.1.1 REGIONAL GEOLOGY: The rocks in this region consist of varied mixed gneisses and charnockite of Archaean. Due to intense metamorphism coupled with intrusive activities, these rock formations are seen as heterogeneous assemblages of metamorphic facies. The arenaceousfacies are represented by the quartzite rocks and argillaceous facies are represented by calc gneiss and calcareous facies are represented by crystalline limestone respectively. These rocks are generally termed as granulitic group of rocks. 3.3.1.2 LOCAL GEOLOGY: The rocks occurring in this region are metamorphosed crystalline limestone, associated with cal gneiss and quartzite of Achaean. The limestone seen in this area is occurring as a narrow linear band associated with quartzite and Charnockite. The limestone is being soft and more plastic than the associated rocks, shows heavy contortions and numerous minor folds due to flowage. Vertical and tensional joints across foliation are very common. There is no fault observed in this area. The limestone is intercalated with Charnockite, calc gneiss and quartzite. Since these calc gneiss bands are very small in thickness, hence they have not shown in the geological plan and cross sections. The limestone is white to grey in colour and lots of specks of mafic minerals are seen in the

limestone body. The quality of limestone is generally analyse CaCO3 70 to 73 %, MgCO3

3.6 to 4.5% and SiO2 from 16 to 19 %, where the quality of magnesian limestone is CaCO3

65 to 70%, MgCO3 12.0 to13.5 % and SiO2 from 14 to16 %. The general strike of the

limestone band is N-S and the limestone is dipping due West 65º to 75º. The various litho units and structural features are shown in the Geological cross sections. Geological plan and cross sections are given as Figure No - 3 & 4. 3.3.1.3 EXPLORATION: The detailed exploration in the mining lease area was carried out in two phases, first phase during 1982 and second during 2013-14. Totally 25 boreholes were drilled for a total meterage of 864.0m. 3.3.1.4 RESERVES & WASTE: The estimation of reserves of this area was done based on geological cross section method by drawing sections at 50m interval. The bulk density is taken as 2.6 Ts/Cu.M. Waste: The waste rock generated from the mining is the interstitial rock calc gneiss and side wall development rocks Charnockite and quartzite. The total waste to be generated from this mine for the balance mine life is estimated to be 40.82 lakh tonnes. Out of this 35.07 lakh tonnes are developmental waste and 5.75 lakh tonnes are interstitial waste. The entire waste material generated in the mine will be dumped in the waste dump located in the eastern part of lease area. It is proposed to advance the dump towards South and east during the Plan period. 3.3.1.5 GRADE:

3.3.2 MINING METHOD: The mine is a mechanised opencast mine and conventional mining method with deep hole drilling and blasting is being adopted in the mine. The mine will be ultimately having one mining pit as shown in the conceptual plan. The height & width of the working benches are maintained at 10 meters. The primary hole drilled by 115 mm dia DTH drills are loaded with 20 to 30% of cap-sensitive primer explosives of nitrate mixture (slurry explosives) or nitro compound explosives in combination with 60 to 70 % non cap-sensitive nitrate mixture and or ANFO explosives and detonated by short delay electric detonators in pre-designed hook-ups to attain a powder factor of 5 to 6 ts/kg with spacing of 3.5 meters and burden 3 meters. The average yield per 10 meter hole will be 262 Tonnes. Blasting is done by controlled basting technique using Sequential Timer Blasting Machine in combination with delay detonators. By using the Sequential Timer Blasting Machine, fly rocks, ground vibration and noise are totally controlled. There is no secondary blasting in the mine. About 20 % of primary blast materials in limestone require secondary breaking, which is being done by hydraulic rock breaker. The blasted materials are loaded to 20 Ts capacity trucks by deploying PC300 type hydraulic excavator. The mine will be worked in 5 to 10 meter slices and the ultimate size of the benches will be 10m x 10m.

The Surface plan showing the present mine position & mine position at the end of present plan period are given as Figure No - 5 & 6. The mining operation will be carried out as per the Mining Plan. The depth of the working in limestone band is up to 30RL and Magnesia Limestone band up to 40RL. Considering the available reserves quantity the Limestone to total waste ratio during the plan period is 1:3.01 and the overall Limestone to total waste ratio is 1: 2.89, which is economic for such type of metamorphic deposits. There is only one waste dump in the mining lease area, which is located in the eastern part of the lease area. The development and the interstitial waste generated during the plan period will be dumped in the above waste dump. The recovery of limestone from the ROM is 60% for cement grade Limestone and 75% for magnesia Limestone. Once the entire limestone of this mine is excavated up to the ultimate pit limit the mining pit will be used for rain water harvesting. The ultimate pit dimension is given below

3.7 MANPOWER: The present direct manpower strength is 17 and indirectly more than 100 persons will benefit due to employment prospects in allied services like logistical operations, trading activities, casual labor needs, green belt creation etc. 3.8 WATER AVAILABILITY AND WATER NEEDS: Total water requirements for the ML operations (G.O.No. 628&154) will be as follows:  Domestic - 01.5 Cu.M/day  Water sprinkling / dust suppression - 12.0 Cu.M/day  Green belt/plantation - 03.5 Cu.M/day - - - - - 17.0Cu.M/day ------Industrial water requirement like dust suppression, green belt, etc. will be met from mine sump water& borewell. 3.9 SITE SERVICES: Common site services like mine office, first aid room, rest shelters, toilets, already existing in the mines. The proponent is having a centralized workshop facilities at mines maintenance division at Thalaiyuthu village. Licensed Magazine located at Ramayanpattiand Talaiyuthu village is used commonly for Talaiyuthu Limestone Mines for storage of explosives. There will not be any storage of explosives at site. 3.10 ELECTRICITY REQUIREMENTS: About 65000 units of electricity are used both together for G.O.No.628 & 154 on yearly basis. Entire power requirement is being met from the TNEB Grid. 3.11 EFFLUENT SYSTEMS: The only effluents arising from the combined mine lease will be domestic waste water to the tune of about 0.6 KLD. This will be suitably discharged into the septic tank with soak pits.

3.12 FINAL PRODUCT MARKETING : The entire output of limestone including subgrade high magnesia limestone is being used for cement manufacture in ICL at Sankarnagar, as stated earlier.

3.13 LINEAR SCHEMATIC SYSTEM FOR PRODUCT USE: Entire limestone output is being supplied to the crusher in the cement plant of M/s The India cements Limited at Sankarnagar. After physical sizing of products in the crusher, the crushed limestone is passed through vertical roller mills for grinding. Along with the limestone, some additives are being added to maintain proper qualitative standards of raw meal. Raw meal will be sent through kiln for clinkerisation and the clinker will be ground to fine cement with gypsum or fly ash to maintain the proper standards for cement setting times by way of retardation, etc.

CHAPTER IV SITE ANALYSIS 4.1 CONNECTIVITY: This lease area is located in Gangaikondan village, Tirunelvelitaluk, Tirunelveli district of Tamilnadu. Nearest railway station is Talaiyuthu which is about 4.3 km (in the South) away from project. The project is easily approachable from NH-44 (Previously NH-7) connecting Kanyakumari and Varanasi on the eastern side passing 2.7km (E) of the lease area. Mineral transportation from this lease to the cement plant is done through dedicated road. 4.2 LAND FORM, LAND USE AND LAND OWNERSHIP: The mining lease in the area is under operation by project proponent, since 1965. The entire lease area is non-forest Patta land. 4.3 TOPOGRAPHY AND DRAINAGE: The terrain of the lease hold area has a low relief, on the eastern side with undulations which rise up on the western side to form a quartzite hillock. The area is rocky terrain with quartzite scattered all around the mine. The area experiences very scanty rainfall even during the monsoon period. The vegetation are mainly xerophytes like cactus, Zizphys jujube(common jujube) and no other trees are found to be grown. The area is neither catchment area nor water shed nor does any river ornalla emanate from this area. The area appears on the ground as a desolate patch. The western part of the area is under Talaiyuthu Reserve forest.There are no wild life and the entire area presents a desolate patch. ThamirabaraniRiver flows 5.4 km away from the SE direction of the lease area. 4.4 PROJECT LAYOUT IN RELATION TO IMPORTANT NATURAL FEATURES: The mining lease area is devoid of declared ecologically sensitive features like national parks, biospheres, sanctuaries, etc., as mentioned earlier. No forest land is involved in the lease area. The area also does not come under CRZ category. The feature in 10 km radius is shown in Index Plan. 4.5 EXISTING STRUCTURE: The area is well connected by roads. The limestone is being transported to India Cements plant at Sankarnagarthrough dedicated road. Besides, adequate site services are provided in the mine as per statutes. 4.6 CLIMATIC SCENARIO: This area is situated in the warm climatic belt with moderate humidity. The maximum summer temperatures range from 38 to 40˚C, while minimum in winter is about 20˚C. The area receives moderate rainfall during from both SW and NE monsoon season averaging 558.7 mm from the year 1994 to 2014. The maximum rainfall is generally experienced in the months of September, October and November. 4.7 SOIL STATUS: As the project area is of hard rock formations and it is in operation from the year 1965 onwards, top soil is almost absent in the area. However, whatever little top soil is available in future operations, this will be used for green belt creation, with supplementary additions from outside sources.

4.8 SOCIAL INFRASTRUCTURE: The following villagesare situated near the project site, whose details are given below.

The study of amenities in the villages indicates that drinking water is available in all the villages and the other facilities like post office, medical facilities also exist in some villages. Primary schools exist in all the villages, whereas middle and High schools are available in Thenkulam village. 4.8.1 SOCIAL INFRASTRUCTURE IMPROVEMENTS ARISING OUT OF MINING OPERATIONS: The area is mostly backward and the rainfall is also very low. The villagers mostly depend upon dry crops. The mine has already employed labourers from the nearby villages. The company also helps in social functions like temple festival and sponsoring various health camps etc. The company runs an elementary school named BalaVidhyalaya, a higher secondary school named Sankar Higher Secondary School and a polytechnic named Sankar Polytechnic. The local people use these facilities for their children. For various CSR activities, M/s. The India Cements Limited spent about Rs. 261.70 Lakhs in the period of 2010 – 2016. Since there are many mining leases in the study area, a combined CSR proposal is formulated for all the mines together. In future, the following social welfare activities will also be undertaken by project authorities to improve the physical and social infrastructures of the local community.  Conducting Mobile health camps in regular intervals so as to cover all the villages in the impact zone.  Conducting Polio vaccination camps, veterinary camps, AIDS awareness programme, de-addiction and rehabilitation programme for alcoholics can be conducted once in 6 months / year.  Providing free medicines, distribution of hearing aids, spectacles, walking

sticks, tricycles for physically challenged etc.  Providing bore wells / sintex tanks / ground levels tanks/ motor room / pipe fittings, repair of bore wells.  Distribution of note books, school bags, prizes for meritorious children,, scholar ship for meritorious needy students  Renovation/ repairing / upgradation of facilities in Balwadis, schools, provision of toilets in schools etc.  Providing new community hall, public toilets, renovating child centre, ration shop, Construction of bus shelters etc.  Vocational training, tailoring, Embroidery training, etc.  Conducting veterinary camps, water tanks for animals etc., and provision for other activities Future plan of action estimated for next five years period includes Rs.50 Lakhs. For all the mining leases of Talaiyuthu Limestone Mines. Rs. 10 lakhs per year will be spent under CSR. The breakup of the same will be decided based on the immediate need and priority.

CHAPTER V PLANNING BRIEF 5.1 PLANNING CONCEPT: As detailed in earlier chapters, the mine will be producing peak usable limestone production of 2.09 lakh tonnes per annum. The entire output is for captive usage of ICL cement manufacturing unit at Sankarnagar. 5.2 POPULATION PROJECTIONS: The mines provides direct employment to about 17 persons and indirectly more than 100 people benefit through allied services like trading, logistics, casual labors etc.. As mentioned earlier on paras 4.8.1, in chapter IV, the project proponent has carried out various social welfare measures under their well-formulated “CSR” scheme. Because of above employment opportunities and social welfare measures extended by ICL to local community, there will be improvement in life styles, income levels, and educational statuses of local population. As a result, the Human Development Index (HDI) of the area will also improve. 5.3 LAND USE PLANNING: The details of land use planning for the project have been furnished in para 3.6 in chapter III. 5.4 GREEN BELT PROPOSALS: The area experiences only very scanty rainfall during monsoon period. In the absence of copious ground water only dry plants are grown in this area.It was proposed to plant 100 numbers of trees per annum during the last plan period and now they are in preparation of site for planting 250 trees and the plantation will be done prior monsoon season. During the present plan period it is proposed to plant 500 numbers of trees within the mining lease area of 0.500 Ha. 5.5 ASSESSMENT OF INFRASTRUCTURE DEMAND: As the mine project is in operation for many years i.e from year 1965 onwards, good infrastructural facilities already exist in the area. Limestone is being transported through the dedicated road to the cement manufacturing unit of ICL which is about 2.7km away from the project site. In addition, good water supply and power facilities are existing for this project. All site service facilities are also created by ICL for smooth uninterrupted mining operations, as per statutory standards. 5.6 AMENITIES AND FACILITIES: As mentioned in para 5.5 above, good facilities and amenities for properly conducting the project operations are already in place. The staff and workers in the project are provided with necessary facilities like good drinking water, personal protective devices to avoid risk and injuries, good vocational training sessions, propagation of safety awareness and safe practices, etc., so that the project operations do not affect the working staff. Medical facilities are also provided to the workers and staff of the project. Similarly occupational health check-up is being and will be carried out at least once a year of all staff and workers for detecting any incidence of occupational health problems. The local nearby population will be subjected to frequent check-up through medical camps for any health problems.

CHAPTER VI PROPOSED INFRASTRUCTURE As this mining project is being operated for many years in the past by the project proponent, good infrastructural layout as mandated by statutory standards is already available in the area. Besides, there are 2 residential colonies already developed by ICL for the staffs of cement plant and various mines. As such there is no proposal for any additional infrastructures.

CHAPTER VII REHABILITATION AND RESETTLEMENT PLAN (R&R PLAN)

The mining lease is in operations right from the year1965 onwards. The entire project area is non forest Patta land. As such, the question of (R&R) plan formulation does not arise. There is absolutely no dislocation of any persons.

CHAPTER VIII PROJECT SCHEDULE AND COST ESTIMATES

The entire mined out limestone from this mine is for the captive usage of ICL cement manufacturing unit at Sankarnagar and it proves to be economically viable in all respects. * * * * * * * *

CHAPTER IX ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS) 9.1 ANALYSIS OF INFRASTRUCTURAL, SOCIAL AND FINANCIAL BENEFITS OF THE PROJECT

9.1.1 Infrastructural growth analysis: Limestone is a major raw material for manufacturing cement. Cement, being an infrastructural core industry, enabling infrastructural development in the country and the Region, for which sector Government of India has earmarked project financial outlays to the tune of US dollars one Trillion, in the 12th five year plan, this project contributes to GDP growth of the country, in a big way. As limestone from the project is mostly used for cement manufacture, the projects own its minor role in making contribution to infrastructural betterment of the country. Due to this mine infrastructural development has also taken place locally. 9.1.2 Social benefits: ICL is already working in the area for production of limestone from various mines and cement plant operations nearby, as mentioned earlier. They have already carried out various social welfare measure and peripheral developmental activities with a good social outreach, so as to enhance the life style, income generation opportunities and educational levels of the local community in a big way. It has been involved in developing health, education, skill development, environment and spiritual development of the society. Setting up of mines and the cement factory has resulted in overall development of the region due to provision of direct & indirect employment ,Improvement in the general living standards and knowledge sharing, improved wage level and the living standard of the local people and continual improvements of the local amenities for the local society. ICL will also ensure that bigger financial outlays are earmarked in future for social outreach purposes which will enhance the life style, income levels educational and medical services and infrastructural services of the local area and local community. 9.1.3 Analysis of Financial benefits: Financially, the local community will have benefits like increased income levels, better life styles etc. Besides, the local panchayats, State and Central Governments will also benefit due to receipt of taxes, cess, royalty etc., from the limestone output from the project.
