File photo: PTI The AIADMK government has moved away from the late Tamil Nadu Chief Minister and party supremo, Jayalalithaa’s fundamental doctrine of dealing with the Union government: fierce opposition to any policy change that seeks to usurp the powers of the State Government. An exceedingly generous way of assessing the current situation would be to claim that this appears more in line with the party founder M.G. Ramachandran’s line of agreeing with the Centre on most issues that did not affect the support base of the party. This argument, however, falls off the cliff because some of the basic policy changes, for instance, those pertaining to the public distribution system and the common entrance examination to professional courses, affect people adversely. While the party tries hard to re-position itself in the MGR centenary year, the DMK looks electorally invincible. Vol. 54, Issue No. 17, 27 Apr, 2019 Is it possible for the DMK to come to power in Tamil Nadu in light of the recent splintering witnessed by the AIADMK? The 2014 Lok Sabha elections in Tamil Nadu resulted in a resounding victory for the All India Anna Dravida Munnetra Kazhagam (AIADMK) which secured 38 out of 40 seats, while the Dravida Munnetra Kazhagam (DMK) failed to win even one. The DMK received only 23% of the vote share while the National Democratic Alliance (NDA) alliance bagged around 18% (Ramajayam 2014). The AIADMK victory was credited to the goodwill generated by Jayalalithaa's welfare measures. The DMK was still coping with the consequences of the power transfer from Karunanidhi to Stalin. The ghosts of corruption and aggrandisement continue to haunt the party. It could form an alliance with only two parties—Thirumavalavan’s Viduthalai Chiruthaigal Katchi (VCK) and Krishnasamy’s Puthiya Thamaizhagam—both of which are Dalit parties. The NDA had managed to cut the prospects of the DMK by roping in Vijayakanth’s party, Desiya Murpokku Dravida Kazhagam (DMDK)which was then the principal opposition party, along with Vaiko’s Marumalarchi Dravida Munnetra Kazhagam (MDMK) and Anbumani Ramadoss’ Vanniyar caste-based party, Pattali Makkal Katchi (PMK).     REVIEW OF THE WORK TRANSACTED BY THE SEVENTH TAMIL NADU LEGISLATIVE ASSEMBLY 1980-84 CHAPTER I THE STATE LEGISLATURE-ORIGIN AND EVOLUTION When on the last day of 1600 Queen Elizebeth signed the Charter of the East India Company, no one in his wildest dreams could have imagined that she was laying the foundation for the acquisition of a mighty Empire. The constitutional doctrine that all acquisitions of sovereignty by a subject are and can be behalf of the Crown, has ever been part of the law of England and when after the battle of Plessey, the East India Company found themselves in possession of an Empire, though nominally as delegates of the Moghul Emperor, Parliament intervened with the Regulating Act. The Act of 1784 which followed established a dual system of control by the Company and a Parliamentary Board which survived till the direct assumption of Sovereignty by the Crown of England in 1858. To start with, the Presidencies were independent of each other, but the Regulating Act termed the Governor of Bengal as the Governor-General of Bengal and made him the Supreme Head of all the Presidencies. At the same time, the legislative power in the Presidencies was recognized. This state of things was however discontinued by Charter Act of 1833 which concentrated all legislative powers in the Governor-General in Council and deprived the local Governments of their power of independent legislation. The grave inconveniences resulting from such a system led to its reversal in the Indian Councils Act, 1u861. From then on wards, the power of the Provincial Legislatures has always been on the increase and under the Government of India Act, 1935, the provinces became co-equal in the Federal system.
