Krzos News Editor Early Tuesday evening Francis Bailey supporters smelled victory, and by 9:45 p.m. when final election returns revealed Bailey defeated opponent Dick Walsh, they could taste it. Bailey became Sanibel's new City Council mem- ber by beating Walsh in a 54 to 46 percent split. Bailey netted 1,307 votes, while Walsh received 1,130.
