Due to Covid-19 lockdown imposed by the Government of this Commission due to the constraint of conducting the enquiry in person, conducts the enquiry through telephone and online. Hence this case was taken into enquiry on 03.02.2021 After Noon through telephone. During the enquiry the petitioner Thiru P. R. Adikesavan , and The Public Information Officer, Head Quarters Deputy Tahsildar, Uthiramerur Taluk, Uthiramerur, Kancheepuram District was present for the enquiry.

2. On perusal of the petition dated 30.12.2019 filed under section 6(1) of the R.T.I. Act, 2005 reveals that the petitioner has sought the details and copies of documents in respect of Patta No.1064, Kaliyampoondi Village, Uthiramerur Taluk Kancheepuram District. The following details and documents are required for the court cases:

1. Name / Names of the applicants: 2. Date of Application and date of Grant of Patta No.1064, 3. Notes submitted by a)Village Administrative Officer, b) Revenue Inspection, c) Deputy Tahsildar and d) Tahsildars Approval Note and e) the names and their position and placement as on date Required Copies of documents 1. Application submitted for issuance of Patta No.1064, 2. The Legal Heir Certificate, Document to prove possession by the alleged claimants and 3. Supporting documents filed to change the patta from 118 to 1064 4. Virtually in fact view and inspect the entire records

The Public Information Officer has not provided any reply to the petitioner and hence the petitioner has preferred a First Appeal dated 13.02.2020 under section 19(1) of the RTI Act, 2005 and followed by a Second Appeal dated 29.07.2020 under section 19(3) of the RTI Act, 2005 and hence, the said appeal has been taken up for today’s (03.02.2021 A.N.) enquiry.

4. During the enquiry the petitioner has stated that he has not received information from the Public Information Officer. The petitioner insisted this Commission to provide the complete information without any omission.

5. During the enquiry, the Public Information Officer has stated that he will provide the complete information to the Petitioner at the earliest.

6. In the circumstances of this case, the Commission finds that information sought by the petitioner was not fully provided to the petitioner. Hence, the Public Information Officer is hereby ordered:

• The Public Information Officer is hereby ordered to provide the complete information to the petitioner by RPAD within 15 days under Section 7(6) of Right to Information Act from the date of receipt of this order and send a compliance report to this Commission.

• The Commission further orders that if the Public Information Officer fails to provide the information during the said period of 15 days action will be initiated under section 20(1) of the Right to Information Act.
