Suzy Davies (South Wales West): Will the Minister advise on whether the Welsh Government will put separate contracts out to tender for "Engagement" and then “Employment Support”, or will the two be retained in single contracts when the Employability and Support Contracts go to tender in 2017? (WAQ71390) Minister for Skills and Science: ‘Taking Wales Forward’ includes a commitment to develop an All Age Employability Programme which will be a single, more flexible and responsive programme for all ages. The programme will better meet the needs of those requiring support to gain and retain work, and to progress within work. Catriona Reckless reported that she had participated in an earlier meeting with Matthew Richards and Elisabeth Jones, as co-heads of the Assembly’s legal team, and they were in support of the Cross-Party Legal Group being established, and wished at a future date to give a presentation to the Cross-Party Legal Group about the Assembly’s legal function, its established leading expertise in devolved law, and its role in optimally supporting Assembly Members.

MATTERS ARISING (a) Minutes 134(a) - Cwmllynfell Cemetery Improvements It was reported that tarmac had been laid on the new roadway. The only work that remained under the contract was seeding of the disturbed areas. The Clerk suggested however that the Council may wish to consider asking the contractor to quote for importing some top soil in order to improve the surface which had eroded considerably during recent periods of inclement weather. It was also reported that an account for the design and supervision fee had been received from Neath Port Talbot County Borough Council which had been calculated at 10% of the tender price rather than at 10% of the reduced final cost. Resolved that the report be noted and that T Richard Jones (Betws) Ltd be requested to provide a quotation for importing and spreading top soil prior to seeding. (b) Minute 134(b) - Planning - Deposit Local Development Plan A communication was received from Neath Port Talbot County Borough Council in which it was indicated that the Council had not submitted a “Sustainability Appraisal” to accompany its Alternative Sites proposal for a settlement limit for Rhiwfawr and Coedffaldau.

    Suzy Davies AM: I know you will have received complaints re suggestions that members living in England should be permitted accommodation in the Bay plus travel expenses. Could I ask that, whatever you decide, that there is consistency. My home is in the Dyfi Valley, near Machynlleth. However, as I represent South Wales West, I have found accommodation – at my own expense - in Swansea in my region. Despite bring a resident in Mid and West Wales and as a result of taking that accommodation in Swansea, I am not entitled to a flat in the Bay; I travel daily and use hotels in Cardiff when I need to. I think I am right in saying that Mark Reckless has made a similar decision to find accommodation in the region that he represents, thereby ruling himself out from Bay accommodation. In the case of Neil Hamilton, the only individual affected by the reference to England, he would still be entitled to a Bay property as is the case for all Mid & West AMs. However, if he lived in his region, it would affect the nature of his travel expenses. Can you confirm that, if AMs choose not to move from their home (wherever that is) to their constituency/region, for whatever reason, then (a) As my home is not in South Wales West, I would be entitled to accommodation in the Bay plus travel expenses to my home and back every weekend? (b) That I would be entitled to travel expenses between my home and my region? I suspect not. It was told in my first week that I had to designate my Swansea address as my home and travel could only be claimed from there on usual Assembly business.

    Suzy Davies MS Senedd Commissioner 2 February 2021 Dear Suzy, Finance Committee report: Implementation of the Wales Act 2014 and operation of the Fiscal Framework The Finance Committee has published its report into its inquiry into the implementation of the Wales Act 2014 and operation of the Fiscal Framework. As we approach the end of the Fifth Senedd, Members of the Committee felt it was important to reflect on the implementation of these powers and the effectiveness of the Fiscal Framework. Our report found that whilst awareness of fiscal devolution is increasing in Wales, the awareness of devolved taxes amongst businesses, professionals and other stakeholders is low. The Committee believes that more needs to be done by both the Welsh Government and the Senedd to raise awareness of fiscal devolution in Wales. As such we have made the following recommendation: Recommendation 3: The Senedd also has a role in educating, engaging, and informing the Welsh public on fiscal devolution and the Committee recommends that the Senedd Commission considers how it can contribute to this in the Sixth Senedd. The Senedd is further mentioned later in the report in paragraph 162, where the Committee states: “Awareness raising for WRIT has primarily fallen to the Welsh Government and HMRC but there is a role for the Senedd in increasing knowledge of WRIT and fiscal devolution, and the Committee would like to see additional engagement activity in this area as mentioned in recommendation 3.” As you will recall the Committee has taken an interest in the Communications Strategy of the Senedd, and it would be helpful if these considerations can be incorporated within the strategy.
