Commissioners Court July 28, 2020 NOTICE OF A MEETING OF THE COMMISSIONERS COURT OF HAYS COUNTY, TEXAS This Notice is posted pursuant to the Texas Open Meetings Act. (VERNONS TEXAS CODES ANN. GOV. CODE CH.551). The Hays County Commissioners Court will hold a meeting at 9:00 A.M. on the 28th day of July 2020, in the Hays County Courthouse, Room 301, San Marcos, Texas. An Open Meeting will be held concerning the following subjects: CALL TO ORDER INVOCATION PLEDGE OF ALLEGIANCE - Pledge of Allegiance to the American Flag & Pledge of Allegiance to the Texas Flag ROLL CALL PUBLIC COMMENTS At this time 3-MINUTE comments will be taken from the audience on Non-Agenda related topics. VILLARREAL-ALONZO 6 10-24 Approve Commissioners Court Minutes of July 14, 2020 and July 21, 2020.BECERRA/CARDENAS Approve the payment of the July 31, 2020 payroll disbursements in an amount not to exceed 7 25 $3,850,000.00 effective July 31, 2020 and post totals for wages, withholdings, deductions and benefits on the Hays County website once finalized. BECERRA/RICHEY Authorize the replacement of one (1) 3.5 Ton HVAC system located at the Hays County Pct. 5 Lion's 8 26-36 Club building and amend the budget accordingly. JONES/T.CRUMLEY Authorize On-Site Sewage Facility Permit for 24 RV spaces located at 710 Henly Loop, Dripping 9 37 Springs, Texas 78620. SMITH/STRICKLAND Authorize On-Site Sewage Facility Permit for Lone Man Mountain Brewery located at 2825 Lone Man 10 38 Mountain Road, Wimberley, Texas 78619. SHELL/STRICKLAND Authorize a waiver to the purchasing policy for the purchase of specialty lobby furniture from Arconas 11 39-43 Corporation for the Public Safety Building bond project. INGALSBE/CUTLER Authorize the County Judge to execute a Service Order with Grande Communications Business for 12 44-46 monthly Fiber Internet Services for the Public Safety Building and authorize a discretionary exemption per Texas Local Government Code Ch. 262.024(a)(7)(D). INGALSBE/CUTLER Ratify the acceptance of a donation of $100.00 to the Sheriff's Office and amend the budget 13 47 accordingly. INGALSBE/CUTLER Authorize the purchase of one replacement Dell OptiPlex 7070 for the DPS License & Weight Division 14 48-53 administrative staff and amend the budget accordingly. INGALSBE Authorize an amendment to the Texas Office of the Governor (OOG) - Criminal Justice Division (CJD) 15 54 related to a grant extension for the Mental Health Crisis Intervention project. INGALSBE/CUTLER Authorize the execution of the FY 2021 Interlocal Contract for the Next Generation 9-1-1 Database Program with the Capital Area Emergency Communications District (CAECD) for emergency 16 55-79 communications Geographic Information Systems (GIS) services to be provided by the County with no County matching funds required. BECERRA/STRICKLAND Authorize the execution of a contract with the Texas Department of State Health Services (DSHS) for 17 80-153 the COVID-19 Grant Program in the amount of $103,777.00 and amend the budget accordingly. BECERRA/BORCHERDING Authorize the Veteran's Administration Office to purchase Case Management Software from Advantec 19 163-172 Information Systems, LLC and amend the budget accordingly. INGALSBE/PRATHER Authorize the County Judge to execute Proposals with Microception, Inc. for Video Oversight totaling 20 173-177 $12,499.00 and authorize a discretionary exemption per Texas Local Government Code Ch. 262.024(a)(7)(D). SHELL/CUTLER Authorize the Office of Emergency Services to purchase 10 Microsoft Surface Pro 7s and 10 Canon 21 178-184 All-In-One Printers that will be used at the COVID-19 testing sites and amend the budget accordingly. BECERRA/JONES Authorize a waiver to the purchasing policy for MGC, Inc. to relocate and certify Evidence Room 22 185-187 Equipment for the Public Safety Building bond project. INGALSBE/CUTLER Approve specifications for IFB 2020-B14 Lime Kiln Road Improvements and authorize Purchasing to 23 188-458 solicit for proposals and advertise. SMITH/SHELL/BORCHERDING ACTION ITEMS ROADS Discussion and possible action to authorize the County Judge to execute a Professional Services Agreement/Contract between Hays County and HDR Engineering, Inc to provide construction 24 459-501 engineering, inspection & testing (CE&I) services related to Hays County Road Improvement Projects on an as-needed basis. SMITH/BORCHERDING Discussion and possible action to hold a public hearing to establish a 25 MPH speed limit in Savannah 25 502-503 Ridge subdivision. JONES/BORCHERDING Discussion and possible action to authorize the County Judge to execute a Professional Services Agreement/Contract between Hays County and BGE, Inc to provide construction engineering, 26 504-557 inspection & testing (CE&I) services related to Lime Kiln Road (CR 225) a Hays County Road Bond Project. SMITH/BORCHERDING Discussion and possible action to approve Amendment #1 to the Advance Funding Agreement between Hays County and the Texas Department of Transportation (TxDOT) for the RM 2325 at 27 558-561 Fischer Store Road project and authorize the County Judge to execute the Advance Funding Agreement Amendment #1 on behalf of Hays County. SHELL/BORCHERDING Discussion and possible action to award contract for IFB 2020-BB12 Cotton Gin Road Improvements - 28 562-570 Phase 1 to Patin Construction, LLC. JONES/BORCHERDING Discussion and possible action to authorize the County Judge to execute an Interlocal Agreement and Right of Entry Agreement between Hays County and the Dripping Springs Independent School District 29 571-585 regarding the Funding and Construction of a new driveway on the Sycamore Springs Campus in conjunction with the Sawyer Ranch Road Bond Project and amend the budget accordingly. SMITH/BORCHERDING SUBDIVISIONS PLN-1433-PC; Hold a public hearing with possible action to approve the final plat of the Replat of Lot 30 586-589 35, Burnett Ranch, Section One Subdivision. SHELL/PACHECO MISCELLANEOUS Discussion and possible action to authorize the County Judge to execute a Professional Services 31 590-602 Agreement between Hays County and CommuniCare Health Centers related to COVID-19 Testing. BECERRA/T.CRUMLEY Discussion and possible action to allow additional Transportation Department staff to take work 32 603 vehicles to their homes, requested per the County Property and Employee Responsibility chapter in HR Policy guidance. JONES/BORCHERDING Discussion and possible action to name the training facilities at the Hays County Sheriff's Office the 33 604 "Allen Bridges Training Center", dedicated in memory of former Hays County Sheriff, Allen Bridges (1946-2008). INGALSBE/CUTLER Discussion and possible action to authorize the County Judge to execute two Information Release 34 605-628 Contracts with the Texas Workforce Commission for the benefit of the Hays County Sheriff's Office and the Hays County Criminal District Attorney's Office. INGALSBE/CUTLER/MAU Discussion and possible action to appoint Judges, Alternate Judges and clerks for the November 3, 35 629-631 2020 General Election for a two-year term from August 1, 2020 to July 31, 2022. BECERRA/ANDERSON Discussion and possible action regarding the Emergency Cash Assistance Program (ECAP), also 36 632 known as Project Recoil, including but not limited to, funding for advertisement and refinement of procedure related to distribution of grants. SHELL Discussion and possible action regarding the FY 2021 budget including a presentation of the Judge’s 37 633 recommended budget and the selection of dates for budget workshops. BECERRA EXECUTIVE SESSIONS The Commissioners Court will announce it will go into Executive Session, if necessary, pursuant to Chapter 551 of the Texas Government Code, to receive advice from Legal Counsel to discuss matters of land acquisition, litigation, and personnel matters as specifically listed on this agenda. The Commissioners Court may also announce it will go into Executive Session, if necessary, to receive advice from Legal Counsel regarding any other item on this agenda. Executive Session pursuant to Sections 551.071 and 551.074 of the Texas Government Code: 38 634 consultation with counsel and deliberation regarding all individual positions in the Hays County Constable Precinct 3 office. Possible discussion and/or action may follow in open court. BECERRA Executive Session pursuant to Sections 551.071 and 551.074 of the Texas Government Code: consultation with counsel and deliberation regarding all individual positions in the Hays County 39 635 Constable offices related to providing services for Covid-19 testing sites. Possible discussion and/or action may follow in open court. JONES Executive Session pursuant to Sections 551.071 and 551.074 of the Texas Government Code: 40 636 consultation with counsel and deliberation regarding all individual positions in the Hays County Office of Emergency Services. Possible discussion and/or action may follow in open Court.
