This proposed change will introduce an unacceptably additional high volume of made available to you on the 5 March 2020 and the new design was traffic into the Cato Ridge Village. Specifically, heavy motor vehicles which discussed at the Public Open on the 12 March 2020. Further currently use the existing Cato Ridge off ramp to access various home depots comment will be welcomed once the Draft Scoping Report has been and businesses in the greater area. EG: LBH Transport; HFR Transport; Agri released for public review. Transport; the local Durban Fire Department; the new Cato Ridge Private Hospital; sugarcane farmers in the Cato Ridge & Camperdown area who have sugarcane trucks transporting thousands of tons of sugarcane to sugar mills on the coast, as well as the entire community of the Georgedale / Mpumalanga area.

In conjunction with this high traffic volume, the proposed route from the proposed interchange which will ultimately lead to the new access road is complicated and will cause extreme congestion and inconvenience to any vehicle (light or heavy) that attempts to gain access to Cato Ridge Village or any area beyond. Such as those mentioned above in 1. • This will further lead to catastrophic disruption, or even closure, of numerous local businesses. • The associated unemployment of locals who have depended on these businesses for many years has not been considered. • The devaluing of current properties will have a further massive negative impact on current property owners and business owners alike. • The proposed extension of the “link” road running parallel to the N3 in order to join with the current Doornrug Drive stop street will require the complete closure of the Cato Ridge Truck Stop and demolition of the 1937 Historic Church Building situated on that property. • Residents in the Carabow Apartment complex will be severely impacted by this development since the “link” road will be at the same height as the existing N3. • Wareings Log Cabin and fellow tenants of that complex will be devastated by such a development.

The aerial photographs provided for comment are not properly scaled and it cannot be determined by the layman exactly where and how much land will be required in order to accommodate: • The proposed widening of the N3 • The proposed extension of the “link” road.

We had an offer to purchase our business and property mid-2018, which was withdrawn as a result of the uncertainty of the proposed N3 upgrade and close of the Cato Ride Durban bound on and off ramps. The proposed upgrade of the link road leading from KwaXimba and dissecting our property will further impact the future of the business and the value of the property. The revised design which addresses the concerns raised were Clearly there is a need to upgrade access to the immediate KwaXimba and made available to you on the 5 March 2020 and the new design was Harrison Flats area north of the N3 as a large number of heavy vehicles discussed at the Public Open on the 12 March 2020. Further accessing this area are using the Hammarsdale interchange and the old road comment will be welcomed once the Draft Scoping Report has been access. The proposed “dry port” and development areas on the Southern side, released for public review. which will most probably be sited East of the existing water course and dams adjoining Cato Ridge for obvious environmental reasons, also needs to be addressed to provide the necessary infrastructure. Our Metro Municipality which “includes us Cato Ridge Ratepayers” has broadly identified both sides for development but has to give considerable weight to the effect this will have on the residents of not only Cato Ridge, but also Georgedale and the surrounding agricultural community. Your concerns have been noted and SANRAL has requested the I am the owner/representative of Wareings Commercial node and residential design engineers to reassess the proposed design of the KwaXimba properties near both the proposed Link Rd and the interchange and have lived Interchange. here my whole life. The inclusion of the Link Rd and its construction will clearly have a disastrous effect on not only my business but also the Hospital, Truckstop, Fire station and the tranquil residential nature of the suburbs adjoining it, both from a patronage, and a noise and traffic perspective, creating a nuisance to the residential nature of the area. The construction period of 48 months from Jan 2021 has been mentioned in the report but the past performance of SANRAL to comply with such targets is disastrous, without listing the many reasons, often beyond its control. The land acquisitions involved and the construction costs xi

associated with in particular the Link Rd are unnecessary and will be contested by the community at the highest level if there is any just cause, violation of the EIA principles, or perceived grounds for personal enrichment by any party involved in the planning. Your concerns have been noted and SANRAL has requested the The introduction of the invitation to participate in this process clearly refers to the design engineers to reassess the proposed design of the KwaXimba need to keep large vehicles out of the residential areas and take pressure off Interchange. roads within Cato Ridge. It then in contradiction to this statement refers to what we consider a totally unnecessary elevated 4 lane bi-directional link road from the “Dry Port heavy vehicle exit” to the Cato Ridge interchange, which it is proposed will be the only access into Cato Ridge and surrounding area from Durban, but in all probability will be used by the heavy vehicles as an alternative access to get back onto the N3 west bound either at Cato Ridge, Camperdown or even further West in the event of road disruptions or congestion on the N3 and interchange. It is our proposal that the Link road and some strange proposed changes to the Cato Ridge interchange are totally unnecessary, financially wasteful expenditure, and totally disruptive, without just cause. The existing and future residential traffic flows should not require any upgrade to this interchange for many years to come. The only motivation given for these extensive changes is that the planned West bound onramp is within the general safety distance requirements of SANRAL to keep the Cato Ridge-Durban bound offramps operational. It is our contention that with minor design changes and at far less cost, the proposed new southern offramp and onramps can be moved further East and the onramp accommodated passing under the bridge and joining the N3 at a more convenient and closer junction. Surely the are also a number of precedents where this rule has been relaxed for very practical reasons? The Project Team have clearly not addressed this alternative or applied their minds to it, as they would have reported on same. Noted. The revised design mitigates this concern. The planning urgency for the new interchange ramps to the industrial areas is acceptable provided that the Cato Ridge existing interchange is not affected as a means of attaining this, and there is certainly no perceived need for the link road to join the industrial areas at present nor foreseeable for the future. containerisation of both import and export cargoes. It is important to remember that as a major experienced/involved person in the Cato Ridge Community I was not consulted/advised of this very important above meeting.

Most important is the proposed single only new Cato Ridge Interchange. This clearly reflects a composite of severe space limitations /re-entwined with spacing /harsh curving’s /traffic lights/ stop signals/ which has supposedly been designed to cover decades of traffic volumes/ not forgetting there will be high volumes of multi-interlink heavy loaded vehicles/ very importantly that also into this decades period is clear non- servicing of Western sided business people/ C.R. Private Hospital (presently under construction)/ large community of people/ all of which will naturally exponentially compound/ the proposed LINK ROAD is again a laughable factor which obviously is also going to be ridiculed over the future decades. N.B. Do not overlook should this interchange go ahead the cost/unnecessary compounded carbon emissions crisscrossing full rail trains and the backwards – forwards increasing volumes Western side traffic again is a fundamental and serious global warming real hazard which our country and the world does not deserve to take into contention.

Final serious note I have other aspects that I am presently working on further personally clarifying. I am set to travel internationally towards the end of this month, visiting 4 different countries.

Please note that following the initial public Mr. Dave Rigby on the N3. engagements held during the public open day the engineers and (MD KZN Farm Sales) SANRAL are re-evaluating the original design put forward based on the comments received so it may change somewhat. This process has still not been finalised, but the original design put forward is attached. An updated design was submitted to all I&APs on the 5 March 2020. . Date: 11.10.2019 (Email) I had filled in the form after the meeting and had no response. Thank you for your email and comments received. Your concerns Mr. Arthur J Du Preez This what i had noted: have been noted and SANRAL has requested the design engineers Landowner to reassess the proposed design of the KwaXimba Interchange. 1) Keep Cato Ridge bridge as is with PMB and DBN on ramp /off ramp. Further comment will be welcomed once the Draft Scoping Report has been released for public review.

3) Inconvenience to the Cato Ridge residents wanting to go to Durban.

4) There will be no extra cost by leaving Cato Ridge bridge as is.

5) Due to the noise and visual impact on the houses close to the proposal As far as we are aware only properties directly impacted on by the road alongside N 3 Cato Ridge bridge and on ramp to PMB. Will the road reserve will be eligible for expropriation by SANRAL. No council be prepared to buy out these houses affected near this road, as surrounding properties or houses will be purchased by SANRAL. it will be impossible to sell these houses?

Climate change is driven by development which goes hand in place the container handling facility on African Rainbow Mineral land.. hand with increased CO2 emissions, increased energy demands, etc. The proposed interchange will not result in increased traffic volumes or produce emissions but will purely cater for future development which when it happens must be designed and implemented in a manner which addresses climate change and best environmental practice. xxiii
