Public work sessions will mostly be held at 4:30 PM, however, they will be held at 9:30 AM on Apr. 10, May 6, June 12, July 10, Aug. 14, Sept. 11, and Oct. 7. The Freeholders will hold evening “Road Meetings” in various towns on the evenings of Apr. 10, May 6, June 12, July 10, Aug. 14, Sept. 11, and Oct. 7. Most meetings are held in the Freeholders’ Public Meeting Room or the Knox Room, both located on the 5th floor, Administration & Records Building, 10 Court Street, Morristown, NJ 07960. For a schedule of meeting dates and locations, visit MorrisCountyNJ.gov. You can also call the Freeholders’ Office at 973-285-6010 to confirm a meeting date and location. INTRODUCTION TO THE 2019 MORRIS COUNTY MANUAL Ann F. Grossi, Esq. County Clerk It is with pleasure that I present the 2019 Morris County Manual. The manual has been published by the Morris County Clerk’s Office annually since 1906. This issue represents 113 years of a tradition established during the tenure of County Clerk Daniel S. Voorhees and Deputy Clerk Elias Bertram Mott. Over the course of the last century the manual has undergone many changes to reflect the county’s evolution. However, one thing has remained constant; the purpose of the county manual, which is to provide a centralized resource for residents regarding their government. The County Clerk’s Office was established in 1739 and over the last 280 years has also undergone many changes. Originally established as the Clerk of the Court of Common Pleas and Quarter Sessions, today, the County Clerk records all conveyances of County land records, officiates over marriages, issues County, Veteran and Gold Star Parent ID cards, accepts Notary Public registrations, administers oaths, provides US Passport services, and participates in providing fair and unbiased elections, election night reporting and certifying election results. The County Clerk is one of four (4) Constitutional Officers. The other Constitutional Officers are County Surrogate John Pecoraro, Sheriff James M. Gannon and Prosecutor Fredrick M. Knapp, Esq. Lastly, it is my honor to announce the dedication of the 2019 County Manual to the Judge of the Surrogate Court, John Pecoraro, in recognition of his retirement after serving with distinction for 25 years.
