HINDON PARISH COUNCIL Minutes of the meeting held on Tuesday 8th October 2019 at Hindon Village Hall, commencing 7.00pm. Public Question Time: No members of the public present. Wiltshire Councillor Report: Apologies received, nothing to report. 19/46 Present: Cllr D Robertson (Chair of meeting), Cllr C Bowen, Cllr J Robinson, Cllr R Gough, Cllr M Constable, Cllr R Gentle and Cllr R Ongley. In attendance: Parish Clerk, Mrs B Ford. 19/47 Apologies: Received from Cllr. J Caughey, Cllr F Freeman and Wiltshire Council Bridget Wayman 19/48 Dispensations: a. Cllrs to declare any Disclosable Pecuniary Interests related to any matters to be considered in this agenda that do not appear in the Cllr’s register of interests. None received b. In accordance with the Dispensation Procedure, any requests for a grant of dispensation must be submitted prior to this meeting. None received Cllrs are reminded that it is their responsibility to ensure their register of interests on the WC website is kept up to date. Localism Act 2011. S 33. 19/49 Adopt Minutes of Meeting: Minutes of the meeting held on Tuesday 10th September 2019 (previously circulated) were adopted and signed as a true record, proposed by Cllr. J Robinson and seconded by Cllr. R Ongley (unanimous). 19/50 Actions from previous Minutes: 19/41 b. Telephone Kiosk - organising the paint of; action in hand by Cllr. R Ongley. 19/51 Matters for Consideration: a. Allotments – Confirmation email received from land owner that the Cinder Track that leads from The Dene to the field and allotments entrance has been continually used. Draft response letter received from Parish Council’s Solicitor. b. Hindon High Street – WC contractor for maintenance of Highways and Trees will be replacing Lime Tree in the pavement outside of 88 High Street, Hindon. Action: Cllr. D Robertson to inform resident re-parking. 19/52 Finance: a. Income & Expenditure Report – Since last month’s report only 3 cheques to sign: nos. 001430, 001431 and 001432 and 1 regular direct debit paid. Full report to be emailed to all Cllrs. Finance meeting to be arranged to discuss draft precept for 2020/2021. 19/53 Parish Reports/Updates: a. Planning – A planning application for work to trees in a conservation area was approved without Objection: 19/08233/TCA Toms Cottage, High Street SP3 6DJ. Fell Holly Tree. Three full planning applications were approved without Objection: 19/08386/Ful Cricketers, School Lane, SP3 6DZ Proposed single storey front extension and alterations to provide access and facilities. 19/08437/Ful Swallow Cottage. The Dene, Hindon. SP3 6EE. Proposed dormers to first floor outshot roof, proposed first floor single storey extension. This application had previously been discussed and no objection raised by HPC. Bats were discovered in the roof, so a full bat survey was implemented. Any building work will involve the presence of an environmental specialist. 19/08557/Ful The Gatehouse, Hawking Down, High Street, Hindon. SP3 6DN Demolish existing house and outbuilding. Stop up existing driveway entrance. Construct replacement dwelling etc. The following planning applications will be discussed at a planning meeting arranged for Thursday 10 th October 2019: 19/08600/Ful Hawking Down Farmyard, High Street, Hindon. SP3 6DN Existing Farmyard outbuildings to be refurbished/converted for use as holiday lets. 19/09325/TCA Puffin Cottage, The Dene, Hindon. SP3 6EB. Work to Trees in a Conservation Area 19/09112/Ful Roseneath, high Street, Hindon. SP3 6DR Proposed alteration to existing dwelling and partial replacement of existing single storey rear extension. 19/09430/LBC Roseneath, High Street, Hindon. SP3 6DR Listed building consent for the work in the previous FUL application. b. Highways – Apologies received from Cllr F Freeman, nothing to report. Next parish steward visits on 10th October, 7th November, 5th December 2019 and 16th January 2020. August Highways newsletter – emailed to all Cllrs on 21/9/19. c. SWWAB – Cllr. D Robertson attended the SWWAB meeting held on 18th September. Reports were tabled by the Dorset and Wiltshire Fire and Rescue Service and the Police, these reports are available in paper form if anyone would like a copy. The Cranborne Chase and the Chalk Valley is undertaking a five-year project involving the Chase and Chalk Valley on a line from Shaftesbury South. It is looking for volunteers to help. It will be looking at various Natural Landscape Projects such as river quality, trees, clearing scrub for the Roman march and many community schemes. Finger posts, there are funds available to replace two finger posts per Parish per year. There is a proposal to merge the existing NHS Wiltshire Clinical Commissioning Group (CCG) with Bath and North East Somerset and Swindon to make one large CCG. The Police and Crime Commissioner is asking for more money from us to provide the extra police officers the public have been asking for. There is a handy app for your phone you may want to download. Your phone knows where you are at all times when you have it with you. The phone will give you three words to identify your position. You give the three words to the emergency services who will be able to pin point your exact position rather than you trying to describe where you are from landmarks. Various grants were made to local communities such as Wilton town clock, South Newton kissing gates, Chilmark reading room and Quidhampton village hall roof. The next meeting of the SWWAB will be on Wednesday 20th November at 6pm in the Nadder Centre. d. Rights of Way – Rural Payments Agency has withdrawn fine to local farmer. Land owner in communication with East Knoyle Parish Council regarding clearer marking of Monarch Way. Path from Reservoir to A303 has been cleared and hedges cut back. e. Community Policing & Safety Group – Apologies received from Cllr. F Freeman, nothing to report. Tisbury - Monthly Report for September 2019 – emailed to all Cllrs on 21/9/19. Meeting cancelled on 2nd October 2019, new date to be confirmed. f. Recreation Ground – Looking good at present and the grass is still growing, may need to look at some additional cuts. Repair work to be carried out to the round-about after half term, due to works taking up to 2 weeks to complete. g. Neighbourhood Plan – As mentioned last month, the Steering Group held a meeting with Carly Tinkler and her architect associate, Ian Singleton, to produce an “indicative” site plan for Chicklade Road. This plan will indicate both a layout for where on the site buildings would be most acceptable in terms of visual impact and the number of houses which the site could accommodate. This will form a major part of our “brief” and discussions with CG Fry, which together with the views expressed by the village and the “benefits” we wish to achieve, will after discussion with CG Fry hopefully give us a viable number of dwellings to be incorporated into our revised Draft Neighbourhood Plan. The Indicative Plan has just been received from Carly Tinkler and will be discussed by the Steering Group who are scheduled to meet this Thursday afternoon 10th October. This will be followed by a meeting with David Lohfink of CG Fry the following Thursday 17th October which will be a vital meeting and cover: . Review of the various Site and Housing Assessments . The benefits we wish to achieve of New surgery, School enlargement, Landscaping of site and improvements of pedestrian access into the heart of the village. Dwelling numbers and types. Following this it will be necessary to have a further meeting with Wiltshire Council to recap on the above and the outcomes and to discuss our Draft Plan. The Draft Plan has to be sent to AECOM too so that they can complete the SEA which will be an important supporting document as part of the background material that has to be published at the same time as our Draft Plan. Also, either a meeting with Richard Burden of the Cranborne Chase and West Wilts Downs AONB or we need to send him a copy of our Draft Plan prior to going to Reg 16 6-week public consultation so that he can give any major views for us to consider and in corporate. It is hoped that this public consultation can commence by the end of this month so that it is completed before we enter the Christmas period. Other support documents are virtually completed but final editing and adjustments are still in hand. Hopefully, by the time of our November meeting we will have achieved all of this but is a tight schedule! h. Village Hall – There are no issues to report on the Village Hall. 19/43 Allotments: Allotment rent invoices sent out. 19/44 Correspondence: For information. WC Briefing Note no. 19-024 - WC Briefing Note no. 19-025 – Changes to arrangements for dealing with Code of Conduct Complaints. WC Briefing Note no. 19-026 – Wiltshire Housing Site Allocation Plan – Consultation on Further Main Modifications. Emailed to Cllrs on 20/9/19 Electoral Boundary Review – Final decision emailed to all Cllrs. on 5/10/19 including screenshot of enlarged map area for Nadder Valley which covers Sedgehill & Semley, East Noyle, Chicklade, Hindon, Berwick St Leonard, Fonthill Bishop, Chilmark and Teffont. 19/45 Meeting Dates for 2019: 12th November 2019 - please forward agenda items to the Clerk before 6th 2019. All meetings are held on the second Tuesday of the month, commencing 19:00 unless otherwise stated. Meeting Dates for 2020: 14th January, 11th February, 10th March, April AGM date to be confirmed, 12th May, 9th June, 14th July, 8th September, 13th October, 10th November.
