Ewelme Parish Emergency Plan

1 Introduction This document has been prepared in response to a request by Oxfordshire County Council (OCC) for all parishes to prepare an emergency plan. This plan supersedes and expands the Ewelme Flood Plan of 2009. The OCC request calls for a Self-Help Response manual for occasions when extreme circumstances prevent or delay the emergency services in reaching the parish.

1.1 The purpose of the document The purpose of this document is to provide information for:  Oxfordshire County Council, who will coordinate the emergency services  Ewelme Parish Council, who will act as the Parish Council’s Emergency Management Group  The residents of Ewelme on:  Roles and responsibilities  Procedures  Resources  Contacts to be followed or used in the event of an emergency. 1.2 What do we mean by an emergency?  An event or situation which threatens or causes serious harm to people or property through: o Leakage or spillage of dangerous substances o Damage to property o Disruption of the supply of money, food, water, energy or fuel o Disruption to communications o Disruption to transport o Disruption of health services o Disease  An event or situation which threatens or causes serious damage to the environment by: o Contamination of land, water or air with biological, chemical or radioactive matter o Disruption or destruction of plant life or animal life 1.3 Objectives of the plan The plan’s key objectives are to:  ensure the delivery of appropriate action while awaiting the emergency services  facilitate the work of the emergency services  ensure communication between the emergency services and the local community  ensure the provision of appropriate support for vulnerable residents

2 Responsibilities 2.1 Overview Responsibility for responding to emergencies rests with:  Government, when appropriate  Category 1 Responders – regional/county level organizations  Category 2 Responders – utilities  Parish Councils  Individual citizens Category 1 responders (i.e. Police, fire, OCC, et al - see Appendix 1) will normally take the lead. Of these, the police will usually take control during the emergency. Once the immediate threat has passed, Oxfordshire County Council will takeover. Category 1 responders will call on Category 2 responders (i.e. utilities et al - see Appendix 1) as necessary. For further details on Category 1 and 2 Responders and their responsibilities see Appendix 2. Until the Emergency Services arrive, the Parish Council will lead the community response and act as a central point for information and communication for the Parish. The Parish Council will also be one of the main routes through which the Emergency Services and Local Authorities will liaise with Parishioners. The Ewelme Parish Emergency Plan will be activated by the Chairman, or, in his absence, the Vice Chair / Clerk / Finance Officer / or a member of the Parish Council. For guidance on emergency planning, Ewelme Parish Council will liaise with Oxfordshire County Council Emergency Planning Unit (See Appendix 16 for contact details). For further details of OCC’s responsibilities and plan see Appendix 4. 2.2 Parish Council responsibilities The Ewelme Parish Council’s responsibilities are to:  Provide Oxfordshire County Council with the information requested by the annual Community Emergency Planning Survey (See Appendix 6 for an example)  Maintain a Community Emergency Plan to cope with a serious situation until the emergency services arrive (i.e. this document)  In an emergency: o Coordinate action until the emergency services arrive o Respond to requests for help from the emergency services and the local authorities o Advise local residents what the emergency organizations plan to do o Provide information so that the community can help themselves o Ensure vulnerable people are contacted and assisted o Open accommodation/shelter for people unable to go to their normal residence o If available, obtain resources, e.g. transport, food, medical aid, lifting gear, etc. 2.3 The areal extent of the Parish Council’s responsibility The area covered by the plan is shown on the front cover and in greater detail on the maps in Appendix 15 which includes a list of all the road and street names in the Parish of Ewelme. 2.4 Individual responsibilities (that means You, Me ...Everyone!)  Preparing their own emergency plan (See Appendix 5 we need to add a one page check list to Appendix 5)  On becoming aware of an emergency: o Informing the emergency services via 999 or 112 providing this information:  Your name  Your contact number  Full details of the incident  Exact location of the incident  Emergency Service requested  Estimated casualties  Hazards and road blockages o Then contact the Parish Council Parish Council – see Appendix 16 for contact names and numbers. During an emergency, there could well be a call for volunteers to help. If you volunteer, you will be covered by the Ewelme Parish Council insurance policy. See Appendix 13 for how to obtain a copy of the policy and an indication of the exclusions. 2.5 Pre-school, primary school and other educational organisations’ responsibilities Pre-school, primary school and other educational organisations within the parish are responsible for preparing and implementing their own emergency plans. They should check that these plans do not conflict with other emergency plans within the area, especially with respect to evacuation plans and the use of alternative accommodation. During an emergency, they should liaise with the Parish Council. 2.6 Animal owners’ responsibilities

2.6.1 Domestic Pets. With the exception of guide and hearing dogs, no provisions are made in the plan for domestic pets, which are the responsibility of their owners. Owners should make provision for their pets in their own personal emergency plans. Advice can be sought from the RSPCA (See Appendix 16 for contact details).

2.6.2 Farm Animals. No provisions are made in the plan for farm animals, which are the responsibility of the owning farmer. Farmers should make their own arrangements for the safeguard of their animals. Advice can be obtained from the National Farmers Union (See Appendix 16 for contact details). 2.7 Businesses Businesses are responsible for preparing and implementing their own emergency plans. They should check that these plans do not conflict with other emergency plans within the area, especially with respect to evacuation plans and the use of alternative accommodation. During an emergency, they should liaise with the Parish Council. 3 Parish Council tasks in the event of an emergency In an emergency the Parish Council will:  Establish the nature and extent of the incident.  If life is being threatened then o Call 999 and request immediate assistance  Else

o If appropriate, call for assistance from Category 1 and or Category 2 responders (See Appendix 16 for contact details).   If Category 1 responders cannot take control and offer immediate help: o Call together available parish councillors and villagers with emergency roles (See Appendix 16 for contact details) o Confirm tasks and agree a meeting place (See Appendix 7 for appropriate buildings).  When they arrive, brief and assist Category 1 and 2 responders.  Act as contact point between emergency services and residents.  Open the appropriate buildings for shelter / temporary accommodation (See Appendix 9 for appropriate buildings).  Alert all groups responsible for children or vulnerable adults (See Appendix 8 for a list of groups).  Inform owners who store hazardous materials (e.g. garages) of the emergency (See Appendix 9) and also pass information on the hazards to OCC Emergency Planning Unit (See Appendix 16 for contact details).  Maintain a log of events (See Appendix 14). 4 Emergency Communication Plan The Parish Clerk will gather early warnings (weather/health) from government, regional councils, OCC, SODC, the Met Office and the Environment Agency (See Appendix 16 for contact details) and will disseminate them to the Parish Council (See Appendix 16 for contact details). The Parish Council will gather information from:  The local community  Adjacent parish councils (see Appendix 16 for contact details)  The emergency services  Local government sources (see Appendix 11 for local radio, TV and websites; see Appendix 16 for contact details)  Government sources (see Appendix 12 for websites) o The Environment Agency (See Appendix 16 for contact details) o Defra (See Appendix 16 for contact details)  The utilities (See Appendix 16 for contact details) During an emergency, all information and actions will be reported to the Central Co- ordinators of the Parish Council for decision and/or dissemination. A log will be maintained of events, decisions and actions (See Appendix 14). 5 Contacting Vulnerable Residents In an emergency, the Parish Council will appoint people to: 1. Make contact with groups and individuals who have lists of vulnerable people (See Appendix 8 for contacts). 2. Appendix 1. Category 1 and 2 Responders - overview Key points from the Civil Contingencies Act 2004 Category 1 Responders have a statutory duty to:  Assess the risk of an emergency occurring and maintain plans to respond to an emergency, so that the public are warned, informed and advised in an emergency.  Advise and assist the public.  Make arrangements for the continuance of commercial activities.  Advise and assist the continuance of activities of voluntary organisations. Category 1 Responders are:  County and District Councils  Emergency Services: o Police o British Transport Police o Fire & Rescue Services o NHS Trust (with ambulance, hospital accommodation and accident & emergency services) o Primary Care Trusts o Environment Agency Category 2 organisations have the duty of co-operating with the Category 1 organisations and sharing relevant information. Typical Category 2 Organisations are:  Utilities: Electricity, Gas, Water and Sewerage  Public Communications  Transport: Network Rail, Train Operating Companies

Appendix 2. Roles and responsibilities in an Emergency Category 1 Responders Service is usually responsible for co-ordination and control at the scene of an emergency. The Police alert and call for local authority assistance if required. Oxfordshire Fire and Rescue Service is responsible for:  Taking measures to protect life and property  Rescuing trapped persons  Providing special equipment (pumps, emergency lighting & cutting equipment)  Acting as focal point for the County Contact system The Ambulance service is responsible for the overall co-ordination of medical response. Local Authorities: OCC and SODC are responsible for:  Assessing the risk of an emergency occurring.  Maintaining plans for ensuring that, if an emergency occurs, the Council is able to continue to perform its functions.  Maintaining plans for ensuring that, if an emergency occurs or is likely to occur, the Council is able to perform its functions for the purpose of: o Preventing the emergency o Reducing, controlling or mitigating its effects or taking other actions in connection with it.  Maintaining arrangements to warn the public and to provide information and advice to the public if an emergency is likely to occur or has occurred.  Maintaining normal public services in so far as it is possible in the circumstances  Assisting local residents in distress  Supporting the emergency services as required The Environment Agency is responsible for issuing flood warnings and protecting communities from the risk of flooding. Parish Councils Ewelme Parish Council is responsible for:  Informing the emergency services  taking appropriate action until the emergency services arrive  acting as a point of contact between the emergency services and residents  reducing panic and confusion  within their resources, delivering any help requested by the emergency services

Appendix 3. Emergency Management levels of operation. Gold–Strategic Level - Gold control for the Ewelme area will probably be at the Police Headquarters in Kidlington. Silver-Tactical Level - This will normally be at a local police station. Bronze-Operation Level - This will normally be at the scene. Control of the emergency will normally be by the police, although, for emergencies such as a major fire, this can be passed to the Fire and Rescue Service.

Appendix 4. Oxfordshire County Council Emergency Plan OCC responsibility The OCC is responsible for:  Supporting the Emergency Services  Maintaining public services as far as possible  Communications: Liaising with affected communities Plan activation The OCC Plan will usually be activated by the Police or the Oxfordshire Fire and Rescue Service but OCC could declare an emergency itself if required. The County Emergency Information Centre will liaise with emergency services, relevant organisations (including voluntary) and co-ordinate other OCC directorates. As the emergency services withdraw OCC will assist the local population until normality returns or delegate this to SODC as appropriate. Forward Control Units During an emergency as circumstances require, OCC (or WODC) may send liaison officers to the incident as a Forward Control Unit to liaise with the incident commander. Identification of Official Personnel For OCC officers carrying out emergency tasks:  Cars - windscreen sticker ‘ON EMERGENCY CALL’. with OCC logo.  Staff - identity Card and yellow jacket or tabard marked ‘Oxfordshire County Council’. District Council SODC’s Emergency Planning Team is on 24 hour call out and will coordinate the Council’s response during an emergency. Its role is to support the emergency services in the event of a major incident.  SODC is responsible for:  Aiding the emergency services/OCC in the handling of an emergency  Providing temporary accommodation for residents made homeless  Provision of (free) sandbags for private properties/businesses flooded or in danger of flooding  Provision of environmental health advice  Cleanup SODC Emergency Management Plan SODC Emergency Management Plan (EMP) contains:  The emergency call out list  Severe weather warnings  Rest Centre Plan The Parish Council will call out staff and contractors as required.
