INTRODUCTION

Bronx Community College sponsors five intercollegiate athletics programs in the CUNY Athletic Conference (CUNYAC) and NJCAA Region XV. The goal of this document is to outline the Athletics Department and College’s commitment to the health and safety of its student-athletes, coaches, and the campus community.

This plan was developed after thorough review of the most up to date guidelines from a variety of organizations, including but not limited to: the Centers for Disease Control (CDC), New York State Department of Health, Department of Health, and both CUNYAC and Region XV. This document was developed to optimize the return to activity process without increasing the risk of contamination to the campus, staff, and student population. The resocialization of Bronx Community College Department of Athletics facilitates a return to normalcy for the campus and community. This plan is strictly for Athletics indoor and outdoor facilities and does not pertain to the campus recreation and fitness areas. Bronx Community College will notify and coordinate with their respective local health department on the resumption of intercollegiate sports, including but not limited to, the sharing of any applicable health and safety plans, protocols, or procedures. Athletics administrators will coordinate with campus public safety to ensure that competition policies and procedures are carried out.

Three-Tier Classification System for Student-Athletes and Staff (from CUNYAC Return to Sport)

In conjunction with sport risk categorizations, tiers of exposure determine COVID-19 testing frequencies for personnel.

Tier 1 This is the highest exposure tier and consists of individuals for whom physical distancing and face coverings are not possible or effective during athletic training or competition. Examples of relevant individuals include student-athletes, coaches, athletic trainers and physical therapists, medical staff, equipment staff and officials. Tier 1 individuals may differ from school to school. Tier 1 individuals are at higher risk of becoming infected with COVID-19 if any other individual in the group is contagious and masking/physical distancing has not been maintained. If an individual tests positive within the Tier 1 category, it is recommended that all those within that Tier 1 group also start isolation immediately.

Tier 2 This is a moderate exposure tier and consists of individuals who come into close contact with Tier 1 individuals but can reasonably maintain physical distance and use face coverings. Examples of relevant individuals include certain team staff (e.g., executives) and certain operational staff (e.g., security, event staff and league staff).

Tier 2 members adhere to College daily screening requirements. Tier 2 members must undergo COVID-19 test if experiencing symptoms or if any tier member tests positive.

Tier 3 This is the lowest exposure tier and includes individuals who provide event services but do not come into close contact with Tier 1 individuals (and should this occur, would be reclassified into Tier 2). Examples of relevant individuals include certain operational staff (e.g., housekeeping, catering, sanitation and transportation) and media/broadcast.

If the individual who tests positive is within the Tier 1 category, it is recommended that all those within that Tier 1 group also start isolation immediately. This includes coaches and athletic training staff. Individuals who previously tested positive for COVID-19 do not need to quarantine or get tested again for up to three months (for example, even after a high-risk exposure) if they do not develop symptoms again. However, if such individuals develop symptoms consistent with COVID19, they require reevaluation and may need to be tested again if there is no other cause identified for their symptoms.

Tier 3 members adhere to College daily screening requirements. Tier 3 members must undergo PCR test if experiencing symptoms or if any tier member tests positive.

Fully Vaccinated Students

COVID-19 Vaccine Effective May 10, 2021, all CUNY students will be required to receive the COVID-19 vaccine. New York residents ages 16 and older are now eligible, regardless of citizenship status, health coverage, and employment to receive the vaccine. For an appointment, all you need is an ID(s) that verifies your age and N.Y. State residency. No appointment is necessary; all sites in New York City are now walk-in.

• According to the CUNYAC Return to Sport Plan, fully vaccinated* student-athletes and Tier 1 individuals with no COVID-19-like symptoms may be exempted from routine testing. o If there is evidence of substantial or high transmission in the community, or if there are COVID-19 variants that escape the effect of the vaccine, then testing may need to resume. Such decisions will be made in conjunction with local public health authorities and/or federal guidance. o Non-vaccinated student-athletes and Tier 1 participants will continue to undergo testing in accordance with our current testing policies. • Fully vaccinated student-athletes and Tier 1 individuals with no COVID-19-like symptoms do not need to quarantine, be restricted from work, or be tested after an exposure to someone with suspected or confirmed COVID-19, as their risk of infection is low. However, they should still monitor for symptoms of COVID-19 for 14 days after an exposure. If they experience symptoms, they should isolate themselves from others, be clinically evaluated for COVID-19, including SARS-CoV-2 testing, if indicated, and inform their primary athletics health care provider or physician of their vaccination status at the time of presentation to care. • This guidance also applies to Tier 2 and Tier 3 individuals who may be subject to testing protocols at member schools and championships. • While this policy is being adopted, should state or local authorities require testing of vaccinated individuals, that will supersede this policy and vaccinated individuals will be required to be tested.

• *For the purposes of this guidance, people are considered fully vaccinated for COVID-19 two weeks or longer after they have received the second dose in a two-dose series (Pfizer-BioNTech or Moderna) or two weeks or longer after they have received a single-dose vaccine (Johnson & Johnson/Janssen). This guidance can also be applied to COVID-19 vaccines that have been authorized for emergency use by the World Health Organization (e.g., AstraZeneca/Oxford).

RETURNING TO SPORTS/TRAINING AFTER POSITIVE TEST RESULT

Positive COVID-19 Cases and Return to Sport (from CUNYAC Return to Sport) If a student athlete, coach, or staff member suspects that they have contracted COVID-19, they should begin isolation immediately. The athletic trainer, athletics director, and College administration should also be immediately notified so they may begin contact tracing. Appendix B of this document lists NYC Health + Hospitals with priority testing for CUNY students and Appendix C list Bronx Health Care Centers.

Individuals who test positive for COVID-19 but have not developed any symptoms may discontinue isolation 10 days after the date of their first COVID-19 positive diagnostic test, assuming they have not subsequently developed symptoms. An echocardiogram (EKG) is mandatory for athletes who have tested positive for COVID-19 and/or were hospitalized or had severe symptoms in the past consistent with COVID-19, but never got tested • If symptoms develop, in order for student-athletes to return to play, please note the following: o At least 10 days have passed since symptoms first appeared, and o At least 24 hours have passed since last fever without the use of fever-reducing medications, and o Symptoms (e.g., cough, shortness of breath) have ceased.

Resuming Sports After Positive Test – Asymptomatic Individuals Individuals who test positive for COVID-19 but have not developed any symptoms may discontinue isolation 10 days after the date of their first positive COVID-19 positive diagnostic test, assuming they have not subsequently developed symptoms.

• If they develop symptoms, they are to follow the guidelines below under “Symptomatic Individuals” below.

Resuming Sports After Positive Test – Symptomatic Individuals Individuals who test positive and are symptomatic should remain in isolation until at least 72 hours have passed since recovery, which is defined as resolution of fever without the use of fever-reducing medications and improvement in any respiratory symptoms and at least 10 days have passed since symptoms first appeared.

• In order for student-athletes to return to play, please note the following is required: o At least 10 days have passed since symptoms first appeared, and o At least 24 hours have passed since last fever without the use of fever-reducing medications, and o Symptoms (e.g., cough, shortness of breath) have ceased.

10 | P a g e

For certain populations, including those containing individuals with conditions that may weaken their immune system, a longer isolation timeframe for infected individuals may be needed and should be decided by a physician to minimize the chance of prolonged spreading of the virus.

Cardiac Recommendations for Resumption of Exercise After COVID-19 Hospitalization and/or cardiovascular symptoms (from CUNYAC Return to Sport)

Student-athletes with a confirmed past COVID infection and severe illness (hospitalization) and/or ongoing cardiovascular symptoms (after 14 days from onset of symptoms): • A medical evaluation with symptoms screen is required for return to facility. • Additional testing, which may include: o Cardiology consultation, electrocardiogram; blood troponin 48 hours after exercise and echocardiogram. • Consider additional cardiac tests such as cardiac MRI, Holter, stress test, chest X-ray, spirometry, pulmonary function tests, d-dimer and chest CT. • Further workup as indicated in conjunction with a cardiologist.

Recommendations for Resumption of Exercise after COVID-19 (from CUNYAC Return to Sport) Student-athletes with new infection and no symptoms: • Exercise in isolation is permitted if such exercise does not cause cardiopulmonary symptoms. • Monitor one’s conditions for the development of symptoms during isolation. • Cardiac recommendations as above, including consideration of echocardiogram for asymptomatic and mild illness. • Further work-up may be permitted in conjunction with approval from a cardiologist.

Student-athletes with new infection and mild illness (common cold-like symptoms without fever): • No exercise for at least 10 days, or longer if symptoms persist. • Monitor for symptom development with exercise. • Cardiac recommendations as above, including consideration of echocardiogram for asymptomatic and mild illness. • Further work-up as indicated in conjunction with a cardiologist.

Student-athletes with new infection and moderate illness (fever and flu-like illness): • No exercise for at least 14 days, or longer if symptoms persist. • Monitor for symptom development with exercise. • Cardiac recommendations as above. • Further work-up as indicated in conjunction with a cardiologist.

Student-athletes with new infection and severe illness (hospitalized):

• For more severe illness, hospitalization, or ongoing cardiovascular symptoms, a comprehensive medical evaluation and cardiology consultation is recommended. • Consider cardiac MRI.

11 | P a g e

Student-athletes placed in quarantine for high-risk contact but who are not infected with COVID-19: • Exercise in quarantine is permitted if such exercise does not cause cardiopulmonary symptoms. • Monitor for development of symptoms during quarantine. • If symptoms develop, with or without exercise, test for SARS-CoV-2. All final decisions on return to play/training will reside with the College and Athletics’ administration.

Cleaning and Disinfecting of Exposed Areas According to the College’s Return to Campus Safety Plan, enhanced cleaning and disinfection is applied from 48 hours prior to the onset of symptoms until seven days have passed since a person who tested positive for COVID-19 was present on campus. After notification of a person with confirmed COVID-19 was on the campus, the following cleaning and disinfecting protocol will be followed:

1. Buildings and/or specific rooms and areas where a COVID-19 positive person spent time will be assessed on a case-by-case basis. The cleaning scope will be implemented based on the risk of potential contamination 2. EH&S staff will do the following (as applicable): 3. Communicate in writing the scope of cleaning to UW Facilities or other department responsible for cleaning. 4. Identify areas that require restricted access during and immediately following enhanced cleaning.

GUIDELINES FOR ALL SPORTS

Athletic Training/Athletic Trainer According to NJCAA Region XV protocol, home team athletic trainers will be available for emergency and for in-game injury treatment only. It is recommended each school travels with an athletic trainer. Sufficient on-site training space will be provided for visiting team trainers.

Bronx Community College outsources to NYC Athletic Training, which provides certified athletic trainers (ATC) on an as-needed basis. In recent years, BCC has obtained athletic trainers for only select practices and for all home contests. At the time of this document, BCC must hire its own athletic trainer given the increased need in 2020-21 and beyond.

At all home contests, sufficient space in Alumni Gym and on Ohio Field is available for both home and visiting team athletic trainers.

Athletics is slated to have room #402 in Alumni gym come under our auspices this fall as the “Athletic Trainer Room”. No more that 2 student-athletes plus the trainer are allowed in that space at one time. All equipment will be wiped down before allowing another student-athlete to use the equipment. Student-athletes are required to wipe down any rehab equipment immediately after use.

Team Laundry Team staff or venue personnel who handle used or dirty uniforms, towels, linens, and other items that go in the laundry must adhere to the following CDC precautions: do not shake dirty laundry, wear disposable gloves when handling laundry and hampers, use the warmest appropriate water setting. Staff must wash hands with soap and water or use a hand sanitizer with at least 60% alcohol after handling laundry.

Film Review Coaches and teams typically regularly review their own and opposing teams’ game film as a unit. In 2021- 22, teams are to conduct film review film virtually, with every team member viewing on his or her own device, on Zoom rather than in the Alumni Gym Conference Room.

Should coaches wish to review film in person, film sessions may be held socially distanced in the Alumni Gym pool bleachers with a white board present, entering and exiting through the upper level pool doors so as to refrain from the pool deck. This allows social distancing and enables team members to attend both in person and virtually. Coaches in need of extended Zoom sessions may contact the director.

Gym Floor Safety There is not a high risk of contracting COVID-19 or any other virus directly from a wooden gym floor. We realize that there can be sweat on the floor and basketballs and volleyballs are handled by everyone on the court. As the balls are bounced on the floor, they can come in contact with sweat and thus can be a concern. For now, we recommend the Bona SuperCourt Hardwood Gym Floor Cleaner or the Bona Deep

13 | P a g e

Clean Solution. Both can be used with an auto-scrubber and a clean white polishing pad or a microfiber cleaning pad. The use of an auto-scrubber is recommended because it will remove any residue as well as the solution from the floor. These products are not disinfectants but will do a very good job at thoroughly cleaning the floor without leaving a residue and without affecting the gloss level or coefficient of friction. We have recently introduced Bona AntiBacterial Cleaner. This cleaner is not currently recommended for wood floors because it is acidic and could affect the gloss level of the floor. It can be used for other hard surfaces without issue. Additionally, we recommend these best practices:

• Thoroughly clean the floor after every event or everyday if the floor is used that day.

• Cleaning crew should wear protective gloves to avoid direct skin contact with dirty pads. • Change pads as regularly directed while cleaning. Do not use one pad for the entire floor. • After cleaning immediately dispose of cleaning pads. Do not re-use soiled pads

• Clean any balls, pads, backboards, seating or any other equipment being used, with AntiBacterial • Cleaner or an EPA approved disinfectant cleaner or wipe before and after use: https://www.epa.gov/sites/production/files/2020-03/documents/sars-cov-2-list_03-03- 2020.pdf • Restrict activities that require extensive or close contact with the floor. https://www.epa.gov/pesticide-registration/list-n-disinfectants-use-against-sars-cov-2

Disinfecting Basketball and Soccer Balls • Mix a quarter-teaspoon of dish detergent per gallon of water • With a clean cloth or towel, wipe down the basketball with the dish detergent-and-water mix • Further wipe down the basketball with water alone • Allow the ball to air dry • Once dry, spray the basketball with an Environmental Protection Agency-approved disinfectant (i.e. Lysol –see: list of EPA-approved disinfectants)

14 | P a g e

Required Daily Protocols The following is a list of guidelines applicable to all BCC sports.

Pre-Participation (Games, Practices, Scrimmages) • Student-athletes, coaches, and staff will adhere to sport-specific testing policies. • A negative COVID-19 PCR test result is required for participation. • No student, student-athlete may enter Ohio Field and/or Alumni Gym without undergoing temperature check by Athletics staff. • If water is desired for practice, only coaches may fill Gatorade jugs in equipment room. Coaches may drive or have students carry cooler to field/gym.

• According to the CUNYAC Return to Sport document, two options exist for out-of-state student- athletes if returning to campus from a high-risk region or country: 1. Option 1: 14-day quarantine followed by a negative PCR test 72 hours prior to returning to campus 2. Option 2: Negative test three (3) days before arriving in NY, with a quarantine for at least three days upon arrival and get a test on day four of arrival. If traveler receives a negative test on day four of quarantine, he/she may exit quarantine when they receive this negative result. • Water coolers will be provided by the host team. Teams are required to bring their own water bottles or cups. (Individual bottles of water recommended). • There is a maximum 10 student-athletes per sport practice group. • Coaches are recommended to devise practices by position for maximum productivity. • There is no interaction between functional units (practice groups). Players remain in same units from week to week. • Student-athletes should not arrive at field or court early; wait until previous group evacuates field. • Players bring equipment bags to field or court and will not return to Alumni Gym or locker room after practice or game. • For doubleheaders or multi-team events, teams must return fully to their designated area of gym or field used in place of a locker room with two minutes left in the preceding game and wait for permission to enter the floor once cleared by the previous teams and appropriate sanitation procedures have been executed. • Teams must wait for permission to enter the floor once cleared by the previous teams and appropriate sanitation procedures have been executed • Students bringing pre-filled water bottles is recommended; single-use cups provided for games. • Restrooms and locker rooms signage and systems (ex: flagging when occupied) to restrict occupancy when social distancing must be maintained in such areas. See Appendix D for signs.

Mid-Participation (Games, Practices, Scrimmages) • Only individual workouts are permitted at team facilities; group practices (e.g. scrimmages, pick- up games) are prohibited according to NYS guidelines • Team huddles, high-fives, fist bumps, hugging, and any celebrations that require touching or not following social distancing guidelines, including removal of mask, are prohibited. • Keep distanced when possible on the field, in Alumni Gym and in team discussions and meetings. • Staff will use electric whistles, not traditional whistles from mouth.

15 | P a g e

• Additional sanitization spray, wipes, gloves, masks, and hand sanitizer will be available if needed. • Scorer’s table will be socially distanced and include only mandatory game management personnel. Distanced seating for supplementary personnel will be available at an auxiliary table nearby. • Student-athletes must perform hand hygiene before and after inserting or removing mouth guards. Removing and re-inserting mouth guards, therefore, should not occur on the field of play. • Gum, and/or spitting are not to be permitted; this practice increases the spreading respiratory droplets/saliva. • Sanitization wipes will be available on site and on bench-area sanitization stations. • Spectators are not permitted at the current time at games or scrimmages per Region XV and CUNYAC policies. See Appendix G for New York State Spectator Policy. • All social distancing efforts will ensure that individuals (e.g., team members, students, athletes, coaches, venue personnel etc.) are at least six feet apart in all directions (e.g., waiting in lines, common indoor or outdoor seating areas, or moving around the property) to the extent possible.

Post-Participation (Games, Practices, Scrimmages) • It is recommended that coaches and administrators wash team laundry; gloves available on site. • Post-game handshakes are not permitted; teams will pre-determine a socially distanced gesture to acknowledge good sportsmanship post-game. • Equipment cannot be shared unless it is cleaned and disinfected before and after each use. • Staff will fill, empty and clean water coolers with dish soap after every use. • To sanitize equipment, wipe or spray it with an EPA-approved disinfectant (Lysol, etc.). • Students and staff should be cognizant of office space limitations and refrain from overcrowding in offices; administrative staff can leave his/her office to speak in a less enclosed space.

16 | P a g e

AWAY GAME PROCEDURES BCC teams travel primarily in the College’s two 15-passenger vans, occasionally renting busses. Due to social distancing, BCC must rent additional vans or buses. The NCAA Sport Science Institute advises that travel considerations include protocols that maximize the opportunity for physical distancing and call for universal masking for all individuals in team vehicles.

• Occupancy of vehicles must never exceed 50 percent of the maximum capacity of the vehicle unless it is designed for use by a single occupant. In ensuring this, the College will rent additional vans or travel by bus as needed. • Wellness checks are taken on the Everbridge app before arriving on campus. • Temperature checks are conducted by staff for all student-athletes and coaches prior to boarding. • Travel rosters are limited to include only eligible healthy student-athletes and contracted coaches. • If Public Safety officer is hired as a driver, he/she will provide proof of a negative PCR test taken within the prior four days. • Teams must travel to road games with a sanitization kit AND a medical kit. • Teams must travel to road games with their own balls for pregame warmups. • In limiting exposure, overnight trips will not be taken in 2020-21. • Masks must be worn at all times in team vehicles. • Adhere to social distancing in team vehicles as best as possible. • Student-athletes are to arrive at guest site in game uniform; locker rooms will not be provided. 1. Bathrooms will be provided. • Entry to guest site of competition is not allowed more than 90 minutes prior to start of a contest; teams should remain in or outside of their vehicle until they are able to enter. • All travel party members will undergo temperature checks by opposing staff upon arrival at site. • Should a student-athlete become symptomatic or have a temperature above 100.0 degrees while at an away game, the opposing AT and administration will determine if the player needs to go home immediately. If so: 1. Coach/trainer will phone the AD. 2. AD will call for an UBER to pick up the player and bring them home. No cost will be incurred to the player. The AD will be reimbursed for the expense. 3. Player will begin quarantine immediately, undergo a PCR COVID test, and submit results to the Athletics’ department. • Teams must depart as soon as reasonably possible post-game from away game site. • No eating in team vans/bus. Team meals should be eaten distanced at restaurants or outdoors. • The sharing of food, beverages, and any other personal items are prohibited.
