A Message From Our Village Manager

Hi Villagers! The Village Council and staff are now working on developing the financial plans for the upcoming fiscal year which begins on October 1st. This is an important time of year for us as we begin to prioritize investments in the community and the organization to make sure the Village is delivering the services that our residents and businesses value the most. While I know that everyone is very busy, it’s important that, even if you don’t have time to participate in the budget process, you stay informed about the issues and community investments that are being discussed over the course of the next few months. Although not an exhaustive list by any means, here are some topics that will be discussed during the budget and throughout the next fiscal year: Implementation of the Village’s Master Plan Report: In October 2016, the Village Council adopted the Master Plan Report that establishes the goals and objectives for redevelopment along US1 and Northlake Boulevard. The Village will need to engage the public as decisions are made about the type of development that is desired in these locations and what will be required in order to achieve the community’s vision.

Capital Improvement Projects: There is a long list of capital projects, meaning the investment in community infrastructure such as sidewalks, roads, the alleys around US1 and parks, that need to be tackled immediately. Like other Palm Beach County communities, we have the unique opportunity to address a number of deferred infrastructure projects over the next decade given the 1 cent sales tax revenues that were approved by the voters this past November. We want to make sure we invest in projects that address our basic needs as well as those that deliver the most value to the community.

Communication: Even in a small town, it’s difficult to keep everyone in the loop on the issues being discussed by the Council and services that are being delivered by the Village. The Village’s web, social media, and print communications could be enhanced to provide you with the information you should have as a resident or business owner. Enhancing the Village’s communication efforts, however, will require additional organizational expenses.

Fishing Camp for ages 7-14. Half-day instruction and fishing activity 9:00 am - noon at Anchorage Park, 603 Anchorage Drive. Fee: $105/$100(RDF)/wk. This popular educational/entertaining program is presented by Griff’s Fishing Camp. Participants will learn all aspects of fishing from identifying different species of fish, feeding habits, casting techniques, and conservation. They will also learn different fishing knots and water safety. Kids will fish each day, practicing what they have learned. Participants should bring their own fishing equipment; bait will be supplied. This is a Catch & Release program. Fall Basketball Registration - We will begin registration for the Fall Youth Basketball league June 1 and continue until full. This league is for youth ages 7 – 14 years. Age groups are as follows: 7-8 yrs, 9-11 yrs, 12-14 yrs. The fee is $85/$75 (RDF). Each team will have approximately 2 games/week and a practice. Games will be played weeknights and Saturdays at the NPB Community Center starting late July. All participants 9 years + will be drafted onto teams. Baseball Camp – Wayne (Rosey) Rosenthal is offering 1 session of the popular Summer Baseball Camp at the NPB Community Center. Rosey was the pitching coach for the 2003 World Series Champion Florida Marlins! This camp is for youth 8 – 12 yrs of age and will cover infield/outfield drills, base running, hitting tips, throwing/catching fundamentals, position specific instruction and feature a daily instructional game. Camp session: 9:00 am– 3:00 pm (limited number of extended care positions available – contact Rosey for availability 561-307-9755), $265/$260(RDF). Session 1: July 31 – Aug. 4

Summer Pool Parties - Starting June 9th, we will have bi-weekly pool parties at the NPB Pool on Friday evenings from 6:30-9:30 pm. Admission = $1/person. Mark your calendars for June 9, 23, July 7, 21, Aug. 4, 11.

Swim Lessons at the NPB Pool – We offer all levels of swim lessons for all ages. Our classes are taught by Swim with Gills. We offer group lessons, private and semi-private lessons on weekdays, evenings and weekends! A class to fit every schedule! There is no reason your child should not be able to swim. Anchorage Aweigh Fishing Tournament - Mark your calendars for the Aug. 12 Anchorage Aweigh Fishing Tournament. This is a fun, family event and we encourage kids’ participation. The tournament is kicked off with a Friday night Captain’s Meeting. Each captain will receive a bucket filled with goodies worth as much as the entry fee! The group receives instructions for the next day as they enjoy food & drink and challenging each other! A “Back to School Pool Party” follows for the entire family! Lines in the water at 6:00 am the following morning! Weigh-in is at Anchorage Park between noon and 3:00 pm, followed by an awards picnic where the entire family is invited to partake. This tournament is limited to 50 boats. We are accepting registrations now. We are looking for sponsors for this great event. Get your business logo on every shirt and on the sponsor banner! Red White & Boom July 4th Celebration! - We invite you to join us for the annual July 4th Celebration at the North Palm Beach Country Club. Activity is planned for the entire day. Local popular country group, the “Andrew Morris Band”, will perform from 7:30 until close. Fireworks launch at approx. 9:00 pm. This celebration is free and open to all. Food and drink are available for a nominal fee. Bring your lawn chairs and blankets and enjoy the fireworks from the golf course. Watch your July newsletter for a complete schedule of events.

What is the National Flood Insurance Program (NFIP)? The NFIP is a Federal program enabling property owners in participating communities to purchase insurance protection against losses from flooding. This insurance is designed to provide an insurance alternative to disaster assistance to meet the escalating costs of repairing damage to buildings and their contents caused by floods. Participation in the NFIP is based on an agreement between local communities and the Federal Government that states if a community will adopt and enforce a floodplain management ordinance to reduce future flood risks to new construction in Special Flood Hazard Areas, the Federal Government will make flood insurance available within the community as a financial protection against flood losses. The Village of North Palm Beach participates in the National Flood Insurance Program (NFIP), which makes federally backed flood insurance available for all eligible buildings, whether they are in a floodplain or not.

What Flood Zone Is My Property In? The Village Library and Community Development Department maintain a complete section that has information covering all areas of flood protection, building construction, and flood insurance. Flood zone maps are available for inspection also. If you need to know what flood zone your home is in or obtain a copy of an elevation certificate (if on file), please call the Community Development Department Building Official at 561-841-3366, Email: [email protected], or go to www.floodsmart.gov. On October 5th, new flood maps will be adopted and revisions to the flood ordinance will be effective. Updates will be coming soon. What Should I Know When Preparing My House For Hurricane Season? The Village Council passed an Ordinance in 2009 which includes an amendment to section 14 - 31 limiting the amount of yard waste the Village will remove from a residential property on any scheduled yard waste collection day. Branches, tree limbs, shrub clippings, and palm fronds shall be limited to one pile not exceeding 8 cubic yards, measuring approximately 4 feet wide by 15 feet long by 4 feet tall. If yard waste placed for collection exceeds the allowable limit, property owners shall be required to pay the costs associated with removal. Remember, any person, group of persons, corporation, or other entity paid a fee to perform tree trimming or landscape maintenance, shall be required to remove all yard waste generated by such activities . No property owner shall generate yard waste for collection once any portion of the Village has been placed under a hurricane or tropical storm watch or warning by the National Oceanic and Atmospheric Association (NOAA).
